Background. At the 2016 National Convention held at Tulsa, Oklahoma there were seven (7) proposed Bylaw changes plus an additional change presented at the Convention, six (5) of which were approved, and three (3) were rejected. There were two (2) proposed Administrative Procedure changes, one of which was approved and one (1) was rejected. Four (4) changes to Enclosure Three (3) were proposed, one (1) of which was approved and three (3) were rejected. There were six (4) changes to Enclosure Four (4) proposed, two (2) of which were approved, one (1) were rejected and one (1) was withdrawn. 2. Summary of Changes a. ProposedBylaw Change 1 (Change Term Limits of Elected Officers) was Rejected. b. Proposed Bylaw Change 2 (Funding for Foundation Coins) was Rejected c. Proposed Bylaw Change 3 (Expand criteria to call Board Meetings,) was Adopted. - Article Two, Section 220 (a) (5) d. Proposed Bylaw Change 4 (Associate Member Eligibility) was Adopted. - Article Six, Section 600 (b) e. Proposed Bylaw Change 5 (Honorary Active Duty Member) was Adopted as Amended. - Article Six, Section 600 (d) & (e)) f. Proposed Bylaw Change 6 (Changed All Member Expiration to 31 August) was Adopted. - Article Six, Section 610 (d) g. Proposed Bylaw Change 7 (Change Life Member Distribution) was Rejected. h. Proposed Bylaw Change at Convention (Change Calculation of Life Member Distribution) was Adopted. - Article Six, Section 645 (d) i. Proposed Administrative Procedure Change 1 (Define Relationship for Subsidiaries) was Adopted - Chapter Eight, Section 805 j. Proposed Administrative Procedure Change 2 (Add Requirement to Chapter 9) was Rejected 1 “Once a Marine, always a Marine” CHANGE 22 - Page 2 k. Proposed Enclosure Three (3) Change 1 (Add Caduceus Pin to the MCL Cover) was Rejected. 1. Proposed Enclosure Three (3) Change 2 (Restricting Awards Worn on MCL Uniforms) was Rejected. m. Proposed Enclosure Three (3) Change 3 (Adding an American Flag Pin for Lapel) was Adopted as Amended. Enclosure Three, Section VIII n. Proposed Enclosure Three (3) Change 4 (Redefining The MCL Uniforms and Awards) was Rejected. o. Proposed Enclosure Four (4) Change 1 (Establish an Associate Member of the Year Award) was Rejected. p. Proposed Enclosure Four (4) Change 2 (Establish the 75th Anniversary Medal and Ribbon for the Department ofPennsylvania) was Adopted. Enclosure Four, Pages 1-4 q.
