REGENCY OF PURWAKARTA

Considering: a. In order to strengthen the duties, functions, and role of the government, administration of village-based culture and values must be orangized and be integrated with the national system of regency administration. b. To realize the strengthening of such tasks, functions and roles of the regency Government referred to in paragraph a, village culture should be maintained and preserved in the Regency of Purwakarta by referring to the following legislations: 1. Law Number 14 of 1950’s Establishment of Regency areas in ’s Province (Official Gazette of the Republic of 1950), as amended by Act No. 4 of 1968 concerning the Establishment of Purwakarta and to change Law Number 14 on the Establishment of Regency areas in West Java’s Province (State Gazette of the Republic of Indonesia Year 1968 Number 31, Supplement to State Gazette of the Republic of Indonesia Number 2851); 2. Law Number 12 Year 2011 on the Establishment of legislation (State Gazette of the Republic of Indonesia Year 2011 Number 82, Supplement to State Gazette of the Republic of Indonesia Number 5234); 3. Law No. 6 of 2014 on Village (State Gazette of the Republic of Indonesia Year 2014 Number 7, Supplement to State Gazette of the Republic of Indonesia Number 5495); 4. Law Number 23 Year 2014 on Regional Government (State Gazette of the Republic of Indonesia Year 2014 Number 244, Supplement to State Gazette of the Republic of Indonesia Number 5587), as amended by Law No. 9 of 2015 concerning Second Amendment OF Number 23 Year 2014 on Regional Government (State Gazette of the Republic of Indonesia Year 2015 Number 58, Supplement to State Gazette of the Republic of Indonesia Number 5679); 5. DECIDED: THE REGULATION OF THE REGENT OF PURWAKARTA REGARDING TO THE VILLAGE CULTURE

CHAPTER I GENERAL REQUIREMENTS

Part One Definition

Article 1

The regulation intends to: 1. Set the local Government Regent as the element of regional administration, thus leading the implementation of government affairs under the authority of the autonomous region. 2. The Regent is a Regent of Purwakarta. 3. The village is a village and traditional village or called by other names, hereinafter called the Village, is the unity of the legal community who have borders that are authorized to regulate and administer governmental affairs, the interests of local communities based

on community initiatives, the right of origin, and / or traditional rights are recognized and respected in the system of government of the Republic of Indonesia. 4. Village Administration is the implementation of government affairs by the Government of the Village and Village Consultative Body. 5. The Government of the Village is the head of the village and village official elements of village government. 6. Assembly Cultural Village is the Village Consultative Body as a panel of indigenous stakeholders. 7. Village Culture is a village that consists on the values of mutual assistance, kinship, and local knowledge in the course of the life of society, nation and state in order to improve the quality of village.

Part two Purpose and objectives

Article 2

(1) The purpose of the establishment of Regents regulations on Village Culture is a guideline in the implementation of village-based administration of local culture. (2) The purpose of the Regents regulations on Village Culture is to improve the government's performance-based rural local culture.

CHAPTER II SCOPE

Article 3

The scope of the Regents regulations include: a. the establishment and implementation of regent government; b. standardization of village infrastructure; c. structuring of social life, the environment, tourism, and security; d. food resillience; e. the role of the Assembly Cultural Village; f. Rural development device, Chairman of RT, Chairman of RW, and Badega Overtime.

CHAPTER III GOVERNMENT FORMATION AND IMPLEMENTATION OF THE VILLAGE

Article 4

(1) The establishment and implementation of village government in Purwakarta should be oriented to the values of the local culture.

(2) The values of the local culture that is diverse in every village shall be preserved by the village community in the implementation efforts of Village Government.

CHAPTER IV STANDARDIZATION OF THE VILLAGE INFRASTRUCTURE

Article 5

(1) Development of Rural infrastructure shall be standardizatized in construction, quality, shape, and aesthetics. (2) Standardization of village infrastructure include: a. village administration building; b. interior and exterior design means village government; c. Rural roads and bridges; d. fencing, street lighting; e. shape and architecture of residential communities; f. saung building design fields; g. the design limits of the village; h. design art folk venues. (3) The regional government makes implementation guidelines village infrastructure referred to in paragraph (2).

CHAPTER V ARRANGEMENT OF SOCIAL LIFE, ENVIRONMENTAL, TOURISM AND SECURITY

Article 6

The village government is obligated to structuring social life, including: a. developing a culture of mutual cooperation through community service activities; b. develop an attitude of mutual help through the "beas perelek"; c. public couples of childbearing age shall be acceptors; d. the ban on organizing entertainment activities that potentially cause commotion or riot; e. children under the age prohibited from driving a motor vehicle; f. people who are getting married have to process medical examination; g. society and students are required to have a pet; h. school-age children must attend formal education; i. school-age children is prohibited outside the home past the time of 21:00 pm; j. shall shut-off the public electricity outside the home during the full moon; k. Guests shall report to the Chairman of RT and are prohibited from visiting past 21:00 pm;

4 l. citizens aged 17 (seventeen) years and under (adolescence) are prohibited from dating; m. citizens over the age of 17 (seventeen) years of dating is prohibited both inside and outside the home past 21:00 pm, unless accompanied by parents or family n. The prohibition of activities which contains incitement, slander, hatred, provoke inter- group/groups that could potentially undermine the unity, mutual assistance and peace of society; o. Banning the sale and use of alcoholic beverages.

Article 7

The village government is obliged to conduct environmental planning, including: a. community and village government is obliged to maintain and preserve it; b. cutting the trees and certain plants must have a permit from the head of village; c. prohibition of mining activities without a permit; d. the prohibition of taking water for commercial purposes; e. banning fishing in sewers, rivers, and ponds by using the tool and / or hazardous materials; f. the prohibition of taking eels and frogs in the rice fields by using electricity; g. prohibition of hunting birds, snakes, squirrels, and the animals are protected by law; h. prohibition defecate in ditches, fields, and gardens.

Article 8

The village government is obliged to conduct the arrangement of tourism, which includes: a. inventory leading tourist potential in the region; b. improvement of infrastructure to the attractions; c. structuring and supporting the development of tourism infrastructure; d. develop traditions and customs; e. every village should have a distinctive art; f. every country must have the building / hall performing arts; g. The village government is obliged to develop a way of Sundanese traditional dress in support of tourism; h. The village government is obliged to develop the tourism potential based on agriculture; i. The village government shall develop culinary tourism potential including dance "shake maranggi".

Article 9

The village government is obliged to conduct environmental security arrangements, which include: a. fostering an increase in public awareness of the security threats; b. enhancing the coordination with Babinkamtibmas and Babinsa; c. promoting environmental security system based community participation; d. Badega capacity building; e. Poskamling infrastructure improvement; f. installation of CCTV in every village boundary and strategic place; g. the application of customary sanctions against breaches of security disturbances, order and peace of society.

Article 10

Further elaboration regarding the structuring of social life, the environment, tourism, and security as referred to in article 6, article 7, article 8 and article 9 shall regulate further by the village.

CHAPTER VI FOOD SECURITY

Article 11

The village government should maintain and increase food security through the following activities: a. procurement of rice in each family / RT / RW / village; b. livestock, agriculture and artisanal fisheries; c. appeal to the community of agricultural land owners not to sell and / or disfunction agricultural land to other parties; d. coaching school-age children in farming, livestock breeding, weaving; e. the transfer of fuel oil and gas to fuel wood.

CHAPTER VII THE ROLE OF THE BOARD OF VILLAGE CULTURE

Article 12

Cultural Village Assembly has a role: a. as indigenous stakeholders Village; b. breaker disagreement / dispute together indigenous village chief;

6 c. develop customs and cultural life of the community; d. cooperates with other Village Cultural Council in order to strengthen Village culture; e. regulate the order of social life bersendikan local cultural wisdom.

CHAPTER VIII SANCTIONS

Article 14

(1) In order to implement the provisions of Article 6, Article 7, Article 8, Article 9, and Article 10, the Assembly Culture Village along the village chief may apply sanctions provided for by the rules Village. (2) The sanctions referred to in paragraph (1) shall be decided and imposed by the Assembly together with the Head of the Village Cultural Village based on humanity and justice and uphold the noble values cultural village.

CHAPTER IX FOSTERING THE VILLAGE, CHAIRMAN OF RT, CHAIRMAN OF RW, AND BADEGA LEMBUR

Article 15

(1) The village government is obliged to provide guidance to the village, Chairman of RT, Chairman of RW, and Badega Lembur through: a. technical assistance activities in collaboration with relevant agencies; b. create an integrity pact for all devices Village, Chairman of RT, Chairman of RW and Badega; c. evaluation and monitoring of performance. (2) The Government Rural assessing the Village, Chairman of RT, Chairman of RW, and Badega Lembur. (3) The Village, Chairman of RT, Chairman of RW, and Badega Lembur whose duties are not properly sanctioned. (4) The sanctions referred to in paragraph (3) consists of: a. verbal warning; b. written warning; c. unsatisfied statement in writing; d. delay of regular income payments / incentive; e. dismissal as the village or Badega Lembur.

Article 16

Further elaboration of the guidance devices Village, Chairman of RT, Chairman of RW, and Badega Lembur referred to in Article 14 shall be further regulated by village regulations.

CHAPTER X CLOSING

Article 17

The decree shall take effect on the date of promulgation. For public cognizance, ordering the promulgation of the decree shall be published in the local news Purwakarta.
