AUTHOR'S PREFACE This history has been appearing serially through the Lindsaj "Watchman-Warder" for the past eleven months and is now issued in book form for the first time. The occasion for its preparation is, of course, the one hundredth anniversary of the opening up of Victoria county. Its chief purposes are four in number: — (1) to place on record the local details of pioneer life that are fast passing into oblivion; (2) to instruct the present generation of school-children in the ori- gins and development of the social system in which they live; (3) to show that the form which our county's development has taken has been largely determined by physiographical, racial, social, and economic forces; and (4) to demonstrate how we may, after a scien- tific study of these forces, plan for the evolution of a higher eco- nomic and social order. The difficulties of the work have been prodigious. A Victoria County Historical Society, formed twenty years ago for a similar purpose, found the field so sterile that it disbanded, leaving no re- cords behind. Under such circumstances, I have had to dig deep. -

Having recently recommended to the Canadian Society for Civil Engineering that they increase their activities in heritage bridge conservation, I was happy to participate in this inventory project as such initiatives highlight the significant and often overlooked relationship between engineering advancements and our cultural heritage. Over time the widespread loss of heritage bridges has occurred for a variety of reasons: deterioration, changes in highway requirements, or damage by storms like Hurricane Hazel. Today, however, with increasing attention towards cultural heritage, creative solutions are being explored for preserving heritage bridges. Protecting, conserving and celebrating our heritage bridges contributes to not only a greater understanding of the development of approaches to modern day engineering but also marks our progress as a nation, from early settlement to today’s modern and progressive communities. EX3.6 REPORT FOR ACTION Creating New Affordable Rental Homes and Long- Term Care For Seniors at 640 Lansdowne Avenue Date: March 12, 2019 To: Executive Committee From: Deputy City Manager, Community and Social Services & Deputy City Manager, Corporate Services Wards: Ward 9 - Davenport SUMMARY The number of people in Toronto aged 65 and over is expected to almost double by 2041. This growing population of seniors will spur a demand for more affordable housing as well as long-term care homes to be developed specifically to address the evolving needs of seniors in our city. In recognition of the growing urgency to provide both affordable rental and long-term care homes for seniors, at its meeting on May 22, 23 and 24, 2018, City Council requested the Director, Affordable Housing Office, in consultation with CreateTO, to include the opportunity for development of long-term care beds within the affordable housing development planned for a portion of the Toronto Transit Commission property at 640 Lansdowne Avenue. On August 2, 2018, CreateTO, on behalf of the Affordable Housing Office, issued a Request for Proposals ("RFP") for Developing and Operating Affordable Housing Services at 640 Lansdowne Avenue. The RFP offered the one-third, Mixed Use designated portion of the site under a lease arrangement for 99 years at nominal rent to stimulate development of the site and ensure long-term affordability for seniors. The RFP closed on September 6, 2018 and four submissions were received. Since September 2018, CreateTO and City staff have been in discussions with Magellan Community Charities, the proposed proponent, and this report recommends that the City enter into a Letter of Intent ("LOI"), outlining the terms and conditions of the lease and the City's Open Door incentives being provided for the up to 65 affordable rental homes being proposed. -

Our citizens may now look to the early completion of the road, now that the directors are pushing forward its construction with such commendable energy. -

THE CORPORATION OF THE COUNTY OF HALIBURTON BY-LAW NUMBER 3146 A BY-LAW TO AUTHORIZE AN AGREEMENT WITH THE ONTARIO FEDERATION OF SNOWMOBILE CLUBS AND ITS MEMBERS UNDER THE DIRECT SUPERVISION OF THE HALIBURTON COUNTY SNOWMOBILE ASSOCIATION WHEREAS Section 7(4) of the Motorized Snow Vehicles Act, R.S.O. 1990, Chapter M.44 as amended provides that the council of an upper-tier municipality may pass bylaws regulating and governing the operation of a motorized snow vehicles along or across any highway or part ofa highway under its jurisdiction; and WHEREAS the County of Haliburton owns the former railway right-of way that lies within the boundaries of the County of Haliburton between the Village of Haliburton and the south boundary of the County at the Village of Kinmount known as the Haliburton County Rail Trail as described in Schedule A attached to and forming part ofthis Bylaw; and WHEREAS the County ofHaliburton is desirous ofgranting permission to the Ontario Federation of Snowmobile Clubs and its members under the direction supervision of the Haliburton County Snowmobile Association to legally enter and use the Haliburton County Rail Trail as described in Schedule "A" attached to and forming part of this Bylaw subject to certain conditions as outlined in Schedule "B" attached to and forming part ofthis Bylaw. NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE COUNTY OF HALIBURTON ENACTS AS FOLLOWS: 1. Definitions (a) Motorized Snow Vehicle means a selfpropelled vehicle designed to be driven primarily on snow. 2. "Grand Trunk Georgian Bay and Lake Erie Railway Company" Under Ontario Chapter 69, March 4, 1881, Grand Trunk, Georgian Bay and Lake Erie Railway Company was formed by amalgamation of The Port Dover and Lake Huron Railway Company, The Stratford and Huron Railway Company, and Georgian Bay and Wellington Railway Company. In 1881 the line then comprising 92 miles was leased to The Grand Trunk Railway Company of Canada. Under Deed of sale dated July 11, 1888, and as authorized by Dominion Chapter 57, May 4, 1888, Grand Trunk, Georgian Bay and Lake Erie Railway Company acquired the Capital Stock, property, franchises, rights and privileges of The South Norfolk Railway Company. Under the Charter granted to this Company, The Grand Trunk Railway Company of Canada built the line from Parkhead to Owen Sound (12.40 miles) which was opened for traffic in September 1894. For this purpose Bonds to the extent of $100,000 were issued bearing interest at 5% per annum, the principal falling due March 1, 1934. These Bonds were subsequently retired, and the Mortgage Deed dated May 8, 1894 was discharged in April 1911. AMALGAMATION: Effective April 1, 1893, under Agreement dated October 1, 1892, ratified and confirmed by Dominion Chapter 47, April 1, 1893, Grand Trunk, Georgian Bay and Lake Erie Railway Company and fourteen other companies were amalgamated into one company under the name "The Grand Trunk Railway Company of Canada". Georgian Bay & Lake Erie Railway Company Owen Sound Branch The construction of the Owen Sound Branch was authorized by Act 56, Victoria Chapter 49, Dominion of Canada on April 1, 1893 and the line from Parkhead to Owen Sound 12.36 miles was completed and opened for traffic about December 31, 1894. -
