At the 2016 National Convention held at Tulsa, Oklahoma there were seven (7) proposed Bylaw changes plus an additional change presented at the Convention, six (5) of which were approved, and three (3) were rejected. There were two (2) proposed Administrative Procedure changes, one of which was approved and one (1) was rejected. Four (4) changes to Enclosure Three (3) were proposed, one (1) of which was approved and three (3) were rejected. There were six (4) changes to Enclosure Four (4) proposed, two (2) of which were approved, one (1) were rejected and one (1) was withdrawn. 2. Summary of Changes a. For example, Medical Officers are not “Corpsmen” and do not strictly fall under the provision of Paragraph 515 a. There are additional Navy and other service personnel which serve in Marine units (for example, Navy Master Divers) who qualify for their Service’s FMF Warfare Qualification or equivalent, yet who are blocked from Regular Membership by our current Bylaws language. From a single Marine Corps Reserve unit in 1947 helping children in Los Angles, this is the 74th year that Marines and volunteers will give their time and energy to support less fortunate children. I look forward to another great year supporting you and your volunteer’s efforts bringing the joy of Christmas to millions of less fortunate children across all 50 states, the District of Columbia, Puerto Rico, Guam, and the Virgin Islands.. This year, more than in previous years that our Program has been in existence, will prove to be a significant challenge. The League is the only Federally Chartered, Marine Corps related veterans organization in the country. The League was organized by then-Commandant John A. LeJeune in 1923. In 1937, Congress nationally chartered the League. It is a not-for-profit organization within the provisions of the Internal Revenue Service Code 501(c) (4), with a special group exemption letter which allows for contributions to the Marine Corps League, its Auxiliary and subsidiary units, to be tax deductible by the donor. The League is presided over by an elected Commandant and officers, with a full- time Executive Director and staff located in Virginia.
