Annexes…………………………………………………………………………………119 Page | 4 Messages Page | 5 Page | 6 Page | 7 Executive Summary For the past recent years, the Sorsogon Provincial Disaster Risk Reduction and Management Council have been on top of all programs, policies and plans when it comes to Disaster Risk Reduction and Climate Change Adaptation to properly ascertain that the right approaches will indeed be the ones to be prioritized, streamlined, polished and implemented within the whole Province of Sorsogon. On top of all thoughts, ideas and proposals for DRR-CCA, the primodial concern that has to be weigh-in are those that have significant touches on the four cornerstones such as Prevention and Mitigation, Preparedness, Response and Rehabilitation and Recovery as these areas comprises the bigger picture of safer, adaptive and disaster resilient community working consistently towards the envisioned sustainable development in the whole Province. The Sorsogon Provincial Disaster Risk Reduction and Management Council and the Sorsogon Provincial Disaster Risk Reduction and Management Office are unceasingly performing not just a branch of the Local Government Unit of the Province of Sorsogon but most effectively as a dynamic organization posturing as a reassuring public symbol adhering to its pledge of reducing the risk of perilous communities within the Province. Under Mitigation and Prevention, the existing Action Plans for specific hazards are being refreshed and updated to fill in the missing approaches and address the identified gaps that needs corresponding attentiveness for them to be efficient and effective while all hazard maps and data gathering and banking per barangay are now on its full swing that will substantially supply the now in placed Geographic Information System deemed to produce and provide informative all-hazard geographic data of the whole Province. In every plans or programs such as Annual Investment Program of the Provincial Government of Sorsogon and other material plans and policies that were submitted and approved for implementation Page | 8 encompasses budgetary requirements that will expedite the full execution of all project embodied therein. One of the highlights under Prevention and Mitigation programs being achieved by the SPDRRMC is the establishment of Early Warning System all through-out the Province. Referred to as “technologies”, and are designed to provide timely, accurate and reliable environmental forecast, these equipment will certainly enhanced the Province’s capability in obtaining timely and precise data as a key to disaster mitigation and prevention thereby avoiding loss of lives and properties of those individuals living in areas vulnerable to disasters. Likewise, infrastructure projects are visible with the construction of sea walls, river controls, slope protection and other engineering designs to lower the exposure of communities in risk and possible claiming of lives and damages of properties, crops and live stocks. Secondly, the SPDRRMC, in its oversight function, unceasingly pushed for the creation of Disaster Risk Reduction and Management Offices in every municipality that will ascertain the full mainstreaming of DRRM programs and projects and ensure the continuity of the mandate provided for under Republic Act 10121 otherwise known as “Philippine Disaster Risk Reduction and Management Act of 2010”. Upon the enactment of RA 10121, the Provincial Government of Sorsogon prompted the compliance of the Act by institutionalizing the DRRM Council and DRRM Office through the issuances of Resolution and Ordinance to vest powers and mandates for the organization and the personnel appointed thereto. Over and above, the Sorsogon Provincial Disaster Risk Reduction and Management Council and the Sorsogon Provincial Disaster Risk Reduction and Management Office untiringly work not just a division of the Local Government Unit of the Province of Sorsogon but most essentially as a vibrant organization displaying as a reassuring icon committed to reduce the risk of communities within the Province. Forming as an integral part of the institutionalized DRRM Office are knowledgeable personnel fitted with relative basic and advance trainings and seminars and are capable of carrying the task and job duties required of the position. Also of equal priority in terms of Preparedness is the purchase of equipment for search and rescue, medical response and other basic equipage for a timely conduct of response. Topping the list of the equipment is the procurement of High Frequency Radio Communication that subsequently took the center of the already established province-wide radio communication system as an avenue of relaying and receiving vital and key information and disaster related Page | 9 matters that need timely attention and reaction. On matters of disseminating Information and Education, the Sorsogon Provincial Disaster Risk Reduction and Management Office took the cudgel of establishing a DRR FM Radio Station projected as an effective tool for spreading information and programs of the Office and the Council using the air waves. In partnership of different Non-Government Organizations, various projects and plans were generously funded and utilized for advancement and strengthening Disaster Preparedness and Response. Through this assistance, the implementation of projects has been fully accomplished as well as the attainment of the objectives. For now, continuous partnership with these NGOs is steadily taking place and expected to mark a legacy of strong partnership towards a common goal of strengthening the Disaster Preparedness and Response of the Province of Sorsogon.
