MR JEFFREY LAM (in Chinese): President, it has been reported that the number of visitors to Hong Kong in recent months has declined evidently, resulting in decreases in the receipts of the tourism, catering and retail industries. Some members from these industries have pointed out that the decline in the number of visitors to Hong Kong is related to the earlier protests against parallel traders. In this connection, will the Government inform this Council: (1) of the number of visitor arrivals to Hong Kong in each of the past six months and, among such arrivals, the respective numbers of those from the Mainland, Southeast Asia and long-haul markets; of the regions which had greater rates of decrease in numbers of visitors to LEGISLATIVE COUNCIL ─ 29 April 2015 9461 Hong Kong, and the respective per capita spending in Hong Kong by visitors from such regions, as well as the rates of decrease in the receipts of Hong Kong's tourism and retail industries caused by the decline in the number of such visitors; (2) according to the authorities' assessment, of the causes for the decline in the number of visitor arrivals to Hong Kong and, in case such situation persists, the impacts it may have on Hong Kong's tourism and retail industries, employment rate as well as overall economy; and (3) what new measures the authorities will introduce to attract more visitors to Hong Kong and stimulate the growth in the retail industry; whether the authorities will step up efforts to maintain order in respect of protests against parallel traders, and step up publicity work outside Hong Kong to convey the messages that the impoliteness towards or violence against visitors happened earlier were only isolated incidents and that Hong Kong is still a hospitable city? SECRETARY FOR COMMERCE AND ECONOMIC DEVELOPMENT (in Chinese): President, the tourism industry is one of the four pillar industries in Hong Kong. It accounts for 5% of our Gross Domestic Product and offers 270 000 direct employment opportunities, of which around 240 000 are related to inbound tourism, and most of the jobs are for the grassroots and with relatively lower skill requirements. It can be seen that inbound tourism contributes significantly to Hong Kong's economy and employment opportunities. The HKSAR Government also attaches great importance to the long-term and healthy development of the tourism industry. Our replies to the questions raised by Mr Jeffrey LAM are as follows: (1) and (2) Various factors have affected the desire of visitors to travel to Hong Kong in recent months, such as the persisting uncertain outlook for the global economy, continued strengthening of the Hong Kong dollar as well as depreciation of currencies and relaxation of visa policies of other popular tourist destinations (for example, Europe, 9462 LEGISLATIVE COUNCIL ─ 29 April 2015 Japan, South Korea, and so on). Furthermore, the anti-parallel trading protests in recent months have also damaged Hong Kong's hospitable image and affected the desire of visitors (especially Mainland visitors) to travel to Hong Kong.     UA: 191/18 Index: ASA 17/9372/2018 Hong Kong Date: 7 November 2018 URGENT ACTION NINE UMBRELLA MOVEMENT LEADERS TO STAND TRIAL Nine leaders of the 2014 Hong Kong pro-democracy protests are being charged with three vague and ambiguous offences, each facing a maximum penalty of seven years’ imprisonment. The continued prosecution of prominent figures of the Umbrella Movement is having a chilling effect on freedom of peaceful assembly and expression. On 19 November 2018, nine leaders of the 2014 Hong Kong pro-democracy movement will stand trial, which is expected to last for 20 days. Three of the protesters facing charges are the co-founders of the “Occupy Central” campaign (“the Trio”): legal scholar Professor Benny Tai Yiu-ting, sociologist Professor Chan Kin-man and retired pastor Reverend Chu Yiu-ming. The other six being prosecuted are student leaders Tommy Cheung Sau-yin and Eason Chung Yiu-wah, lawmakers Tanya Chan and Shiu Ka-chun, and political leaders Raphael Wong Ho- ming and Lee Wing-tat. This is the latest prosecution of Umbrella Movement protesters, following the imprisonment of three student leaders in 2017. The prosecution of the Trio relates to the planning and implementation of the Occupy Central campaign, including a civil disobedience action to block roads in the Central District of Hong Kong. The campaign was to advocate for the democratic election of the city’s head of government. It became part of the large-scale pro-democracy Umbrella Movement protests, which were carried out in an overwhelmingly peaceful manner over 79 days between September and December 2014.

Také oficiální název Zvláštní administrativní oblast Čínské lidové republiky Hongkong je v práci zkrácen pouze na zavedený název Hongkong, případně zkratku SAR.

Despite the break from Maoism following the fall of the Gang of Four and Deng Xiaoping’s movement towards capitalist modernization, the brutal events of Tiananmen Square caused great concern for a territory facing many changes in the near future.     CHAPTER 6 HONG KONG Key Findings • The Hong Kong government’s proposal of a bill that would allow for extraditions to mainland China sparked the territory’s worst political crisis since its 1997 handover to the Mainland from the United Kingdom. China’s encroachment on Hong Kong’s auton- omy and its suppression of prodemocracy voices in recent years have fueled opposition, with many protesters now seeing the current demonstrations as Hong Kong’s last stand to preserve its freedoms. Protesters voiced five demands: (1) formal with- drawal of the bill; (2) establishing an independent inquiry into police brutality; (3) removing the designation of the protests as “riots;” (4) releasing all those arrested during the movement; and (5) instituting universal suffrage. • After unprecedented protests against the extradition bill, Hong Kong Chief Executive Carrie Lam suspended the measure in June 2019, dealing a blow to Beijing which had backed the legislation and crippling her political agenda. Her promise in September to formally withdraw the bill came after months of protests and escalation by the Hong Kong police seeking to quell demonstrations. The Hong Kong police used increasingly aggressive tactics against protesters, resulting in calls for an independent inquiry into police abuses. • Despite millions of demonstrators—spanning ages, religions, and professions—taking to the streets in largely peaceful pro- test, the Lam Administration continues to align itself with Bei- jing and only conceded to one of the five protester demands. In an attempt to conflate the bolder actions of a few with the largely peaceful protests, Chinese officials have compared the movement to “terrorism” and a “color revolution,” and have im- plicitly threatened to deploy its security forces from outside Hong Kong to suppress the demonstrations.
