NDRRMC UPDATE on Progress Report Re Effects of the SLPA 15 • Flooding also occurred along the highway of Brgy. Lantapan , Bukidnon • At around 2:00 P.M. June 12, 2012 , a flashflood incident occurred at Brgy. Bugcaon, Lantapan, Bukidnon, due to the overflowing of Bugkaon River caused by the continuous heavy rains. • Brgy. Bugcaon Bridge of Lantapan, Bukidnon was partially damaged but still passable to light vehicles. • Dalaingan Creek water barriers were also damaged. REGION XI 1. Marilog, Davao City • On or about 2:50 AM, 11 June 2012 , a landslide occurred at Sitio Ladian, Brgy. Marilog, Davao City due to intermittent rains. • Several families and structures were affected with one (1) reported dead. 2. Digos City • On or about 2:00 PM, 12 June 2012 , a group of five (5) fishermen from Sitio Abono, Brgy. Aplaya, Digos City, headed to Gov. Generoso (Sigaboy) on board an individual pumpboat met with giant waves and sea turbulence eventually leading to the capsize of their boat. • Of the 5 fishermen, one (1) was reported missing but was later found to have safely returned home the next day, 13 June 2012. REGION XII 1. Sarangani Province • At around 6:45 A.M., 12 June 2012 , a flashflood incident occurred in Glan, Sarangani Province affecting Brgys. Big Margus,Pangyan and Cross with Forty (40) fishermen affected by storm surge were rescued. • • Bridge approaches of Margus Bridge and Pangayan Bridge were partially damaged. • Forty (40) fishermen affected by storm surge were rescued. • Initial assessed damage to agriculture and livestock was estimated at Php 1,846,121.75. 2. Kidapawan City, Cotabato • At around 10:00 p.m. of 11 June 2012, a flashflood incident occurred at Nursery Phase I, II and Lapu-lapu Street, Brgy. Poblacion, Kidapawan City, Cotabato. • A total of 126 families/630 persons were affected by the incident: seven (7) families/35 persons are currently staying at the Day Care Center at Phase II Brgy Poblacion, Kidapawan City • Two (2) persons were reported injured 3. Sultan Kudarat • At around 09:00 P.M. of 11 June 2012 , a flashflood incident occurred at Brgys. Obial, Sta. Clara, Hinalaan and Himulan, Kalamansig, Sultan Kudarat due to continuous heavy rains • No casualties reported REGION XIII (CARAGA) 1. Surigao City • At around 8:00 A.M. of 13 June 2012 , a pump boat with 3 passengers capsized while traversing the sea waters of Barangay Buenavista, Surigao City. • Philippine Coast Guard, Surigao City Station conducted immediate SAR operations • Barangay officials of adjacent coastal Barangays were tapped to help in SAR operations 2 III. Affected Population (TAB A) • The total number of population affected in 22 barangays / 4 municipalities / 3 cities in the 6 provinces of Regions IV-B , X, XI and XII is 4,246 families / 21,002 persons • Total number of population currently served inside and outside the evacuation centers is 4,200 families / 20,956 persons Inside 5 Evacuation Centers - 266 families / 1,286 persons Outside Evacuation Centers - 3,934 families / 19,670 persons B. National NDRRMC • In view of the early effects of the weather disturbance that is expected to enter the Philippine Area of Responsibility (PAR), NDRRMC Operations Center was activated into BLUE ALERT STATUS effective 11:00 AM, 13 June 2012. • Disseminated NDRRMC Advisories on Severe Weather Bulletins and Flood Advisories to all regions affected through SMS and facsimile, and uploaded the same at the NDRRMC Website, Facebook, and Twitter accounts for further dissemination to their respective local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels • Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and subsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low-lying and mountainous areas if situation warrants B. Regional REGION X 1. Malaybalay City, Bukidnon • CDRRMO/CSWDO Malaybalay City together with MERU gave relief assistance to the affected families – as of June 14, 2012, all the evacuated families have returned to their respective houses. • MERU rescued one (1) child who was seen clinging on a coconut tree. • OCD X continuously monitoring the incident. 2. Lantapan, Bukidnon • OCD X is continuously monitoring for possible effects to families in the area REGION XI 1. Marilog District, Davao City • LGU Marilog and 72 nd IB facilitated the evacuation of the landslide-affected families to the SMAP Multi-purpose building, Day Care Center and Nursery Rooms. • Davao CDRRMC thru CSSDO provided assorted relief goods to the affected families. • Central 911 USAR in coordination with community residents conducted SAR operations. • DENR-MGB XI assessed the landslide area and recommended the relocation of more or less 50 families near the landslide area as the possibility of reoccurrence of landslide is highly probable. • DSWD FO-X provided family food packs to the affected families • OCD XI conducted ocular survey and supported the recommendation of MGB XI for the relocation of community residents 2. Digos City • CDRRMC Digos conducted assessment and coordinated with PNP XI thru RDRRMC XI in alarming the coastal areas of the Davao Gulf Municipalities for the said incident 4 REGION XII 1. Sarangani Province • Governor Miguel Rene A. Dominguez and Mayor Victor James B. Yap led the distribution of basic relief commodities. • OCD XII in coordination with PDRRMC Sarangani and MDRRMC Glan, Philippine Navy and Philippine Coast Guard are still monitoring the situation in the affected barangays. • OCD XII and MDRRMC Glan conducted ocular survey and damage assessment and needs analysis in the area. • DPWH Saranggani repaired the damaged bridge approaches. 2. Kidapawan City, Cotabato • CDRRMC provided meals to the evacuees and brought the 2 injured persons to the City Hospital • CDRRMO coordinated with the BDRRMC and continuously monitoring the situation • PRC gave medical attention to the affected families at the evacuation center • Kidapawan-CERU assisted the affected families during evacuation 3. Kalamansig, Sultan Kudarat • The Engineering Task Force of the municipality led by Mayor Rolando P. Garcia mobilized heavy equipment to declog culverts. • BDRRMC Sta. Clara, the hardest hit barangay, activated their early warning system (EWS) contributing to the pre-emptive evacuation of some 23 families to higher grounds • MDRRMC Kalamansig convened to discuss emergency response measures • Incident Command System was applied during the emergency response • OCD XII continuously monitoring the incident. REGION XIII 1. Buenavista, Surigao City • PCG, PNP and Quick Action Response Teams in Surigao City conducted SAR operations for the missing fishermen. 5.

    REGIONAL WEBPAGE UPDATE Regional Office – X As of May 8, 2017 SIGNIFICANT OPERATIONAL ACCOMPLISHEMENTS: Upon assumption to office of His Excellency President Rodrigo Roa Duterte, among his priority mandate is for drug users and pushers to voluntary surrender to the authorities. Users and pushers came out in numbers and surrendered to authorities. However, the local officials and authorities failed to provide the necessary intervention to their respective surrenderers which lead them to returned to their usual illegal drug activities. Thus, presence of drug groups in the region are still the major threat that confronts the operatives of this office. Two active drug groups still exist in the region namely, the Kubal and Abinal Drug Group. However, series of anti-drug operations were already conducted to neutralize the aforementioned drug groups. Moreover, there are still members that remains active in the illegal drug trade. Among them was the Kubal Drug Group who was recently arrested were Jaime Cabilando @Kandong and Agapito Yap III @Jojo. Their arrest paralyzed its operation in other areas of Misamis Occidental. While the other active members of the said drug group continue to proliferate in the province and its nearby municipalities. One noted member of this drug group is Joel Angcap y Alferez. It has been reported that his illegal drug activities already reach the authorities and was also one of the drug surrenderees in Tangub City. Fortunately, it has shown a considerable amount of resiliency. Given this backdrop, an integrative framework has been identified as one strategic intervention for Mindanao to achieve and sustain inclusive growth and peace. It is in this context that the role of the NEDA Board-Regional Development Committee-Mindanao becomes crucial and most relevant in the realization of inclusive growth and peace in Mindanao, that has been elusive in the past. I commend the efforts of the National Economic and Development Authority (NEDA) for initiating the formulation of an Area Spatial Development Framework such as the Mindanao Spatial Strategy/Development Framework (MSS/DF), 2015-2045, that provides the direction that Mindanao shall take, in a more spatially-defined manner, that would accelerate the physical and economic integration and transformation of the island, toward inclusive growth and peace. It does not offer “short-cut solutions” to challenges being faced by Mindanao, but rather, it provides guidance on how Mindanao can strategically harness its potentials and take advantage of opportunities, both internal and external, to sustain its growth. During the formulation and legitimization of this document, the RDCom-Mindanao Area Committee (MAC) did not leave any stone unturned as it made sure that all Mindanao Regions, including the Autonomous Region in Muslim Mindanao (ARMM), have been extensively consulted as evidenced by the endorsements of the respective Regional Development Councils (RDCs)/Regional Economic Development and Planning Board (REDPB) of the ARMM.
