Overview 1.1 Project Introduction 1.1.1 Route trend & major technological standards Lanzhou-Chongqing Railway (Lan-Yu Railway) starts from Lanzhou terminal of Lanzhou city, Gansu province, goes through administration areas such as Dingxi and Longnan of Gansu province, Hanzhong of Shaanxi province, Guangyuan, Nanchong and Guang’an of Sichuan province, and Hechuan District of Chongqing, and ends at Chongqing terminal. A single-track railway branches out from Nanchong to Gaoxing via Guang’an. The railway line goes in the south-north direction. The newly-built double-track railway, 819.975 Km in total, is between Lanzhou station and Beibei North Station. The section between Lanzhou and Guangyuan (not included) is 491.437Km and section between Guangyuan (included) and Chongqing is 328.538Km. The length of newly-built single-track railway between Nanchong and Gaoxing via Guang’an is 93.639 Km. The construction period of this project is 6 years and the total estimated investment is 78.9 billion yuan, of which 300 million US dollars are the loan from Asian Development Bank (ADB). The main technical standards for the main line of Lanzhou-Chongqing railway: Railway classification State railway, class I Double-track railway for the section between Lanzhou and Number of main lines Chongqing and single-track railway for the section between Nanchong East and Gaoxing; Limiting Gradient 13‰ for the section between Lanzhou and Guangyuan; 6‰ for 1 Environment Monitoring Report on Newly-built Lanzhou-Chongqing Railway in 2018 the section between Guangyuan and Chongqing and the section between Nanchong East and Gaoxing; 200 Km/h for the section between Lanzhou and Chongqing and Target speed: 160 Km/h for the section between Nanchong East and Gaoxing; Traction mode Electric power Traction mass: 4000t Lanzhou−Chongqing Section: 3,500m for normal section; The minimum curvature 2,800m for difficult section (200Km/h); radius: Nanchong East Station−Gaoxing: 2,000m (normal section), 1,600m for difficult section. Lanzhou−Chongqing section: SS7E for passenger trains; SS7 for freight trains Locomotive type Nanchong East−Gaoxing: SS7E for passenger trains; SS7 for freight trains Effective length to arrival and departure Single: 850m, Dual: 880m track 1.1.2 Main engineering content The total amount of earthwork of the whole line is 2,28.805 million cubic meters, including 1,77.7682 million cubic meters excavated and 51.0368 million cubic meters backfilled. The whole line has 433 grand, great and medium bridges, totally 181,788 linear meters long; there are 267 tunnels of 596.8Km long in total, including 11 tunnels longer than 10Km (totally 168Km). The track length of normal line is 819.975Km and the track length of hub and connecting lines is 180Km. Along the line there are 23 traction substations. The whole line occupies 5,218.2hm2 of land, including 3,289.7hm2 of land for permanent use and 1,928.5hm2 of land for temporary use. 42 new stations will be built and 15 stations will be modified along the whole line. Pavements with length of 1445.1Km will be built. 2 Environment Monitoring Report on Newly-built Lanzhou-Chongqing Railway in 2018 There are 324 sensitive points for noise and vibration control along the whole line. Besides functional replacement is needed for 115 places, noise barriers (40310m) or sound-proof windows (83120m2) will be arranged at 209 places. The total investment on noise control will be 202.433 million Yuan. 1.2 Project characteristics Lanzhou–Chongqing Railway goes through, from the north to the south, such three geomorphic units as Loess Plateau, high and medium mountains area of the Qinling Mountains and low mountains and hills area in Sichuan Basin and spans such four climate zones as the arid climate area in the mid-temperate zone of Loess Plateau, sub-humid climate zone of mid-temperate zone, North Asia tropical humid zone in the Qinling’s high and medium mountains area and mid - subtropical humid zone in Sichuan Basin. Along Lanzhou-Chongqing Railway, there are many kinds of vegetation. The horizontal and vertical distribution of vegetation is obvious. Roughly, Qinling Mountains is taken as the dividing line. The biodiversity in Yangtze River Basin on the south of Qinling Mountains is higher than that in the Yellow River basin. The land erosion area in the drainage area of the Yellow River basin, in which the railway goes, is big, and the erosion intensity is mainly medium, but it is serious or extra serious for some sections. The erosion is mainly hydraulic erosion and such gravity erosions as mud-stone flow and landslide etc. often occur in the earth and stone and mountain area. The ecological environment along the line sections in the drainage area of the Yangtze River is comparatively 3 Environment Monitoring Report on Newly-built Lanzhou-Chongqing Railway in 2018 better, and, basically no obvious erosion or only light erosion can be seen for soil erosion. Along the line, there are rich resources of wildings as well as cultural relics, which are mainly distributed in the natural reservation zones, the famous scenery spots and historical relics, forest parks, and the cultural relic protection zones and are greatly affected by human activities. Emphasized protection targets: Ancient Xiaguanying relic, ancient Shannashuzha relic, Yuhe Natural Reserve of Gansu Province, Sichuan Maozhai Nature Reserve, Wetlands Natural Reserve of Jialing River Source, Myxiocyprinus Asiaticus of Natural Reserve, etc.; Ecological environmental protection main targets: cultural heritage, the vegetation, rare animal and land resources, etc. along the line. It is the important for environment monitoring work to strictly implement the relevant state laws and regulations, abide by the requirements and replies from the relevant state and local departments as well as various levels of departments for cultural relics, water conservation, forestry, environmental protection and fishing administration etc. and strictly execute the various measures in the EIA report during the construction. The big rivers spanned by the railway line are the Yellow River, the Wei River, the Tao River, the Bailong River, the Jialing River,
