FOREWORD Responding with the commitment to deliver relevant and disaggregated statistics at the local level, the Philippine Statistics Authority (PSA), Provincial Office, Sorsogon is pleased to provide our stakeholders, constituents and clientele on our 2018 Countryside in Figures (CIF).

This publication which contains relevant data and indicators about the performance of the province, and serve as a useful tool for researchers, students and local level planners.

This 2018 edition is our first edition of Countryside in Figures (CIF) covers provincial data on the Overview, History, Topography, General Information, Population, Income and Expenditures, Agriculture, Health, Nutrition and Vital Statistics, Education, Fiscal Administration and Public Order & Safety of the province. Some municipal level data were also presented.

We look forward that this publication will be enhanced more in the years to come up with a more comprehensive statistics in order to cater to the needs for useful planning and decision making towards evidenced-based local governance and increase the appreciation on the importance of statistics in the grassroots.

OVERVIEW OF THE PROVINCE MAP OF SORSOGON

Sorsogon, at the southeastern part of the Bicol Peninsula, is bounded on the north by the Province of , on the east and northeast by the Pacific Ocean, on the south by the , and on the west and northwest by the Ticao and Burias Passes. The province has an irregular coastline. There are good harbors in Bulan, Magallanes, and along the shore of Sorsogon Bay.

Sorsogon, with an area of 2,141.4 square kilometre and a population of 792,949 in 2015, consists of fourteen municipalities and one city.

HISTORY

In 1569, Captain Luis Enriquez de Guzman, and Father Alonzo Jimenez and Juan Orta celebrated the first mass at Otavi (site of old town of Bulan). In 1570, they reached Hibalong, a small fishing village near the mouth of Ginangra River in Magallanes and planted the cross and erected the first chapel in . Abuca-Catamlangan mission was established. Among the early towns founded in the province were Casiguran in 1660, and in 1601.

Because of the urgent need for ships during the galleon trade, ship building was developed as an important industry in the province. In 1669, Father Pedro de Espellargas invented the abaca stripping knife which revolutionized fiber extraction and promoted rope-making or the cordage industry.

During the Muslim raids on the coastal towns of Sorsogon in 1737, 1740, 1749 and 1781, Captain Pedro de Gastambide built a port at Sirangan. Several watchtowers were also constructed at , Bacon, Bulusan, Sta. Magdalena and .

On October 17, 1894, Sorsogon was separated as a province from Albay. As how the name Sorsogon means came from the most plausible term “sosogon” which means to follow a trail, a river or a route. The earliest settlers in Sorsogon, as in all other parts of the country were the small negroid people known Aetas or “Agta” in Bicol. Juan de la Guardia became the first governor, succeeded by Guillermo Montes, Saliendo Salazar and Leandro Villamil.

The Spaniards abandoned Sorsogon during the Philippine Revolution of 1876. For sometime, the provincial government was administered by Father Jorge Barlin, Vicar Forane in Sorsogon, who later turned over the province to the revolutionary forces.

On January 20, 1900, the American forces under General William Kobe occupied Sorsogon and set up a provisional military government. The resistance movement against the American when Emeterio Funes, head of the local revolutionary forces, was captured. He later took the oath of allegiance to the United States.

A civil government was established in Sorsogon on April 30, 1901. Bernardino Monreal was the first governor of the province.

During the World War II, after the Japanese occupied Sorsogon in 1942, Major Licerio Lapuz and Salvador Escudero organized guerrilla units which joined forces with the American Liberation Forces in the Liberation of Sorsogon on April 29, 1945.

The province is rich in prehistoric culture. The archaeological excavation conducted by Robert Fox in 1959 unearthed stone tools and burial jars at the “hacienda” of Juan Escuetura in Bato, Golden crowns, believed to exist from 91 B.C. to 79 A.D. were also found in Bulan and Juban.

Sorsogon is known for its historic and panoramic places, such as the century-old towers or “baluartes” in Sta. Magdalena, Bacon, Matnog, Casiguran and Bulusan; the “TulongGapo” in Bacon; the Bato Limestone in Bato, and the church in Irosin. (1995 Provincial Profile Sorsogon, National Statistics Office)

TOPOGRAPHY

The topography of the province of Sorsogon is irregular of which mountains sprawl along the northeastern part as well as on its southeast portion. The mountain range stretches from Sorsogon province to Albay covering some parts of the and Castilla. These mountains slope down upon small valleys and plains. These plains and mountains, though, are not only enchanting but are also good hunting grounds.

The tallest peak is with an elevation of 1,560 meters above sea level. It is an active volcano seated at the center of five (5) municipalities and located at the southeastern part of the province. Mt. Bintacan is another towering mountain with an elevation of 820 meters above sea level, located at the southwestern part of the province occupying two (2) municipalities (Juban and Magallanes) serving as watershed area.

In the province, there are areas that are prone to natural hazards like typhoon, storm surge, landslide, tsunami, volcanic eruption, severe flooding, active fault line and coastal

zones. An essential point in the disaster prevention and mitigation is to assess possible safe sites of human activities and provision of infrastructure facilities that is important in the delivery of services like farm to market road, post-harvest facilities, water system development and agricultural and fishery support services. CLIMATE

Generally, two wind streams, the Monsoons and the Pacific Trade Winds, influence the Province of Sorsogon. The Northeast Monsoon occurs during the months of November and December. It reaches Sorsogon from the eastern part of the province forming as a weak stream from October, becomes stronger in November to December, and disappears in January. The southeast monsoon usually appears in June, gradually increases up to September, and decreases in October.

The Northerly Pacific Trade Winds coming in over the eastern section of the province considerably reduces the effect of the northeast monsoon wind and rainfall from February to March extending to April and May. The Southerly Pacific Trade Wind and the southwest monsoon influence the rainfall distribution from June to October.

The transition period between the trade wind season and the southwest monsoon occurs in mid-May, wherein rainfall distribution during this transition is determined by topography. When the warm and humid southwest monsoon passes the western side of the province, the amount of moisture is reduced and low rainfall is experienced. Moreover, when transition period in October occurs, tropical cyclones and inter-tropical convergence zone brings considerable amount of rain in the province.

The highest wind speed is experienced during the months of June to August, and November to February. This has always been associated with typhoons crossing the area. The Province of Sorsogon lies along the typhoon belt where the typhoons are

frequently experienced. An average of 20 times a year of typhoons has been recorded. The vulnerability of natural calamity/disasters and the abnormal change in climate cause tremendous disturbance on crops and properties.

The province is well within the country’s typhoon belt, influenced by the northeast and southeast monsoons, for ten months a year average. The northeast monsoon occurs from October to March while the southeast monsoon prevails from June to September. Summer lasts for only two months when favorable North Pacific Trade winds come during April and May.

Maritime tropical air mass causes an annual relative humidity of 82%. Relative humidity is lower at 80% during the months of July, August and September and rises to 85% by January, February and December. Monsoon and Pacific Trade wind currents generally influence winds. The highest wind velocities occur during typhoon crossings.

Sorsogon falls under the Type II climate in the Corona Climatic Classification System. This type of climate has no distinct dry season but with pronounced maximum rain period from November to January.

The annual rainfall variability obtained from an eight- year rainfall data from 2005 to 2012 measured from collections sites in the municipalities of Bulan, Irosin, , and Magallanes and in Sorsogon City conforms to the Corona Climate Classification system. During the eight-year period, the months with highest rainfall occurred during December with an average of 618mm to January with an average of 534mm. The months with least rainfall were April (196 mm), May (264mm) and June (167mm). The rest of the months had a range of 304 to 395mm of rain.

January is the coolest month with a temperature mean of 23 C. The warmest month is the April with monthly average maximum of 32.8C. Tropical depressions and typhoons frequently occur in the but the number of typhoons hitting the province in nine (9) very 5 years. Mountains

Mt. Bulusan is the most famous mountain known not only in the province of Sorsogon but also in the entire Bicol region. Because of its unique biodiversity, it was proclaimed as a National Park under Proclamation No. 811 in June 7, 1935 and in November 27, 2000 under Proclamation No. 421, it was proclaimed as a protected area under the category of Natural Park. The Bulusan Volcano Natural Park (BVNP) has an area covering 3,673 hectares. It spans five (5) municipalities of the province namely: Bulusan, Irosin, Juban, Casiguran, and Barcelona. It is a major tourist destination of the province with Bulusan Mountain Lake as its main attraction. To safeguard its biodiversity, the Protected Area

Management Board (PAMB) was organized and established to oversee the proper management of the park. This mountain is a watershed that supports the lakes, rivers, springs, falls, which supply the domestic and agricultural needs for water of the surrounding communities. Although the forest cover of this mountain suffers from manmade destructions, Bulusan is still admired by many because of its green foliage and plants. Since it is an active volcano, it is a threat that brings destruction to the surrounding communities when it erupts. During the last eruption barangays Cogon and Patag in Irosin were greatly affected resulting to the relocation of its residents. Henceforth, a 4.0- kilometer radius danger zone around the volcano was established and strictly enforced.

Mt. Bintacan is a watershed reservation area proclaimed under Proclamation No. 108 dated November 23, 1992, and now known as Juban-Magallanes Watershed Forest Reserve. The watershed totals 1,032 hectare in area and covers the municipalities of Juban and Magallanes. It is capable of providing abundant supply of water for domestic and agricultural usage. A Protected Area Management Board (PAMB-JMWFR) was also established that would oversee proper management of the protected area.

Mt. Maraot Banwa in Sta. Magdalena is a major watershed area that serves the surrounding town and the adjoining municipality of Irosin. Mt. CHAPTER I: POPULATION AND HOUSING

Population of Sorsogon increased at the rate of 1.30 percent annually

Based on the 2015 Census of Population (POPCEN), the province of Sorsogon posted a total population of 792,949 persons as of August 1, 2015. This is larger by 52,206 persons compared to its total population of 740,743 persons counted in the 2010 Census of Population and Housing (CPH).

Population increased by 13 persons per year for every 1,000 persons

The increase in the population count from 2010 to 2015 translated to an average annual population growth rate (PGR) of 1.30 percent. This is lower than the 1.31 percent annual PGR of the province between the census years 2000 and 2010 and the 2.21 percent between 1990 and 2000. This means that there were about 13 persons added per year for every 1,000 persons in the population.

City of Sorsogon was the most populous

Among the lone city and 14 municipalities comprising the province of Sorsogon, the City of Sorsogon, the provincial capital, was the most populous with a population size making up 21.2 percent of the total provincial population. The municipality of Bulan was second with 12.6 percent share, followed by the municipalities of Pilar with 9.4 percent, Gubat with 7.5 percent, and Castilla with 7.3 percent.

The least populated area was the municipality of with 2.1 percent share to the total population of the province. It was also the least populated area in 2010.

Among the top five most populous city/municipality of the province, the City of Sorsogon was the most populous with a total population of 168,110, followed by Bulan with 100,076, Pilar with 74,564, Gubat with 59,534 and Castilla with 57,827.

The municipality of Prieto Diaz was the fastest growing municipality in the province with an average annual population growth rate (PGR) of 1.76 percent during the period 2010- 2015. It was followed by Irosin (1.73 percent), Castilla (1.71 percent), Pilar (1.70 percent), Matnog (1.69 percent) and City of Sorsogon (1.54 percent). Juban and Bulan both had the same PGR of 1.21 percent. Following these was Casiguran (1.11 percent), Donsol and Magallanes (0.84 percent), Gubat (0.72 percent), Bulusan (0.68 percent), and Barcelona (0.60 percent). Santa Magdalena posted the lowest PGR of 0.37 percent.

Among the barangays in the province, the largest in terms of population size is Bibincahan, Sorsogon City with 15,738 persons. It was followed by Pangpang, Sorsogon City with 9,230 persons and Cabid-an, Sorsogon City with 7,255 persons.

The household population comprised 99.7 percent of the total Sorsogon population, while the remaining 0.3 percent is comprised of the institutional population or those residing in collective or institutional living quarters such as hospitals, orphanages, and military camps.

Growth Rate

The annual growth rate (AGR) in 2015 was 1.3 for the province of Sorsogon. The fastest growing municipality in 2015 was Prieto Diaz with 1.76 percent AGR while the slowest growing municipality was Sta. Magdalena with 0.37 percent AGR.

Among the province’s 15 city/municipalities, the most densely populated was Sorsogon City, with a population density of 611 persons per square kilometer. This figure is nearly twice higher than the population density of 384 persons per square kilometer at the provincial level. This translates to an additional 47 persons per square kilometer (8.3 percent) from the 564 persons per square kilometer in 2010. The population density of Sorsogon City in 2000 was 489 persons per square kilometer.

Age-Sex pyramid

Children aged 10 to 14 years comprised the largest age group

Moreover, two in every five persons (35.4 percent) were under 15 years old. Children aged 10 to 14 years (12.3 percent) comprised the largest age group, followed by those in the age groups 5 to 9 years (11.7 percent) and 0 to 4 years (11.4 percent). Males outnumbered females in the age groups 0 to 54 years. On the other hand, there were more females than males in the older age groups (55 years and over).

More than half of the population were of voting age

The voting-age population (18 years and over) accounted for 57.4 percent of the household population of the province in 2015, up from 55.2 percent in 2010. For this year the percentage distribution of males and females under this category is approximately the same. A difference of only 188 persons higher in 2015.

Dependency ratio decreased to 75 dependents per 100 persons in the working age group

The young dependents (0 to 14 years) in 2015 comprised 35.4 percent of the household population while the old dependents (65 years and over) posted a share of 5.6 percent. The working-age population (15 to 64 years) accounted for the remaining 59.0 percent.

The overall dependency ratio was 69, which indicates that for every 100 working-age population, there were about 69 dependents (60 young dependents and nine old dependents). This ratio is lower than the dependency ratio in 2010, which was recorded

at 75 dependents per 100 working-age population (66 young dependents and nine old dependents).

There were more males than females among the never-married persons

Of the household population 10 years old and over, 46.5 percent were never married while 36.4 percent were married. The rest of the population were categorized as follows: in common-law/live-in marital arrangement (10.7 percent), widowed (5.0 percent), and divorced/separated (1.2 percent).

Among the never-married persons, 55.4 percent were males while 44.6 percent were females. For the rest of the categories for marital status, the females outnumbered the males.

Sex ratio

Sex ratio was 104 males per 100 females

Of the 790,314 household populations in 2015, males accounted for 50.9 percent while females comprised 49.1 percent. These figures resulted in a sex ratio of 104 males for every 100 females. The sex ratio recorded in 2010 was also 104 males per 100 females.

In 2015, the median age of the population of the province was 22 years, which means that half of the population was younger than 22 years. This is higher than the median age of 20.7 years that was recorded in 2010.

Construction Materials of the Roof and the Other Walls

About 47% of the occupied housing units in Sorsogon were made of galvanized iron/aluminum as materials of the roof and about 43% were made of concrete/brick/stone as materials of the outer walls. Moreover, about 46%and 18% were roofs and outer walls made of bamboo/cogon/nipa/anahaw respectively.

Water Supply for Drinking

About one fourth (25.6%) of the households in Sorsogon in 2015 draw drinking water from own use faucet from a community water system and another one fourth (25.5%) from shared faucets from community water system. Moreover, about a fifth (17.2%) of the household draw their drinking water from shared tubed/piped deep well and about one tenth (8.4%) used bottled water as source for drinking.

Water Supply for Cooking

In 2015, one third (31.8%) of the households use own faucet from community water system, one fourth (25.9%) use shared faucet from a community water supply and one fifth (18.2%) of the households draw water from shared tubed/piped deep well as their water supply for cooking.

Human Development Index in the province of Sorsogon was recorded at 0.505, 2.6% higher than in 2015. Life Expectancy at Birth was 75.5 years with life expectancy index of 0.854 and mean years of schooling was 8.7 years with education index of 0.873

Annual Average Family Income and Expenditure

The average annual family income in Sorsogon as of 2009 was Php 142,671 while the average annual family expenditure was Php 129,405. An average of Php 11,889 and Php 10,784 per month was the average annual family income and expenditure respectively as of 2009 in Sorsogon.

Highlights of the 2015 Full Year Official Poverty Statistics in Sorsogon

For the full year 2015, the food threshold or the minimum amount needed to meet the individual’s basic food needs was estimated on average at Php14,301. On the other hand, annual per capita poverty threshold or the minimum income required to meet the basic food and nonfood needs was estimated at Php20,480.

Based on the threshold, a family of five will need an average Php5,959 per month to meet the family’s basic food needs; and Php8,533 per month for their minimum basic food and nonfood needs. These represent an increase of about 17% for both the food and poverty thresholds between 2012 and 2015.

Based on the estimated food threshold, subsistence incidence among the province’s families in 2015 was estimated at 9.9%. This translates to 19.3 thousand families with income that are not enough to buy their basic food needs.

In terms of population, 13.6% of the Sorsoganons were estimated as subsistence poor. This is equivalent to 123.9 thousand Sorsoganons whose income are not enough to buy even their basic food needs.

On the other hand, based on the estimated poverty threshold, 31.7% or about 32 out of the 100 families were estimated to be poor in 2015. In terms of the magnitude, this is equivalent to 61.9 thousand Sorsogon families with incomes that are not sufficient to meet their basic food and nonfood needs.

Among population, poverty incidence among Sorsoganons in 2015 was estimated at 41.3%. This translates to 375.2 thousand Sorsoganons who cannot afford to buy their needs on food and nonfood.

The income gap measures the amount of income required by the poor in order to get out of poverty in relation to the poverty threshold itself. It was estimated at 22.9% in 2015. This means that, on the average, a poor family with five members need a monthly additional income of about Php1,954 to move out of poverty in 2015. This can serve as a useful reference especially in determining the necessary budget to eradicate poverty in the country. Like the income gap, the poverty gap also improved. It may be noted that in 2015, if we will not be able to identify the poor, each family can just be given 7.2% of the poverty threshold or Php614 on average for a family of five in a month, to move out of poverty.

Consumer Price Index

The Consumer Price Index or the CPI is an indicator of the change in the average prices of a fixed basket of goods and services commonly purchased by an average Filipino household for their day-to-day consumption relative to a base year. It is used to calculate the inflation rate and the purchasing power of the peso (PPP). Inflation rate (IR) indicates the change in the CPI, while PPP shows how much the Philippine peso is worth in a given period relative to its value in a base period. In 2017, the average CPI was recorded at 154.1 which means that prices has increased by 54.1% since 2006 resulting to an

average IR of 3.6%. The PPP averaged at 0.65 pesos which indicates that a peso in 2006 is worth 0.65 pesos in 2017.

Status of Land Classification

The province of Sorsogon has a total land area of 214,140 hectares. Eighty-three percent were Certified Alienable and Disposable lands, 12% were classified forest lands, 5% were established forest reserve, 4% were unclassified forest lands, established timberland was 3% and Mangrove lands composed 2% of the total land area of the province. Moreover, National Parks, GRBS and Wildlife Areas has 1% share while communal forest and fishponds has less than one percent share of the total land area.

In 2012, there were 64,914 holdings/farms in the province with a total area of 101,968 square hectares and an average of 1.6 hectares per holdings/farms. The largest average area per holding was located in Matnog with 2.7 square kilometres while the smallest average area was located in Gubat with 1.0 square kilometres.

Legal Status of Holder/Farm Operator

Most of the farm holdings belong to the household sector with 99.2 on the individual proprietor among household sector. Among the non-household sector, there were 14 holdings/farms that belong to corporations, 12 holdings/farms for cooperative, 2 for other private institutions and 1 belongs to government corporation/institution.

Land Tenure of Holdings/Farm Parcels

Of the total number of parcels/holdings operated by the holder/operator of the province, 37.4% were fully owned, 27.8% were tenanted and 19.0% were ownerlike possession of the operator. Rent free parcels, moreover, composed 8.2% of the parcels operated by the province’s holder/operator.

Of the total number of farm holding/parcels of the province’s operators, 47.2% were used for planting permanent crops, 30.7% were used for temporary crops planting and 21.7% were used as homelot.

Among the permanent crops by compact planting, top three largest area planted were coconut with 68,606 hectares, banana with 539 hectares and abaca with 212 hectares. Cacao and Pili were also included on the top five.

In terms of the number of trees/vines/hills planted, top three were coconut with 1.2 million trees, banana with 0.6 million hills and pili with 0.1 million trees. In the province, most of the agricultural operator were aged 40-59. Specifically, age group 45-49 had 12.9% of the total number of agricultural operators of the province. This was followed by age groups 50-54 and 40-44 with 12.7% and 12.3% consecutively. Meanwhile, agricultural operators 15 to 29 years old only comprised 6.5%.

Production and Area harvested of Major Temporary Crops

Palay Production

The total production for the year 2016 was 133,423 metric tons which was 3.9% higher compared to the total production recorded in 2015. Of the total production in 2016, 79% were irrigated while 20% were rainfed. In terms of area harvested, the total area in 2016 was 33,645 hectares which was 0.5% higher in 2015.

Corn Production

In 2016, production increased by 9.6% compared to the total production in 2015 but decreased by 51.6 percent compared to production in 2007. The year 2009 had the highest number of production with 1,905 metric tons in the years 2007-2016. Area

harvested in 2016 also increased by 12.4% as compared to 2015 but decreased by 59.3% compared to area in 2007. Average yield per hectare in 2016 was 2.21 yield per hectare which was 2.6% lower than the average yield in 2015. White corn comprised 62% of the total corn production while 38% comprised yellow corn in 2016.

PRODUCTION AND AREA HARVESTED FOR MAJOR CROPS

Coconut Coconut is one of the major crops grown in the province with a total area of 97,153 hectares with 48,765 farmers as of 2016. Pilar has the highest area planted to coconut with 13,137 hectares followed by Bulan with 11,629 hectares and Donsol with 9,962 hectares.

Coconut area planted/harvested for the years 2010-2012 is 97,692 hectares but went down by 97,153 hectares in 2013. Further, showed decreasing trend in 2010 to 2012 and 2014 due to Typhoons Ruby, Glenda, and Amang. Production increased from 2014 to 2015 by 1.70 percent but dropped again in 2016 due to Typhoon Glenda and Nona in 2015 that hit the province.

Pili, a tree of hope is one of the high value commercial crops in the province. Pili is one of the fruits indigenous to Bicol. It has wide areas for expansion. Pili has bright prospect as commercial crop and as export commodity. The major products derived from nuts are: confectioners (pili candies), baking ingredients, food grade oil, elemie for industrial uses, lanolin for cosmetics and handicrafts, shells for fashion accessories and alternative fuel. Bulk of pili nut absorbed by domestic market mainly through middlemen/traders and processors. In Sorsogon province major producers of raw nuts is Sorsogon City, Bulusan, Gubat which is marketed in nearby provinces , Albay and Metro , Baguio and Bulacan. CASSAVA

Cassava, a tuber grown in the tropical areas and produced for human consumption, for flour and animal feeds. It is crop grown in the province. As of 2017, the total area harvested to cassava is 1,694 hectare with a total production of 5,795.36 metric tons province wide. The area of cassava in Sorsogon is decreasing from 2012 to 2015 due to poor market.

Vegetables & Rootcrops

In 2017, the total estimated area harvested to vegetables is 411.97 hectares with estimated production of 2,841.24 metric ton. Majority of the vegetable farmers planted string beans which aggregated to 160.97 hectare. On other rootcrops: gabi and camote, area totaled to 1,508.65 hectares with estimated production of 6,961.99 metric ton. Mostly production is for home consumption and local market.

Fruit Crops

The estimated area planted/harvested to different fruit crops in CY 2017 totaled to 3,081 hectare with a production of 21,242.24 metric tons. These fruits are banana, calamansi, mango, pineapple, papaya and tamarind. Production of fruit crops is mainly for home consumption but some fruits are marketed to local market and nearby provinces like banana and pineapple.

Livestock and Poultry

Inventory of livestock and Poultry

In 2017, swine, has a total inventory of 85,827 heads. Livestock is the first priority of livestock raisers in the province. Second priority is carabao with a total of 33,840 heads followed by cattle with 15,907 heads. The least is goat, with 6,424 heads throughout the province.

When it comes to poultry, chicken outnumbered ducks by more than eight hundred thousand. Chicken totalled to 884,470 heads, while ducks with 57,659 heads.

In the province of Sorsogon, there were three kinds of animals slaughtered recorded and there are Carabao, Cattle and Swine. In 2016, there 96,903 swine, 1,931 cattles and 733 carabaos slaughtered in 2016. Since 2013 there was an increasing trend for these slaughtered animals.

Fish Production The province of Sorsogon has 14 municipalities and 1 component city. All the towns lie along the 336-kilometer coastline of the province except for the landlocked Irosin town. The province’s major fishing grounds include Sorsogon Bay, San Bernardino Strait, Ticao Pass, Burias Pass, and some fishermen reached as far as Sea to fish.

In 2017, the province’s estimated fish production totaled to 31,483.60 metric tons. Of which, municipal fisheries contributed the highest with 22,754.56 metric tons, followed by commercial fisheries with 6,514.84 metric tons and the least, aquaculture with 2,214.20 metric tons. All these sub- sectors registered positive growths as compared to the previous year’s production. Commercial fisheries increased by 1,482.95 metric tons, municipal fisheries by 2,422.90 metric tons, and aquaculture by 386.13 metric tons. The increment in fisheries production was attributed to the following reasons:

• high volume of unloading of fimbriated sardines locally known as “lawlaw” • high demand for mussel during the 3rd quarter from local traders with potential customers in Cubao, Cavite, Lucena and Turbina, Calamba • high demand for Caulerpa seaweeds from local traders with buyers in Malabon and Rizal • availability of seaweed planting materials and market assistance (for gracilaria) from BFAR to seaweed farmers

Based on the Fisherfolk Registration System (FishR) of DA-BFAR, there are about 28,336 fisherfolks or 3.50 percent of Sorsogon’s population was into fishing. Fisheries volume of production for the past five years is shown in Table 54 and Figure 19.

Fishing Port

Before the year 2017 ended, the management of the former LGU-Managed Bulan Municipal Fishport (BMFP) was re- established to Philippine Fisheries Development Authority (PFDA). Further, the said port was converted into a regional fish port named as BulanFishport Complex (BFPC). In the long run, the port’s transformation is expected to service

businesses within Region 5 and neighboring provinces, encourage investors in the area, and contribute to increased fisheries production.

Rivers, Creeks, Springs, and Lakes

Production from inland bodies of water like rivers, creeks, springs and lakes is recorded in Inland Municipal Fisheries. The province has a total number of 92 rivers, 30 creeks, 6 springs and 6 identified lakes as shown in Table 4.24 below.

Marine Fisheries

The 10 major marine fish species for commercial and municipal fisheries are shown in Table 4.25. In 2017, more than twelve thousand metric tons of fimbriated sardines were produced almost doubled than the recorded production in 2016.

The major species produced in Sorsogon were milkfish, tiger prawn, mudcrab, mussels, seaweeds. In 2017, top produced was mudcrab with 706 mt. followed by seaweeds with 551 mt. and mussels with 440 metric tons. Fisheries production in the province improved in 2017 as compared to previous years, from 2013 to 2017.

Among the levels of education, private schools outnumbered on the tertiary education with 58% of the total number of schools for tertiary education. For the pre-school, elementary and secondary education, public schools outnumbered private schools.

Performance indicators in Government Elementary Schools

Performance indicators in government elementary and secondary schools of Sorsogon showed that elementary education was higher in terms of participation rate, retention rate, transition rate, survival rate, repletion rate, graduation rate and completion rate than the secondary education. Meanwhile, it also showed that there were more dropouts in the secondary education than in elementary education.

Registered Marriages

The total number of registered marriages reported in 2015 in Sorsogon as place of occurrence was 2,336 with a rate of 7.1 percent. This is six percent increase with the number of marriages reported in 2014. In Sorsogon City, there were 464 registered marriages with a rate of 6.7 percent.

Registered Live Births

There were 11,671 registered live births in Sorsogon with a rate of 18.1 percent. This translate to 18 in every 100 live births registered in 2014. This is also 3.4 percent increase from the number of registered live births recorded in 2013. In Sorsogon City, there was a slight decline of 2.5% on the number of registered live births in 2014.

Registered Deaths by Type of Attendance

In 2014, there were 86% registered deaths not attended by health practioners while 14% were attended. The number of registered deaths not attended increased by 7.5% while those attended decreased by 17.4% in 2014.

Disabled persons by Type of Disability

The recorded number of disabled person in 2000 was 9,916 with 4,811 females and 5,105 males. Among the disabled person, top three type of disability were low vision with 29%, partial blindness with 11.6 percent and mentally retarded with 7.2%. There were more males or 51% who are disabled than females with 49% of the total disabled person in the province. The top three disability recorded for female were Low Vision, Partial Blindness

Coverage of Fully immunized Children

The coverage of fully immunized children in 2016 for the province of Sorsogon was 55.8%. This is lower than the coverage recorded in 2015. It also showed that since from 2014 onwards there is a decreasing trend on its coverage.

In Sorsogon, there were 83 irrigators’ association with 7,941 members and 8,493 beneficiaries of the existing communal and private irrigation system as of 2016. There were a total of 123 irrigation system with 110 and 13 classified as communal and private irrigation system respectively. Service area for communal was 9,997 hectares while private has an area of 2,516 hectares as of 2016.

The total number of establishments in 2012 in Sorsogon reached at 3,369 generating an employment of 14,937. Wholesale and Retail Trade, Repair of Motor Vehicles and Motorcycles accounted for 46.2% of the establishments in the province. In terms of employment generated, micro business had the majority share at 64.9%.

A total of 160 private building construction were approved for the entire province in 2016. Among these, 50% were constructed as residential type, 39% as non- residential and 11% classified as additions/alterations & repairs. Total average cost per square meters is 8.9 thousand pesos. Additions/alterations and repairs had the highest cost with 19.3 thousand pesos per square meter. For residential construction, an average of ten thousand pesos is needed while for non-residential an average of eight thousand pesos per square meter is needed for the construction

Internal Revenue Collection

The total internal revenue collection in 2016 was higher by 26% which valued at 978 million. Business taxes increased by 42%, income taxes by 19% and other taxes increased by 16% including excise tax. Since 2007 internal revenue collection has an increasing trend except for the year 2009 which decreased by 11% compared to the year 2008.

Crime incidence in the province reached at 1,532 cases in 2016 reflecting a crime rate of 180.3 crimes per 100,000 population. These crimes include reported crimes taken from the barangay blotter. The culprits have been identified and appropriate cases had been filed (crimes cleared) for 77.2% of the crimes. Fire incidence in Sorsogon significantly increased from 37 in 2015 to 82 in 2016. There were no death nor injuries recorded but property damages 2.6 million pesos in 2016.

Ratio of policemen and firemen to population

The police force in 2016 was 13.4% more compared to the 744 policemen in 2015. This translates to policemen-to-population ration of one policeman per 1,007 population from 1: 1,196 in 2015.

In 2016 there were 181 firemen in the province. This is 10.4% higher than the number of firemen recorded in 2015. This also translates to 1: 4,694 firemen-to-population ratio in 2016.

There was decrease of 9.4% on the number of travelers between the years 2015 and 2016 due to the decrease of domestic travelers by 11% in 2016despite foreign travelers have increased by 5.6%. Nationals of China was the biggest tourists visiting the province accounting for 14.6% of foreign guests in 2016.

Number of Vehicles Registered by Classification

Number of motor vehicle registration increased by 14.9% between the years 2015 and 2016. Of the total number of motor vehicles registered in 2016, 74.3% were accounted to private vehicles, 24.5% accounted to for hire vehicles and 1.2% were government vehicles. Table 14.1. Vehicles Registered by Type of Vehicle

In 2016, the number of motorcycles/tricycles registered increased by 15.8% from the 17,211 motorcycles/tricycles registered in 2015. This type also had the largest number among other types of vehicle. This was followed by utility vehicles with 3,651 units or comprised 14.1% of the total vehicles in the province.

In 2016, there were three mobile networks operating in the province and these were Globe, Smart and . Smart had the largest number of existing cell sites with 67 while globe and sun cellular has 27 and 4 cell sites accordingly.
