NPR Mideast Coverage April - June 2012 This report covers NPR's reporting on events and trends related to the conflict between Israel and the Palestinians during the second quarter of 2012. The report begins with an assessment of the 37 stories and interviews, covered by this review, that aired from April through June on radio shows produced by NPR. The 37 radio items is just one more than the lowest number for any quarter (in July-September 2008) during the past ten years. Over that period, NPR programs have carried an average of nearly 100 items per quarter related to Israel, the Palestinians, or both. I also reviewed 20 news stories, blogs and other items carried exclusively on NPR's website. All of the radio and website-only items covered by this review are shown on the "Israel-Palestinian coverage" page of the website. The opinions expressed in this report are mine alone. Accuracy I carefully reviewed all items for factual accuracy, with special attention to the radio stories, interviews and website postings produced by NPR staffers. NPR's coverage of the region continues to be remarkably accurate for a news organization with very tight deadlines. NPR has posted no corrections on its website for stories that originated during the April-June quarter; two corrections were posted in April concerning items dealt with in my report for the January-March quarter. I found no outright inaccuracies during the period, but I will point out two instances of misleading use of language. Freelance correspondent Sheera Frenkel reported for All Things Considered on May 8 about the status of a hunger strike among Palestinian prisoners. -

As General Managers of Public Radio stations that serve millions of Americans in communities large and small, urban and rural and; As Producers of local, regional and national content aired by stations throughout the nation committed to telling the evolving story of America, its proud history, and its committed citizens; We are writing to express our grave concern regarding the House legislation that would prohibit stations from using any Federal funds to pay for national programming and would eliminate CPB’s Program Fund. By prohibiting the use of Federal funds in any national programming, and in particular, by eliminating the CPB Program Fund, millions of Americans will be deprived of critical national and international news, information and cultural programming that cannot be found elsewhere. Local public radio stations will no longer reliably provide the community information and context so necessary to cities and towns challenged by change and faltering economies. Institutions and projects at risk include: - Radio Bilingüe’s national program service, public radio’s principal source of Latino programming - Koahnik Public Media’ Native Voice 1, public radio’s principal source of Native American programming - Youth Media, the California-based media network of young audio and video producers and a key source of a youth voice in the mass media - The Public Insight Network, American Public media’s expanding project to bring citizen experts into public radio journalism - Independent producers who depend upon the Program Fund for money to support production of series such as StoryCorps and This I Believe - Independent organizations dedicated to innovation, training, and excellence in journalism such as the Public Radio Exchange and the Association of Independents in Radio. -

Checklist for Returning to Community Radio Stations
RETURNING TO COMMUNITY RADIO STATIONS - CHECKLIST As the various states and territories progressively lift social distancing requirements, community radio station boards and management committees should consider their roadmap for safe return. Every station will be different – with each returning in the way that is best suited for their situation. Public health remains the most important consideration. Following advice from Federal Government health authorities and any state/territory regulation is critical. Organisational Consideration Action Y/N Access to information 1. Do you and your organisation have all relevant facts about COVID-19? 2. Is your organisation staying up to date? 3. Public Media – Pubic Broadcasting System (PBS)
SUPPORTING PUBLIC AND COMMUNITY MEDIA ACTION NEEDED We urge Congress to: Restore public broadcasting funding to the FY 2013 appropriation level of $445 million through the Corporation for Public Broadcasting (CPB). Pass the Community Access Preservation Act (CAP Act) to preserve public, educational, and governmental (PEG) non-commercial cable channels for local communities. OVERVIEW—PUBLIC AND COMMUNITY MEDIA Public media consists of the Public Broadcasting Service (PBS), National Public Radio (NPR), and more than 1,000 local public broadcasting stations. Community media is comprised of public, educational, and government (PEG) cable access TV and community radio stations. Both public and community media have a long history of presenting local, regional, and national nonprofit arts programming, a great majority of which is not available on commercial channels. These organizations play a unique role in bringing both classics and contemporary works to the American public. All of these systems exist because of federal funding or legislation. TALKING POINTS— CORPORATION FOR PUBLIC BROADCASTING In creating America’s unique public broadcasting system, Congress acknowledged public broadcasting’s role in transmitting arts and culture: “It is in the public interest to encourage the growth and development of public radio and television broadcasting, including the use of such media for instructional, educational, and cultural purposes.” And Corporation for Public Broadcasting (CPB) is the vehicle through which Congress has chosen to promote noncommercial public telecommunications. CPB does not produce or broadcast programs. The vast majority of funding through CPB goes directly to local public broadcast stations in the form of Community Service Grants. The federal portion of the average public station’s revenue is approximately 10–15 percent. -

The Mountain Heritage Center (MHC)—which inherited the idea—supports those aims, but we also realized that the project could encourage student engagement in the region and that it offered a significant opportunity for applied student learning. To that end, we have worked with faculty and students in a variety of departments to generate content for the project, redesign the website, and prepare multi-media materials. The Mountain Heritage Center publically launched the Digital Heritage Project on June 2, 2008. The project now consists of three closely linked products: • a series of over 150 one-minute radio spots on the history, culture, and traditions of Southern Appalachia, • a companion website (digitalheritage.org), • and a print version in The Laurel of Asheville and The Sylva Herald. To date we have produced almost 150 radio moments that are heard daily on radio stations WKSF- FM, WMXF-AM, WPEK-AM, and WWNC-AM (combined market share average of 40%-50% in western North Carolina). The 60-second radio moments run 2-4 times per day depending on the station. -

KANZA offers alternative programming combining excellence and diversity. It provides listeners access to music, ideas, and events of the world and of the High Plains. There are approximately 1,700 members/contributors. High Plains Public Radio (HPPR) has been providing public-radio service for nearly 40 years, starting in 1980 with the launch of its first station in southwest Kansas. Over the years, HPPR has grown to provide service to nearly 300 communities in 59 counties across the High Plains region through an interconnected network of 12 FM stations and six FM translators. In 1998, through the support of leaders in the Amarillo community, HPPR extended its service to Texas and now has transmitters located in Amarillo (KJJP FM 105.7), Bushland (KTXP FM 91.5), Spearman- Perryton (KTOT FM 89.5), and Dalhart (KTDH FM 89.3), as well as a translator in Amarillo (FM 94.9). HPPR currently provides service to the 20 northernmost counties in the Texas Panhandle with four of these 12 transmitters and one of the six translators (see map below).
