1. Overview

1.1 Project Introduction

1.1.1 Route trend & major technological standards Lanzhou-Chongqing Railway (Lan-Yu Railway) starts from Lanzhou terminal of

Lanzhou city, province, goes through administration areas such as and of Gansu province, of province, ,

Nanchong and Guang’an of province, and Hechuan of

Chongqing, and ends at Chongqing terminal. A single-track railway branches out from to Gaoxing via Guang’an. The railway line goes in the south-north direction. The newly-built double-track railway, 819.975 Km in total, is between Lanzhou station and Beibei North Station. The section between

Lanzhou and Guangyuan (not included) is 491.437Km and section between

Guangyuan (included) and Chongqing is 328.538Km. The length of newly-built single-track railway between Nanchong and Gaoxing via Guang’an is 93.639

Km.

The construction period of this project is 6 years and the total estimated investment is 78.9 billion yuan, of which 300 million US dollars are the loan from Asian Development Bank (ADB).

The main technical standards for the main line of Lanzhou-Chongqing railway:

1.1.2 Main engineering content The total amount of earthwork of the whole line is 2,28.805 million cubic meters, including 1,77.7682 million cubic meters excavated and 51.0368 million cubic meters backfilled. The whole line has 433 grand, great and medium bridges, totally 181,788 linear meters long; there are 267 tunnels of 596.8Km long in total, including 11 tunnels longer than 10Km (totally 168Km). The track length of normal line is 819.975Km and the track length of hub and connecting lines is

180Km. Along the line there are 23 traction substations. The whole line occupies

5,218.2hm2 of land, including 3,289.7hm2 of land for permanent use and

1,928.5hm2 of land for temporary use.

42 new stations will be built and 15 stations will be modified along the whole line.

Pavements with length of 1445.1Km will be built.

There are 324 sensitive points for noise and vibration control along the whole line. Besides functional replacement is needed for 115 places, noise barriers

(40310m) or sound-proof windows (83120m2) will be arranged at 209 places.

The total investment on noise control will be 202.433 million Yuan.

1.2 Project characteristics

Lanzhou–Chongqing Railway goes through, from the north to the south, such three geomorphic units as , high and medium mountains area of the Qinling Mountains and low mountains and hills area in and spans such four climate zones as the arid climate area in the mid-temperate zone of Loess Plateau, sub-humid climate zone of mid-temperate zone, North Asia tropical humid zone in the Qinling’s high and medium mountains area and mid - subtropical humid zone in Sichuan Basin.

Along Lanzhou-Chongqing Railway, there are many kinds of vegetation. The horizontal and vertical distribution of vegetation is obvious. Roughly, Qinling

Mountains is taken as the dividing line. The biodiversity in River Basin on the south of Qinling Mountains is higher than that in the basin.

The land erosion area in the drainage area of the Yellow River basin, in which the railway goes, is big, and the erosion intensity is mainly medium, but it is serious or extra serious for some sections. The erosion is mainly hydraulic erosion and such gravity erosions as mud-stone flow and landslide etc. often occur in the earth and stone and mountain area. The ecological environment along the line sections in the drainage area of the Yangtze River is comparatively

3 Environment Monitoring Report on Newly-built Lanzhou-Chongqing Railway in 2018 better, and, basically no obvious erosion or only light erosion can be seen for soil erosion.

Along the line, there are rich resources of wildings as well as cultural relics, which are mainly distributed in the natural reservation zones, the famous scenery spots and historical relics, forest parks, and the cultural relic protection zones and are greatly affected by human activities. Emphasized protection targets: Ancient Xiaguanying relic, ancient Shannashuzha relic, Yuhe Natural

Reserve of Gansu Province, Sichuan Maozhai Nature Reserve, Wetlands Natural

Reserve of Source, Myxiocyprinus Asiaticus of Natural Reserve, etc.; Ecological environmental protection main targets: cultural heritage, the vegetation, rare animal and land resources, etc. along the line. It is the important for environment monitoring work to strictly implement the relevant state laws and regulations, abide by the requirements and replies from the relevant state and local departments as well as various levels of departments for cultural relics, water conservation, forestry, environmental protection and fishing administration etc. and strictly execute the various measures in the EIA report during the construction.

The big rivers spanned by the railway line are the Yellow River, the , the , the , the Jialing River, the and the Qu

River etc. Since high subgrades will be replaced by bridges in this project, there is much bridge construction engineering for the whole line. The land occupation and disposed earth from the sub-grade for non-river-crossing bridges has certain

4 Environment Monitoring Report on Newly-built Lanzhou-Chongqing Railway in 2018 impacts on the ecological environment along the line, so has the construction of river-crossing bridges on the water quality and hydro bios of rivers.

The total volume of the cubic meter of earth and stone along this line is large and the volume of disposed earth is far bigger than the volume of taken earth, so it is vitally important to further optimize the allotment of cubic meter of earth and stone, reduce the earth-taking and earth-disposing volumes and occupied land areas, take such preventive measures as land reclamation and afforestation etc. in accordance with the land reclamation program and design for temporary land use and prevent the generation of new land erosion.

1.3 Environment Monitoring

The environment monitoring is to supervise and inspect the execution of environmental protection measures during construction of the project on the basis of the design and EIA of this project and to affirm the achievements, find out existing problems and give suggestions on countermeasures. By strengthening process control, the environmental monitoring ensures to carry out “Three-simultaneousness” system strictly. It reflects the dynamic implementation status of environmental protection work on the construction site during the construction activities so as to confirm whether the relevant rules and regulations for environmental protection have been satisfied and whether the requirements from Ministry of Railways and ADB have been met. Key points that attention should be paid to during environment monitoring include:  Whether the environmental impact during construction is consistent with the environmental problem put forward in the EIA report;  The accomplishment of environmental protection measures given in EIA report;  Identify and find out any unexpected environmental problems and put

The environmental monitoring of Lanzhou-Chongqing Railway is taken by

Beijing OASIS Environmental Protection Technology Co., Ltd. The service range is the main line of Lanzhou-Chongqing Railway from Lanzhou to Beibei

North, which is 818.71 km long in total. The cycle of environment monitoring work is the construction period of the whole line and within the two years after being put into operation after completion. For every half year of the construction period and for every year of the two years after completion, one environment monitoring report (in both English and Chinese) should be prepared by OASIS

Company on the basis of the on-site survey and collected monitored data and submitted to Materials Management Department of Railway Corporation,

Lanzhou-Chongqing Railway Co., Ltd., Development Planning Department of the China Railway and Asian Development Bank.

The monitoring report should contain the following content:

Impacts on the ecological environment imposed by construction of stations, tunnels, bridges and subgrade inside key ecological environmental protection zones such as natural preservation zones, scenic spots, forest park and ancient cultural relics etc. as well as the recovery and treatment measures;

Impacts of arrangement, protection, reclamation and afforestation measures for the spoil ground (area) on the water and soil conservation facilities, disturbance imposed by construction to vegetation and recovery and treatment measures;

Restoration measures taken for land for temporary use such as construction

6 Environment Monitoring Report on Newly-built Lanzhou-Chongqing Railway in 2018 camps, pavements, girder prefabrication yards and so on. The implementation of all kinds of environmental protection measures used in the project (including noise protection projects, sewage treatment and so on).

Respectively in June 2009, January 2010, July 2010, November 2010, June 2011,

December 2011, June 2012, November 2012, May 2013, November 2013, May,

2014, December 2014, December 2015, December 2016 and January 2018,

Beijing OASIS Environmental Protection Technology Co., Ltd. submitted the environment monitoring reports (2 copies respectively for 2009, 2010, 2011,

2012, 2013 and 2014, and 1 copy respectively for 2015, 2016 and 2017) , totally

15 copies of reports are completed. This is the 16th environment monitoring reports (also the Summarization Report) .

2. Engineering Overview

2.1 Project Construction Unit, Constructor and Supervision Unit of Lanzhou-Chongqing Railway

The project implementation unit of Lanzhou-Chongqing Railway is

Lanzhou-Chongqing Railway Co., Ltd. There are 16 bid sections, 19 constructors and 13 supervision units along the whole line. Table 2-1 lists the constructors and supervision units for each bid section.

Ltd. 2.2 Engineering Progress The construction kickoff meeting for this railway line was held on Sep. 26, 2008, on which the construction of this project starts officially. In October 2008, construction of 28Km-long Xiqinling Tunnel started, which is the control project of the whole line; in March 2009, Xiaguanying-Guangyuan section started for construction; in July 2009, the bidding documents for Guangyuan-Chongqing section were opened and the contractors concerned arrived at the site; in September 2009, commencement began in succession in all construction and supervision bid sections. By far, Gaoxing branch line has been completed, Weituo-Chongqing section was opened on Dec. 30, 2014; Guangyuan-Weituo section of Lanzhou-Chongqing Railway was opened on Dec. 30, 2015. The section from Lanzhou East Railway Station to Xiaguanying Station was opened on June 28, 2016; the Guangyuan− section was opened on December 26, 2016; the Min County−Xiaguanying section was opened in September 2017, which means that the Lanzhou-Chongqing Railway is wholly opened for traffic.

3. Environmental Management 3.1 Environmental Management System As the implementation unit of this railway line, Lanzhou-Chongqing Railway Co., Ltd. is responsible for the environmental protection of this line. The Environmental Protection Bureaus of Gansu (Lanzhou, Dingxi and Longnan cities), Shaanxi (Hanzhong city), Sichuan (Guangyuan, Nanchong and Guang’an cities) and Chongqing () are responsible for supervision and management of environmental protection in their respective jurisdiction regions. Environmental monitoring for main line of Lanzhou-Chongqing Railway shall be undertaken by Beijing OASIS. The constructors and supervision units are responsible for daily monitoring and supervision during construction. The construction unit and OASIS are responsible for monitoring data collection, and then OASIS shall compile the environmental monitoring report and submit to China Railway Corporation and ADB. The environment monitoring procedures for this railway line are shown in block diagram 3-1. In June and December 2009, Beijing OASIS Environmental Protection Technology Co., Ltd. assisted Lanzhou−Chongqing Railway Company in offering the environmental protection and water & soil conservation training courses twice respectively in Lanzhou and Nanchong, which used the Railway Envrionment Management Training Textbook compiled by the Environment Protection Commission of the China Railway Society and the “Supplementary Training Textbook for Environmental Protection during Construction of Lanzhou−Chongqing Railway Financed by Asian Development Bank” as textbook. These training courses mainly explained relevant laws and regulations on environmental protection management, the environmental impacts of the railway construction project, the environmental protection and water & soil conservation requirements and improvement measures during construction, the important environmental factors of such important environment sensitive areas as scenic areas along Lanzhou−Chongqing Railway and such environment

10 Environment Monitoring Report on Newly-built Lanzhou-Chongqing Railway in 2018 sensitive points as bridges, tunnels, borrow pits, spoil fields and construction camps. Totally 62 persons (mainly officials and professional engineers from the Project Owner, contractors and supervision company) attended the training courses. Refer to 2009 Environment Monitoring Report. According to the characteristics of this project and frequent environmental problems in the construction, the monitoring unit advises to conduct the environmental protection and management from the following aspects: The project management department of each bid section shall have full-time (part-time) personnel for environmental protection. They need the pre-post training of environmental protection, supervising and managing the environmental problem during construction, and assist environmental administrative department to finish environmental protection.

Block diagram instructions: Lanzhou-Chongqing Railway Co., Ltd.: As the constructor, entrusts the supervision unit to complete the monitoring work, including signing the relevant environmental protection contracts with the constructors and supervision units when awarding the contracts of project.

Contractor: Execute the project and complete the environmental protection work according to the requirements of contract. Engineering Supervisor: It supervises the engineering quality and environmental protection processing according to contractual requirements. Monitoring unit: As an external monitoring unit, it evaluates the implementation of environmental engineering and submits the monitoring reports to Lanzhou-Chongqing Railway Co., Ltd., China Railway Corporation and Asia Development Bank.

 Each constructor shall perform the corresponding promise of environmental protection in construction contract. Formulate corresponding measures for environmental protection pursuant to the environmental protection requirements specified in the design document, protect the environment of construction site, and avoid and reduce environmental pollution or damage due to improper methods of construction. Upon occurrence of environmental damage, adopt measures actively for treatment, and invite relevant experts and units immediately for solution if independent solution is not available.  The supervision unit shall be responsible for daily environmental monitor work in accordance with the environmental protection requirements under the construction contract. Once an environmental problem occurs during the construction, it should supervise and urge its timely solution and include the environmental protection into the engineering quality supervision system.

3.2 Environment Management of Lan-Yu Raiwlay Company

On September 4, 2008, Lan-Yu Railway Company Limited issued the Measures for Construction Management of Lanzhou-Chongqing Railway (Interim; Doc No. Lan Yu Tie Zong [2008] 7) , inlcuding the Measures for Environment Protection and Management and the Measures for Water and Soil Conservation and set up the Environment Protection and Management Team composed of the General Manager (team leader), other officials (deputy team leader), principals of various departments of the company, construction commanders and chief supervision engineers of various contractors, and all the designers. The Engineering Department of Lan-Yu Raiwlay Co., Ltd. is the fucntional department for environment protection and water and soil cosnervation, which is under the leadership of the Deputy Director of Deparment and appoints part-time environmental protection engineers to hold responsible for the daily

12 Environment Monitoring Report on Newly-built Lanzhou-Chongqing Railway in 2018 management and supervision of environment protectiona nd water and soil conservation work during construction. Lan-Yu Railway Company set up Nanchong Headquarter and Longnan Headquarter, which appointed their respective part-time environment protection and water & soil conservation persons. Various bid sections set up full-time/part-time environmnet protection engineers to supervise and inspect their respective environment protection work. In September 2009, Lan-Yu Company and Gansu Water Resources and Research Institute entered into the Gansu-section Water & Soil Conservation & Monitoring Cotract. In October 2009, Lan-Yu Railway Co., Ltd., the Institute and Gansu Lvhua Ecological Engineering Consultation Co., Ltd. ented into the Water & Soil Conservation & Monitoring Contract for Gansu Section of Lanzhou−Chongqing Railway. After the signature of the contracts, the supervision company established the water & soil conservation monitoring team for Gansu section and worked out the Water & Soil Conservation Monitoring Plan for Gansu Section of New Lanzhou−Chongqing Railway. The monitoring persons entered the construction sites to understand the construction progress and monitor the land for construction use, the disturbance, change of prevention and improvmeent scopes, relevant information on borrow pits and spoil fields, the implmeentation of water and soil conservation measures, determine and set up the monitoring poionts according to the actual situation and analyze the effects and identified problems of various water and soil conservation measures. In 2009, Lan-Yu Railway Company signed the Archaeological Study & Geologic Survey Agreements for Contruction of Lanzhou-Chongqing Railway successively with thearchaeological study departments of Gansu, Sichuan and Chongqing. The archaeological study & geological survey identified 103 cultural relics under governmental protection (2 in Gansu, 73 in Sichuan and 28 in Chongqing). On Feburary 26, 2010, the Engineering Department of Lan-Yu Raiwlay Company issued the Notice on Assisting Archaeological Study

Departments in Protecting Cultural Relics, requiring various contractors to strengthen the cooperation with local archaeological study & cultural relics protection departments and lawfully assist the archaeological study & cultural relics protection departments in protecting cultural relics, and requiring not to make construction wtihout authorization before related archaeological study & cultural relics protection departments start to rescue identified cultural relics. In December 2009, Lan-Yu Railway Company and Chongqing Water & Soil Conservation & Ecological Environment Monitoring Station entered into a water and soil conservation and monitoring contract, focusing on monitoring Xinglong Station, spoil grounds of Xinglong Station, Hechuan Station, spoil grounds of Xinglongfeng Tunnel, which mainly monitored and measured the water loss and soil erossion, implementation of water and soil conservation measures, and identified and/or potential water loass and soil erosion of these sections. In June 2010, the Company entered into the Water and Soil Conservation Monitoring Contract with Sichuan Water and Soil Conservation and Ecologial Environment Monitoring Station. In 2011, Gansu Water & Soil Conservation Research Institute and Gansu Lvhua Ecological Engineering Consultation Co., Ltd. surveyed and monitored totally 380 construction sites, covering 70 tunnesl, 57 inclined wells, 118 bridges, 10 stations, part of roadbed works, 208 spoil grounds and 31 borrow pits. Gansu section totally set up 11 fixed points for water and soil conservation monitoring and inspected the water and sand changes of 15 ditches and the one-year soil erosion of 20 spoil grounds. The calculation, analysis and comparison of various data acquired determined the mean erosion modulus of the areas disturbed by construciton in various monitored areas. In 201, totally 3 tunnels, 1 transversal hole, 1 inclined well, 3 bridges and roadbed works and 8 spoil grounds in Shaanxi section were monitored. In Chongqing Section there are 31 spoil grounds designed and the quantity of actually used spoil grounds is 42. In 2011, the monitoring company

14 Environment Monitoring Report on Newly-built Lanzhou-Chongqing Railway in 2018 selected 1 place to measure the erosion modulus of raw landform, 1 place to measure construction disturbance erosion modulus, and 11 spoil grunds to monitor the implementation of engineering measures. On June 15, 2012, the safety of all spoil grounds along the line is bad, Lan-Yu Company, in order to strengthen and speed up the rectiviation of spoil grounds, held a special meeting to discuss the spoil ground rectification work and decided to set up Lan-Yu Railway Spoil Ground Rectification Leading Group, which appointed Deputy General Manager Wang Qinglin as group leader and principals from related departments as deputy group leaders and made clear the specific responsibilities of various departmetns, the design institute, each contractors and the supervision organization and defined the spoil ground rectification responsibilities of each person in charge. During June 19−21, under General Manager Liu Sanyuan of the Company organized relevant officials, the principals of various departmetns and various construction headquarters, and the design institutes, contractors and supervisors to hold onsite office meetings respectively in Guangyuan Region, LYS-6 Bid Section (of CCCC First Harbor Engineering Company Ltd.) and LYS-3 Bid Section (China Railway Tunnel Group CO., Ltd). The safety of spoil grounds along Lan-Yu Raiwlay was stressed on the meetings, and it was required that all the parties participating in this project must presently focus on the rectificaiton and safety hazard removal of spoil grounds, conscientiously implement the spirit of the central leadership speech, and solve all the problems identified from spoil grounds point by point and item by item. It was required that the design institutes should speed up to perfect the designs, the contractors should perfect various engineering measures according the design requiremetns, the supervision companies should monitor and control the whole project, and various required formalities must be completed during rectification, so as to guaratnee the compliance of the project with relevant laws and regulations and guaratnee the safety of the project in flood season.

On June 27, 2012, as required by the special meetings on June 15, Lan-Yu Company issued the Urgent Notice on Further Strengthening the Rectification of Spoil Grounds along the Entire Line (Lan Yu Tie Gong Guan Han [2012] No. 178), stressing the responsibilities of and related requirements for all departments involved. On July 14, 2012, Lan-Yu Railway Company issued the Notice on Distributing the Rectification Plan for Spoil Grounds along Lan-Yu Railway (Lan Yu Tie Gong Guan Han [2012] No. 200), which analyzed the brief situations and main problems of spoil grounds along Lan-Yu Railway, put forward the overall rectification thought and principles of spoil grounds, further stressing the organizational framework for rectification of spoil grounds, made clear the spoil ground rectification schedules of various bid sections and worked out the specific assessment measures and punishment measures. On August 17, 2012, in order to solve potential hazards existing in part of spoil grounds of Lan-Yu Railway, the Deputy General Manager Wang Qingling of the company organized relevant personnel from the Engineering Department of the Company, China Railway First Survey & Design Institute Group Co., Ltd. China Railway Eryuan Engineering Group Co., Ltd., LYS-6 Bid Section’s CCCC First Harbor Engineering Company Ltd., LYS-11 Bid Section Road & Bridge International Co., Ltd, LYS-12 Bid Section CCCC First Highway Engineering Co., Ltd. and LYS-14 Bid Section’s China Railway No.10 Engineering Group Co., Ltd. to analyze and study the problems of spoil grounds for exit of Fengxiangyuan Tunnel of and entrance of Zizhuyuan Tunnel of CCCC First Harbor Engineering Company Ltd., spoil grounds for exit of Wangshuiya Tunnel, Spoil Grounds 1 and 2 of Liujiagou Tunnel and spoil ground for entrance of Zhaojiawan Tunnel of Road & Bridge Company, spoil grounds for exit of Bajiaowan Tunnel, spoil grounds for Shanmiao and Tiedengshan Tunnels of CCCC First Highway Engineering Co., Ltd., and spoil ground for Xishanping No. 1 Tunnel (totally 7 spoil grounds), and made clear the solutions and

In July 2012, attended the meeting to inspect the water and soil conservation monitoring work of Class A water and soil conservation qualification certificate holders held in Zhengzhou and organized by Yellow River Water Resources and Hydropower Commission. In August 2012, Yellow River Commission supervised and inspected the water and soil conservation work of the section of Lan-Yu Railway in the territory of the City of Dingxi in Gansu. In March 2013, the Lan-Yu railway inspection team of the Water and Soil Conservation Bureau of Shaanxi Water Resources and Hydropower Department carried out an overall inspection to the water and soil conservation work of all spoil grounds in Ningqiang County of Shaanxi. In April 2013, in order for the spoil grounds to meet the water and soil conservation requirements, Lan-Yu Company invited Gansu Water Resources and Hydropower Department to inspect the spoil grounds of the Gansu section of Lan-Yu Railway. From May 4 to 14, 2013, deputy general manager Wang Qinglin organized related persons of engineering department and other departments to carry out the “standaridization and environmental protection and water & soil conservation compliance” inspection and score the inspection results, which promoted the deep improvement of environmental protection and water and soil conservation work. On September 12, 2014, deputy general manager Sun Shaofeng of Lan-Yu Railway Company organized the design, construction and supervision companies along the whole line to hold a special meeting to check existing problems of spoil grounds along Lan-Yu Railway. The meeting circulated the inspection results and existing problems of spoil grounds along Lan-Yu Railway, arranged the future inspection, formality completion and rectification work for spoil grounds along Lan-Yu Railway and put forward specific requirements. The static environmental protection and water & soil conservation acceptance

17 Environment Monitoring Report on Newly-built Lanzhou-Chongqing Railway in 2018 test work executed by Raiwlay Bureau and Lan-Yu Railway Co., Ltd. carry out the static preliminary acceptance test during July 20−25, 2015 and performed the static re-inspection during August 20−25, 2015. The working group for the professional static acceptance of environment and water conservation work in Guangyuan-Min County section that composed by Lanzhou Railway Bureau and Lanzhou-Chongqing Railway Co., Ltd. has carried on the static preliminary inspection on August 23 to 25, 2016 and the static re-inspection on October 19 to 20, 2016. After the completion of Lanzhou-Chongqing railway sections, the Lanzhou-Chongqing Railway Co., Ltd. will entrust the operations management to Chengdu Railway Bureau and Lanzhou Railway Bureau for unified management in accordance with the principle of territory. Chengdu Railway Bureau and Lanzhou Railway Bureau have a complete environment management system and will manage the environmental protection work of the whole railway bureau. The environmental protection and energy saving and emission reduction work of Chengdu Railway Bureau and Lanzhou Railway Bureau is in the charge of the chief engineer and the leadership of railway bureau and they specifically set up the Energy Conservation and Environmental Protection Office (Section) under the planning and statistics department, with full-time management staffs who are responsible for daily environmental monitoring work in environmental monitoring agency set up in the railway bureau. Presently Lan-Yu Railway Company respectively entrusted China Railway Fifth Survey & Design Instittue Group Co., Ltd. and Water Resources and Hydropower Survey & Design Institute to carry the environemntal protectrion and water & soil conservation acceptance test. It is predicted that the water and soil concervation acceptance test and the environmental protection acceptance test would be completed in 2020.

4. Monitoring Contents The key contents of this environment monitoring are: 1. Field investigation The implementation of environmental protection measures in environment sensitive areas and the environmental protection management in early operation stage 2. Data and information collection Collect the static and dynamic environment protection acceptance reports of various sections successfully opened, and understand the implementation of environment protection measures of the whole line and the details of ecological sensitive areas it runs across. Collect the environmental protection and water & soil conservation inspection data from related governmental agencies; related documents issued by ecologically sensitive areas management departments for construciton of Lan-Yu Railway. 4.1Implementations of protection measures for key environment-sensitive protection objects

I. In the region where the Xiaguanying−Min County section is located, there is one important sensitive protection object: Province-level Natural Reserve for Brachymystax Lenoks Tsinlingensis (presently Zhang County National Nature Reserve for Rare Aquatic Lives). Overview of Zhang County National Nature Reserve for Rare Acquatic Lives On February 2, 2005, the People’s Government of Gansu Province approved File Ganzhenghan [2005] No.4 to set up Gansu Zhang County Province-level Natural Reserve for Brachmystax Lenoks Tsinlingensis, which focuses on protecting brachmystax lenoks tsinlingensis (a national Level II protected aquatic wildlife). In March 2010, the Bureau of Zhang County Province-level

Natural Reserve for Brachmystax Lenoks Tsinlingensis submitted the Application for Establishing National Nature Reserve and associated documents to the National Nature Reserve Assessment Committee step by step for setting up Gansu Zhang County National Nature Reserve for Rare Aquatic Wildlife, which was finally approved and, then, in File Guobanfa [2013] No.48, it was approved by the General Office of the State Council to be upgraded as a national nature reserve.

(1) Environment Impact Assessment Stage The EIA Report does not cover relevant content relating to Lanzhou-Chongqing Railway running across Zhang County Province-level Natural Reserve for Brachymystax Lenoks Tsinlingensis (presently Zhang County National Nature Reserve for Rare Aquatic Wildlife). In October 2012, the Bureau of Gansu Zhang County Natural Reserve for Brachymystax Lenoks Tsinlingensis issued the document Zhangqinguanzi [2012] No.3–the Letter on Going through Required Formalities for Construction of Lanzhou−Chongqing Railway in Zhang County Natural Reserve for Brachymystax Lenoks Tsinlingensis as soon as possible to the project undertaker Lanzhou−Chongqing Railway Co., Ltd., requiring that the project undertaker should contact the Aquatic Wildlife Protection Office of Gansu Department or the Bureau of Zhang County Natural Reserve for Brachymystax Lenoks Tsinlingensis as soon as possible to verify the railway route, jointly discuss and work out the protect plan and take practicable protection measures. In January 2013, Lanzhou-Chongqing Railway Co., Ltd. entrusted Gansu Fishery and Water Environment Protection Station to work out the Aquatic Life Assessment Report. The Aquatic Life Assessment Report and its reply required the project undertaker to perform associated promises and agreements comprehensively, ascertain and implement various protection measures, strictly ascertain and

20 Environment Monitoring Report on Newly-built Lanzhou-Chongqing Railway in 2018 implement relevant vibration and noise reduction measures in the operation period so as to minimize the impacts to be imposed by railway operation on brachymystax lenoks tsinlingensis. It also required that the project undertaker should hold responsible for the ecological compensation funds for natural reserve monitoring, fishery management, artificial domestication center construction, fish fry releasing station and rescue station construction, enrichment and release and so on.

(2) Opinions of competent authority

(3) Field Inspection The field inspection shows that Lanzhou-Chongqing Railway actually built 3 bridges (Zhoujiazhuang Tiegouhe Major Bridge (DK151+676), Chichali Medium Bridge (DK152+918) and Hujiawan Tiegouhe Medium Bridge (DK155+949) over Tiegou River and its core branches in Zhang County Province-level Natural Reserve for Brachymystax Lenoks Tsinlingensis (presently Zhang County National Nature Reserve for Rare Aquatic Wildlife). These projects have not set up any piers in water and are not materially running across the Nature Reserve. During the construction, the project undertaker has basically satisfied the requirements set forth in the Environment Impact Assessment Report and its

21 Environment Monitoring Report on Newly-built Lanzhou-Chongqing Railway in 2018 reply, reinforced various protection measures, and arranged the ecological compensation funds for natural reserve monitoring, fishery management, artificial domestication center construction, fish fry releasing station and rescue station construction, enrichment and release and so on. For examples, it has strengthened the storage and management of construction materials, arranging them far away from rivers and taking appropriate rainproof and damp-proof measures; it has arranged appropriate centralized storage places for solid wastes, arranging them far away the rivers and in low places, while taking perfect wind-proof, rainproof, fencing and retaining measures.

II. The construction plan for the fire prevention and rescue & evacuation work of Zizhuyuan Tunnel running across Sichuan Maozhai Nature Reserve was approved in October 2015 by the Agriculture Depatment of Sichuan for the fire prevention and rescue & evacuation work of Zizhuyuan Tunnel to run across the Pilot Nature Reserve of Sichuan Maozhai. Strictly in accordance with the Reply of Sichuan Provincial Agricultural Department on the Disaster Prevention, Rescue and Evacuation Works of Zizhuyuan Tunnel of Lanzhou-Chongqing Railway to Run through Sichuan

Maozhai Province-level Pilot Nature Reserve, the project undertaker had focused on executing the following work:

(I) Prior to construction, according to the approved land occupation range and area, planned the red lines of land to be occupied by the disaster prevention, rescue and evacuation works of Zizhuyuan Tunnel of Lanzhou-Chongqing

Railway in Sichuan Maozhai Province-level Pilot Nature Reserve, strictly controlled all construction activities within the red lines, and strictly forbidden any land occupation or vegetation clearing or removal out of the land occupation range.

(II) Optimized the construction plan, reasonably arranged the quantity of construction persons, used the centralized construction method to shorten the construction time in the protection zone and forbidden any nighttime construction so as to reduce the disturbance of construction activities to the protection zone.

(III) During the construction of main work of disaster prevention, rescue and evacuation platform, tamped and refilled the ground step by step and taken measures to avoid construction wastes from falling off. Strictly follow relevant technical indicators and the engineering design to carry out such auxiliary works as ballasted walls and drains, avoiding induced geological hazards.

(IV) When building the construction pavement, make efforts to reduce the excavation area, and strictly satisfy the requirements set forth in the water and soil conservation plan. Implement specified water and soil conservation measures, and reduce the water loss and soil erosion and vegetation damage.

(V) Strengthened the management of construction camps, stock yards and construction persons, especially strengthened the management of fire sources and field fires, worked out appropriate fire-fighting contingency plans, and arranged specially-assigned persons to inspect and remove potential fire hazards periodically so as to prevent from forest fire.

(VI) Upon completion of any works, carry out vegetation rehabilitation in time, used natively-distributed birches, Chinese red pines, alders and other plants for vegetation restoration, while forbidding the use of exotic species.

(VII) During construction and operation of the project, according to the ecological monitoring data, post-impact assessment report and the like, further reinforced and perfected pertinent impact reduction and ecological protection measures.

The disaster prevention, rescue and evacuation works of Zizhuyuan tunnel had been put into official operation in 2016.

III. The ecological restoration proposals for the three spoil grounds in Provincial-level Yuhe Snub-Nosed Monkeys Protection in of Longnan at their original locations were approved by Longnan Wudu Forest Bureau in September 2015. The contractors completed the following ecological restoration as required:

(I) Completed 121mu ecological restoration for spoil grounds for Weihe

Transversal Hol of Fengxiangyuan Tunnel, planted 121mu of camphor

trees, built 500m2 of photinia fraseri and Ligustrum vicaryi belts each, and

planted 114mu of ryegrasses and intercropped grasses.

(II) Ecologically restored 63.3mu of 68.6mu land occupied by Miaowanli

Spoil Ground of Fengxiangyuan Tunnel, planted 61.3mu of ormosia trees, planted 2mu of Chinese dove trees, built 500m2 of Berberis thunbergii and

Ligustrum vicaryi belts each, and planted 59mu of ryegrasses and intercropped grasses.

(III) Ecologially restored 75mu land occupied by the spoil grounds for the exit of Fengxiangyuan Tunnel and the entrance of Zizhuyuan Tunnel. Planted

73mu of ormosia trees, planted 2mu of Chinese dove trees, built 500m2 of

Berberis thunbergii and Ligustrum vicaryi belts each, and planted 70mu of ryegrasses and intercropped grasses.

The ecological restoration for the three spoil grounds had been completely finished by the end of 2016.

4.2Water and Soil Conservation

According to the construction documents, along the whole line of Lan-Yu Railway there are 6 borrow pits and 568 spoil grounds, which have been restored, and the handover formalities have been completed.

The spoil ground for the exit of Humaling Tunnel in Bid Section I constructed by China Railway 19 Bureau Group Co., Ltd has been restored as arable land and passed the acceptance test and already

delivered.

Dianziping No. 2 Spoil Ground, Dayuanba Spoil Ground and et all have passed the acceptanced test and already delivered.

4.3Noise Prevention and Control Measures

Along the whole line of the project totally 132 sound barriers (45,865m long) are set up, including 12,514.26m for bridges and 23,350.74m on roadbeds (see the table below), and all of them have been completed. 5. Summary

The environment monitoring of this project was undertaken by Beijing OASIS Environmental Protection Technology Co., Ltd.. The service scope covers the Lanzhou−Chongqing Section of Lan-Yu Railway and the Nanchong−Gaoxing section, including the monitoring tasks in the construction period and the two-year operation after completion: 16 environment monitoring reports of this project prepared on the basis of field survey and various monitored data. Main contents of the monitoring reports cover the implementations of environmental protection measures designed and monitored according to the construction schedule and put forward in the water and soil conservation parts of EIA reports (focusing on ecological protection, protection of noise-sensitive points, and sewage treatment), staff health and safety protection, environmental protection measures, afforestation and reclamation of construction camps and pavements, providing training textbooks on environmental protection during construction, pre-job training for environmental protection personnel during construction and pre-job training for part-time and full-time environmental protection personnel of supervision companies in June 2009 and December 2009; assistance with the delegation of Asian Development Bank in field survey and inspection. In the construction period and trial run period, main water and soil conservation measures, restoration and acceptance test measures for temporary works, protection measures for environment sensitive areas and engineering environmental protection measures specified in EIA reports and approvals for main works have been ascertained and taken. Various environmental protection measures have been taken as the main works are proceeded, and no complaints are filed by related organizations and persons for the environmental protection work of this project.
