PAGE ii GREENVILLE COUNTY EMERGENCY OPERATIONS PLAN JUNE 2019 GREENVILLE COUNTY CODE OF ORDINANCES ORDINANCE 1326 An ordinance to establish an Emergency Management Advisory Committee, the Office of Emergency Management, an Emergency Management Coordinator [Director] and a Public Information Officer, and set forth their powers and duties; to provide for the development of plans for Emergency Management; to provide for the responsibilities of County Council and the County Administrator in Emergency Management; to separate the administration of the Office of Emergency Management from the Emergency Management Authority; to provide for immunity of county employees within the scope of their duties. BE IT ORDAINED BY GREENVILLE COUNTY COUNCIL: Section 1. Creation of Local Emergency Management Advisory Committee. There is hereby created an Emergency Management Advisory Committee for Greenville County, which shall consist of all members of the Greenville County Council, all members of city and town councils, city administrators or comparable officials, the Administrator of the Greenville County School District and superintendents who report to him and are located within Greenville County, the Director of the GHS Trauma Center, the Coroner of Greenville County, the Emergency Management Coordinator [Director] of the Greenville Transit Authority, the President of the Greenville County Fire Chief's Association, the County Engineer for Greenville County, a representative of the Greenville County Health Department to be designated by that Department, the Director of the Department of Social Services, and the Emergency Public Information Officer. The Greenville County Administrator is also privileged to attend its meetings. Functions and responsibilities of the various individuals or components of the Committee are set forth in Addendum No. 1; functions and responsibilities of the County Council and County Administrator are set forth in Addendum No. 2. Section 2. Creation of the Office of Emergency Management Coordinator [Director]. (a) There is established within Greenville County an organization known as the Office of Emergency Management (hereinafter called the "office") which shall be responsible to the County Administrator through the County Emergency Management Coordinator [Director] hereinafter provided for, for the coordination of preparedness and emergency response activities in compliance with State Regulations 58-1 and 58-101. The County Administrator may designate an appropriate office, agency or department within county government to provide day-to-day supervision over the office. The office shall have such professional and clerical staff as may be provided in the annual county budget or otherwise, and shall be subject to the county's personnel rules and procedures, and its financial policies. (b) There is hereby created within Greenville County government a position known as Emergency Management Coordinator [Director] (hereinafter referred to as the "Coordinator [Director]”) which shall be responsible to the County Administrator for the coordination of LEGAL BASIS - PAGE iii GREENVILLE COUNTY EMERGENCY OPERATIONS PLAN JUNE 2019 preparedness and emergency response activities in compliance with State Regulations 58-1 and 58-101. The County Administrator may designate an appropriate office, agency, or department within county government to provide day-to-day supervision over the Coordinator [Director]. The Coordinator [Director] shall be a full time employee appointed by the County Administrator in accordance with Greenville County personnel procedures. Consideration shall be given to the following qualifications when selecting the Coordinator [Director]: (1) diplomatic skills; (2) understanding of local government; (3) political skills; (4) managerial ability; (5) communication skills; (6) planning skills; (7) understanding of public safety and preparedness issues and operations. The Coordinator [Director] shall be the designated coordinating point between state and local government during an emergency other than a law enforcement emergency. He shall receive such salary as shall be provided for in the annual county budget. Section 3. Appointment of Public Information Officer. The County Administrator shall appoint a county official or full time employee, but not the Coordinator [Director], as the Emergency Public Information Officer, as required by Paragraph B3 of the State Regulation 58-1. The Mountain Heritage Center (MHC)—which inherited the idea—supports those aims, but we also realized that the project could encourage student engagement in the region and that it offered a significant opportunity for applied student learning. To that end, we have worked with faculty and students in a variety of departments to generate content for the project, redesign the website, and prepare multi-media materials. The Mountain Heritage Center publically launched the Digital Heritage Project on June 2, 2008. The project now consists of three closely linked products: • a series of over 150 one-minute radio spots on the history, culture, and traditions of Southern Appalachia, • a companion website (digitalheritage.org), • and a print version in The Laurel of Asheville and The Sylva Herald. To date we have produced almost 150 radio moments that are heard daily on radio stations WKSF- FM, WMXF-AM, WPEK-AM, and WWNC-AM (combined market share average of 40%-50% in western North Carolina). The 60-second radio moments run 2-4 times per day depending on the station.

    1 Blue Ridge Public Radio - Local Content and Services Report – 2017______________________________ Filed with the Corporation for Public Broadcasting BPR strives to explore, reflect and discover the community concerns of citizens across a geographically and economically diverse region of Western North Carolina. We provide weekday newscasts and reports and features that support this effort. The majority of our on air reports are available online and on demand- with website and FB support. We partner with other local/regional media, non-profits and educational resources. We maintain a Community Forum of 25-40 individuals chosen from geographic, ethnic and racial cohorts across our region. We require that our Forum members report community, concerns, issues, opportunities and events to the station. We also require that the Forum report how the station is performing in regards to reflecting regional concerns. We hold 2-3 Forum meetings each year and regularly maintain communication through email and a Forum member-only FB page . Blue Ridge Public Radio has collaborated with public radio station WUNC-Chapel Hill to offer a state- wide news and culture program to listeners across the state of North Carolina since 2014. The State of Things includes live reports from Western North Carolina as well as the voices and stories of people who live and work in the region, along with state-wide issues and legislative reports that impact every citizen in our region. BPR routinely collaborates with local/regional media outlets, including The Asheville Citizen-Times, The Smoky Mountain News, AshVegas and Mountain Xpress. Reporters from these media resources are frequent contributors to our news reports.

The PR team logged 94 media touchpoints, initiated 137 targeted pitches and hosted 10 media on the ground in Asheville in April, with a focus on a summer culinary press release. The Sales Team booked 48 groups in April. The team traveled to Chicago and Columbia, SC, and hosted seven site visits. A new partner group was established. The “Attraction Partner Collective” is being chaired by Ken Stamps and Jeff Greiner, the enthusiastic group met on April 9 with more than 40 people representing 30 attractions. The group met again in May. The Explore Asheville team hosted the CEO Summit of Destinations International with record- breaking attendance of 253. The Omni Grove Park Inn was the host hotel with an offsite educational session and reception at Biltmore. The Beer City Base Camp at Catawba took the group of destination CEOs into the heart of downtown. The Explore Asheville team, led by Carli Adams, assisted with site selection, pre-planning and servicing. APRIL METRICS: BY THE NUMBERS • During April, the sales team posted 1,064 personal contacts (down 3%). March sales activities generated 89 sales leads (up 17%) and 48 convention bookings (up 41%), representing 7,508 rooms (up 16%). Ten months into the fiscal year, year-to-date bookings are up 36 percent and room nights represented are down 6 percent.

    2019-2020 Recap RESILIENT The 2019-2020 year has not turned out like any of us would have expected. At the Asheville Area Chamber of Commerce, we began this fiscal year celebrating being named #1 Chamber in the country by the Association of Chamber of Commerce Executives. The recognition honored the work we have done with partners throughout the community - work that we planned to build on throughout the 2019-2020 fiscal year. As you’ll see later in this book, we have accomplished much of what we set out to do. But this year has thrown all of us some curve balls. Pivot and flexibility have become keywords not only for the Chamber but for many businesses. For us, though, the word that rises to the top as defining the 2019-2020 year is “resilient.” Our staff has worked tirelessly to be responsive to the changing times, to keep businesses informed and to provide programming that supports businesses’ changing needs. We have been heartened by the outpouring of volunteerism, by businesses adapting to trying times and innovating to meet needs, and by those showing leadership on many fronts. This community truly is resilient. As we strive to overcome challenges and to affect change in the coming year, that resilience will serve us well.
