dell'Unione europea, e all'applicazione provvisoria dell'accordo di partenariato per una pesca sostenibile tra l'Unione europea e la Repubblica di Liberia e del relativo protocollo di attuazione IL CONSIGLIO DELL'UNIONE EUROPEA, visto il trattato sul funzionamento dell'Unione europea, in particolare l'articolo 43, in combinato disposto con l'articolo 218, paragrafo 5, vista la proposta della Commissione europea, considerando quanto segue: (1) L'Unione e la Repubblica di Liberia hanno negoziato un accordo di partenariato per una pesca sostenibile («accordo») e un protocollo di attuazione del suddetto accordo («protocollo»), che concede alle navi dell'Unione europea possibilità di pesca nelle acque soggette alla sovranità o alla giurisdizione della Repubblica di Liberia. (2) In accordance with Article 4(3) of Regulation (EC) No 2111/2005, certain Member States and the European Aviation Safety Agency (‘EASA’) communicated to the Commission information that is relevant in the context of updating that list. Relevant information was also communicated by third countries and international organ­ isations. On the basis of that information, the list should be updated. (3) The Commission informed all air carriers concerned, either directly or through the authorities responsible for their regulatory oversight, about the essential facts and considerations which would form the basis for a decision to impose an operating ban on them within the Union or to modify the conditions of an operating ban imposed on an air carrier which is included in the list.

    Unsichere Fluggesellschaften: Schwarze Liste der EU-Kommission Für diese Unternehmen gilt in der EU Start- und Landeverbot In der EU gelten für den Flugverkehr Sicherheitsnormen, die zu den strengsten der Welt gehören. Zwar arbeiten die Europäische Union und ihre Mitgliedstaaten gemeinsam mit den Behörden anderer Länder an der Durchsetzung solcher Sicherheitsstandards weltweit, doch gibt es immer noch einige Fluggesellschaften, deren Betrieb unter Bedingungen erfolgt, die unter dem notwendigen Sicherheitsniveau liegen. Deshalb hat die Europäische Kommission in Abstimmung mit den Flugsicherheitsbehörden der Mitgliedstaaten beschlossen, Luftfahrtunternehmen, die für unsicher befunden werden, Landung und Start auf EU-Flughäfen zu untersagen. Die Schweiz schließt sich diesen Vorgaben an. Auf einer "Schwarzen Liste" veröffentlicht die Europäische Kommission die Namen der Fluggesellschaften, die Flughäfen in der Europäischen Union nicht mehr ansteuern dürfen. Die Entscheidung wird auf Grundlage von Informationen der nationalen Flugsicherungseinrichtungen sowie der Europäischen Agentur für Flugsicherheit (EASA) getroffen. Nach dieser Liste dürfen etwa 100 Fluggesellschaften, in der Mehrheit aus Afrika und Asien, nicht mehr im Luftraum über der EU fliegen. Luftfahrtexperten aus Deutschland betonen allerdings, dass die Schwarze Liste der Europäischen Kommission nur für "relative" Sicherheit sorge.
