ADJOURN Page 2 of 63 To: The Fairview Post For: Town of Fairview Time: To be in the January 27 & February 3 edition Town of Fairview NOTICE OF PUBLIC HEARING Bylaw No. 1064/LUO/2021 Pursuant to the provisions of the Province of Alberta Municipal Government Act, being Chapter M-26 of the Revised Statutes of Alberta 200, notice is hereby given that the Council of the Town of Falher will hold a public hearing prior to the second reading of 1064/LUO/2021 for an amendment to the Town of Fairview Land Use Bylaw No. 984/LUO/2012. The proposed amendment will: 1. Add the following definition for Projecting Sign to section 4 Definitions: “SIGN, PROJECTING” means a sign that is attached to and projects more than 0.4 metres (1.3 feet) from the face or wall of a building or structure. 2. Add the following regulations for Projecting Sign to Section 36 Sign Control: 10. Projecting Signs (a) Shall be limited to a maximum of one (1) sign per each premise within a building. (b) Shall maintain a minimum clearance of 2.45 metres (8 feet), measured from grade to the bottom of the sign. (c) the maximum height of a projecting sign shall be 6 metres (20 feet), measured from grade to the top of the sign. (d) The maximum area for a projecting sign shall be 2.8 square metres (30.1 square feet). (e) Notwithstanding (d), the vertical height of a projecting sign shall not exceed 2 metres (6.5 feet) on a single storey building or 3.67 metres (12 feet) on multistorey buildings. (f) Projecting signs shall be mounted perpendicularly to the surface of the building, except for corner lots where they may be mounted at an angle at the corner of the building. Page 3 of 63 (g) Where a projecting sign is not directly attached to the wall of a building, the edge of the sign closest to the building wall shall be within 0.3 metres (1 foot) from the exterior surface of the wall. (h) A projecting sign shall not extend above the parapet or roofline of the building to which it is attached. (i) Projecting signs shall not project more than 1.52 metres (5 feet) from the building wall. (j) No projecting sign shall extend horizontally within 0.6 metres (2 feet) from the curb line of a street. (k) A development permit application for a projecting sign shall include the following information, in the form of a digital drawing or drawings showing: (i) the dimensions and area of the sign structure; (ii) the design of the copy face; (iii) the manner of illumination and/or animation, if applicable; (iv) the type of construction and finish to be utilized. (v) the method of attaching or supporting the sign. (vi) the position of the sign on the wall or roof of the building or structure it is proposed to be attached to. A copy of the Bylaw may be inspected at the Town Office during regular office hours. The public hearing will be held at the Town of Fairview Council Chambers in the Provincial Building on February 16, 2021 at 7:00 p.m. to consider presentations from interested parties claiming to be affected by the proposed Bylaw amendment. Written submissions must be sent to the Municipal Secretary on or before 4:30 p.m., February 12, 2021. Due to the Covid-19 restrictions in place, any person wishing to attend the public hearing may do so by contacting the Town Office at (780) 835-5461 to receive details, or by contacting the Municipal Secretary at the Town Office by 4.30 p.m., February 12, 2021 to book a place to attend the meeting in-person. UNFINISHED BUSINESS 6.1 Decision regarding Arena operations Councillors discussed options with the arena, including shutting the plant down and leaving the ice in with the natural weather. With current restrictions expected to continue for four weeks, it is likely that if the arena was allowed to reopen, there would only be a 2 week window of operations. 020221 Buck Moved to shut down the ice plant and leave natural ice CARRIED 6.1 in place until it would normally be removed. 6.2 Urban Hen report Councillor Schindel asked for a recorded vote.
