Consultation Publique Radio Numérique Du 28 Juin 2005 ® Consultation Publique Radio Numérique du 28 Juin 2005 Préambule : E) Divers Notre analyse générale est conditionnée par une énumération de faits. 1) Un média dont les sources sont numériques ne peut avoir d’aboutissement que dans la diffusion et réception numériques. 2) Pour affronter la démultiplication des médias numériques, le média radio doit faire preuve de pragmatisme, d’imagination et de professionnalisme. 3) L’opportunité de nouveaux services hertziens qu’offre la diffusion numérique doit ouvrir la porte à de nouveaux opérateurs. 4) L’autorité régulatrice doit être vigilante sur les choix des contenus proposés pour ne pas distribuer les nouvelles ressources dans les genres de contenus déjà existants. 5) Plus l’offre radiophonique est ouverte plus l’auditeur est fidélisable et plus la radio est économiquement viable. 6) Le potentiel général d’auditeurs varie peu malgré l’augmentation envisageable du nombre de services, seules la qualité et la qualification des cibles et des contenus confirmeront durablement l’auditoire. L’avènement des médias numériques change l’auditeur passif en auditeur actif aux choix multimédias grandissants, la radio devenant un support parmi tant d’autres. 7) Les instituts de sondage devront très rapidement prendre en compte la totalité des nouveaux médias numériques afin que leurs enquêtes soient crédibles, car de nouveaux systèmes technologiques d’indices de fréquentation des médias numériques vont naître parallèlement aux nouveaux médias. Enfin va finir cette ridicule démarche de ne prendre en compte que ceux qui ont les moyens de payer ces sondages. 8) L’avenir de la radio est numérique, professionnel, novateur et sectorisé. Quel bilan tirez-vous des différentes expérimentations de diffusion en DRM, notamment en ce qui concerne la possibilité de diffuser en simulcast ? Quelque soit la norme ou le système de diffusion employé la diffusion numérique permet le simulcast, l’économie de fréquence que cela résulte doit être une constante stratégique. Question n° 3 - Diffusion en DVB-T. Quel bilan tirez-vous des différentes expérimentations de diffusion en DVB-T ? Pas assez de recul. Question n° 4 - Diffusion satellitaire. Quel bilan tirez-vous de l'expérimentation de diffusion par satellite intervenue en France ? Pas assez de recul. Question n° 5 - Expériences étrangères. Quelle appréciation portez-vous sur les expériences étrangères de diffusion de radios en mode numérique ? Certains points seraient-ils transposables ? Aux USA la diffusion satellitaire a ouvert une nouvelle offre radio qualifiée par thèmes musicaux ou ethniques qui a été prise en compte dans la fabrication des récepteurs numériques courants. Une offre de nouveaux médias n’a d’avenir que si elle est accessible au plus grand nombre. Cette nouvelle offre est tout à fait transposable en France, mais surtout à l’échelle Européenne. 2. Modèle économique et nouveaux usages liés au déploiement de la radio numérique Question n° 6 - L'offre de programmes et de services en numérique. Les études réalisées, notamment à l'étranger, montrent que l'une des clés du succès de la numérisation est liée à l'élargissement de l'offre. Cet enrichissement de l'offre peut prendre plusieurs formes : compléter la couverture des services existants, enrichir les services existants avec des données annexes, favoriser l'arrivée de nouveaux services et de nouveaux entrants. Lequel de ces objectifs d'enrichissement de l'offre vous semble le plus susceptible de répondre à l'attente d'un large public ? En particulier, quelle serait la répartition optimale entre numérisation des services existants et nouveaux services ? Avant de répondre sur une répartition entre numérisation de services existants et nouveaux services, il faudrait peut être qu’un état des contenus des programmes existants soit réalisé (comme partout dans le monde) et que l’on détermine vers quels nouveaux contenus l’auditeur Français est en droit de se tourner. De nôtre avis l’ouverture à d’autres acteurs avec d’autres concepts radiophoniques ne peut que provoquer une dynamique de contenus de l’ensemble du média. Question n° 7 - Gratuité ou abonnement. Le modèle économique de la radio est jusqu'à présent basé sur la gratuité pour l'auditeur. Avec l'arrivée des techniques numériques de nouveaux services payants sont-ils susceptibles d'apparaître ? Quels seraient les schémas possibles pour l'organisation de la distribution commerciale ? Des services de radio sans publicité pourraient-ils ainsi être proposés ? A partir du moment ou l’auditeur garde le choix du gratuit, quelle contradiction il y aurait à ce que des acteurs proposent des services payants, cela résulte de l’offre et de la demande. Le schéma de la répartition entre service commercial ou pas ne se pose absolument pas, existe t’il déjà des acteurs capables financièrement de proposer un service payant contre des services gratuits, la France n’a pas le potentiel d’auditeurs des USA et les radios comme XM ont proposé un service après multitudes d’enquêtes à l’échelle des USA et avec la certitude que les fabricants de récepteurs prendraient en compte cette nouvelle donne. Question n° 8 - Données associées et nouvelles fonctionnalités. La numérisation de la distribution de la radio permet notamment de transmettre des données associées en plus du flux audio. Quels types de données pourraient venir enrichir les programmes de radio ? Les nouvelles fonctionnalités de la radio numérique (interactivité, capacité des récepteurs à permettre une écoute en différé de la radio) sont-elles susceptibles de générer des revenus annexes ? Ont-elles des effets sur l'écoute de la publicité ? Quels types de services mixtes de radiodiffusion et de services en lignes pourraient voir le jour ? Quelle pourrait être la contribution de ces nouveaux usages au chiffre d'affaires des services de radio présents en numérique ? Quelques soient les services ou fonctionnalités supplémentaires que la diffusion numérique peut amener à un service de radiodiffusion, ceux-ci seront valorisés pour une période relativement longue (10 ou 15 ans) comme un plus marketing auprès de cibles identifiées vis-à-vis d’annonceurs radiodiffusés. Le chiffre d’affaires généré ne devrait pas dépasser le stade de l’anecdote soit – de 3%. La production de ces services supplémentaires ou complémentaires pourrait être prise financièrement en charge par des organismes différents que les radiodiffuseurs. Les normes et les bandes de fréquences Question n° 9 - Question générale sur les normes. Plusieurs technologies existent et sont susceptibles d'accueillir à court ou moyen terme des services de radio (une description des différentes technologies ayant à ce jour fait l'objet d'une normalisation est jointe en annexe à la présente consultation). Quelles normes vous semblent les mieux adaptées pour le déploiement de la radio numérique ? Pour quelles raisons ? Les deux normes qui nous semblent d’un avenir proche sont le DRM et la norme IBOC dans une version non (ou moins) propriétaire que IBIQUITY est en train de réfléchir pour l’Europe et d’autres continents. Question n° 10 - Normes de compression audio. La norme actuelle régissant le DAB utilise la norme de compression Eurêka 147. Quelle norme, ou projet de norme, de compression considérez-vous comme plus apte à atteindre les objectifs de performance que vous vous fixez ? Quelles seraient les modalités réglementaires et industrielles de mise en oeuvre de la (ou des) normes que vous préconisez ? Pas assez de recul. Question n° 11 - Débit utile. Dans un but d'optimisation de la ressource, le débit attribué à chaque service devrait-il tenir compte du contenu du programme (musique classique, variété, information, etc) et du fait qu'il soit monophonique ou stéréophonique ? Quels débits préconiseriez-vous selon les différents cas ? Le débit devra être identique pour l’ensemble des services, évitons les règles multiples qui ne servent que les puissants. Question n° 12 - Diffusion terrestre en bande L. Avez-vous procédé à des études sur les coûts de diffusion d'un réseau terrestre en bande L et seriez-vous prêt à les communiquer pour : - un réseau à couverture nationale, - un réseau à couverture multiville, - un réseau à couverture régionale, - un réseau à couverture locale. Pas d’étude. Question n° 13 - Ressource en bande III. Une ressource bande III vous semble-t-elle nécessaire, si oui de quelle capacité ? Avez- vous procédé à des études sur les coûts de diffusion d'un réseau terrestre en bande III et seriez vous prêt à la communiquer ? Il nous semble qu’il serait souhaitable d’optimiser l’exploitation des bandes déjà utilisées avant d’entreprendre l’utilisation d’autres ressources support. Question n° 14 : Modes de réception. Est-ce que la radio numérique pourrait atteindre des zones que la radio actuelle en mode analogique n'atteint pas ? La radio numérique pourrait atteindre des zones non couvertes par l’analogique, techniquement pas de limite, mais Le choix de la rentabilité reste premier.

    ANNUAL REPORT 2007 A Year of Historic Change PAGE 1 THE SENTENCING PROJECT ANNUAL REPORT 2007 A YEAR OF HISTORIC CHANGE In 2007 The Sentencing Project took full advantage of the newly emerging bipartisan movement for change occasioned by a renewed focus on evidence-based policies and concern about fiscal realities. Years of organizing by The Sentencing Project and our coalition partners created hope for reform of policies that had been challenged for years with little success. When opportunity knocked, The Sentencing Project was at the door. Historic changes were made to the patently unjust and racially biased federal sentences for crack cocaine offenses, more than twenty years after their adoption. The Sentencing Project has challenged these unfair policies for years with research to highlight the racial disparities produced by the federal mandatory sentences for crack, and the tremendous burden that families from already economically disadvantaged communities experience as a result. Change took place at nearly every point of the system. The U.S. Sentencing Commission lowered the guideline sentences for crack offenses, and subsequently made the change retroactive, making 19,500 people eligible to apply for sentence reductions that are expected to average about two years. The U.S. Supreme Court then ruled that federal judges were permitted to take into account the unfairness of the 100-to-1 quantity ratio for powder vs. crack cocaine when imposing sentences for crack offenses. Reform bills were introduced by Democrats and Republicans in both houses of Congress. The Sentencing Project’s efforts to remove barriers to voting by the more than 5 million people in the United States with felony convictions who are disenfranchised also moved forward.

Benefits of All-Digital AM Transmissions It has been well established for more than a decade of operation by many of our stations in the MA1 hybrid digital mode that AM stations stand to gain a great deal from digital operation. Greatly improved audio quality is at the forefront, with audio bandwidth comparable to FM broadcasts, stereo audio and receiver display of title/artist or program title information. When a receiver locks in the digital mode to one of our stations, particularly one playing music, as the receiver blends from analog to digital, the contrast is dramatic. The highs and lows of the audio open up, the stereo image widens out, and the noise that seems to be ever present on almost any AM frequency disappears. Listeners experiencing this effect for the first time are quite often amazed at how good an AM broadcast can sound in this mode.

Most analyses of public radio listening examine the performance of individual stations within this large mix, the contributions of specific national programs, or aggregate numbers for the system as a whole. This report takes a different approach. Through an extensive, multi-year study of 228 stations that generate about 80% of public radio’s audience, we review patterns of listening to groups of stations categorized by the formats that they present. We find that stations that pursue different format strategies – news, classical, jazz, AAA, and the principal combinations of these – have experienced significantly different patterns of audience growth in recent years and important differences in key audience behaviors such as loyalty and time spent listening. This quantitative study complements qualitative research that the Station Resource Group, in partnership with Public Radio Program Directors, and others have pursued on the values and benefits listeners perceive in different formats and format combinations. Key findings of The Public Radio Format Study include: • In a time of relentless news cycles and a near abandonment of news by many commercial stations, public radio’s news and information stations have seen a 55% increase in their average audience from Spring 1999 to Fall 2004.

The Mountain Heritage Center (MHC)—which inherited the idea—supports those aims, but we also realized that the project could encourage student engagement in the region and that it offered a significant opportunity for applied student learning. To that end, we have worked with faculty and students in a variety of departments to generate content for the project, redesign the website, and prepare multi-media materials. The Mountain Heritage Center publically launched the Digital Heritage Project on June 2, 2008. The project now consists of three closely linked products: • a series of over 150 one-minute radio spots on the history, culture, and traditions of Southern Appalachia, • a companion website (digitalheritage.org), • and a print version in The Laurel of Asheville and The Sylva Herald. To date we have produced almost 150 radio moments that are heard daily on radio stations WKSF- FM, WMXF-AM, WPEK-AM, and WWNC-AM (combined market share average of 40%-50% in western North Carolina). The 60-second radio moments run 2-4 times per day depending on the station.
