(2) Inaccordance withArticle 61of the Treaty,the creationof anarea inwhichpersons may move freely must be flanked by other measures. The common policy on the crossing of external borders,as providedfor byArticle62(2) oftheTreatyissuchameasure. […]. 3 OJ .... 4 OJ L 230, 22.09.2000, p. 19. 5 OJ C 313, 16.12.2002, p. 97. 8020/05 EB/cr 2 ANNEX DGH I EN (4) As regards border control at external borders,the establishment of a “commoncorpus” of legislation, particularly via consolidation and development of the acquis, is one of the fundamental components of the commonpolicy onthe management of the external borders, as defined in the Commission Communication of 7 May 2002 “Towards integrated management of the external borders of the Member States of the EuropeanUnion”. 6 This objective was included in the “Plan for the management of the external borders of the Member States of the European Union”, approved by the Council on 13 June 2002 and endorsedby the Seville EuropeanCouncil on21and22June 2002and by the Thessaloniki EuropeanCouncilon19and20June2003. (5) The definition of common rules on the movement of persons across borders neither calls into question nor affects the rights of free movement enjoyed by Union citizens and members of their families andby thirdcountry nationals andmembers of their families who, under agreements between the Community and its Member States, on the one hand, and these countries, onthe other,enjoy rights of free movement equivalent tothose of Union citizens. (6) Border controls are inthe interest not only of the States at whose external borders they are carriedout but of all Member States which have abolishedborder controls at their internal borders.They must help tocombat illegal immigrationandtrafficking inhumanbeings and toprevent any threat tothe Member States' internal security,public order,public healthand international relations.The performance of border controls must be proportionate tothese objectives. (7) Border control comprises not only checks onpersons at authorisedcrossing-points but also surveillance between these crossingpoints. It is therefore necessary to lay down the conditions, criteria and detailed arrangements governing checks at crossing-points and surveillance. (8) Provisionmust be made for relaxing checks at external borders inthe event of exceptional andunforeseencircumstances. (9) To reduce the waiting times of persons enjoyingthe Community right to free movement, who are usually subject only to an identity check, separate lanes should, where circumstances permit,be providedatexternal border crossingpoints,identifiedbyminimum uniform indications inall Member States.Separate lanes shouldbe providedininternational airports. (10) Member States must ensure that control procedures donot constitute a major barrier totrade and social and cultural interchange at external borders. To this end they should deploy appropriatenumbersofstaffandresources. (11) The Member States are to appoint the national service or services responsible for border-guard tasks in accordance with their national legislation. Where more than one service is responsible in the same Member State, there must be close and constant cooperationbetweenthem. 6 COM(2002) 233 final. 8020/05 EB/cr 3 ANNEX DGH I EN (12) Operational cooperationandassistance betweenMember States inrelationtoborder control will be managed and coordinated by the “European Agency for the Management of Operational Cooperation at the External Borders of the Member States” established by Regulation(EC) No.... 7 (13) Withregard tothe crossing of internal borders,border control shouldnot be carriedout or formalitiesimposedsolely becausesucha borderiscrossed. (14) It must nevertheless be made clear that this Regulationis without prejudice tothe checks carriedout under general police powers andthe security checks onpersons identical tothose carriedoutfornationalflights,tothe possibilitiesforMemberStatestocarryout exceptional checks onbaggage inaccordance withCouncil Regulation(EEC) No3925/91concerning the elimination of controls and formalities applicable to the cabin and hold baggage of persons taking an intra-Community flight and the baggage of persons making an intra-Community sea crossing, 8 and to national legislation on carrying travel or identity documents or the requirement that persons notify the authorities of their presence on the territoryoftheMember Stateinquestion. (15) A Member State should also have the possibility of temporarily reintroducing border controls at its borders inthe event of a serious threat toits public order,internal security or public health. The conditions and procedures for doing so must be laid down, so as to guaranteetheexceptionalnatureofthemeasureandthe principleof proportionality. (16) In the event of an exceptionally serious threat to public order, internal security or public health affecting one or more Member States, the Council must be in a position to decide immediately toreintroduce border control at all internal borders or at specific borders of all or several Member States.The scope anddurationof the border control must be restrictedto the bareminimumneededtorespondtothisthreat. (17) Inanareawhere persons maymovefreely,thereintroductionof border controlonpersons at internal borders must remainanexceptionand,consequently,the Member State using this measure must inform the other Member States andthe Commissionindetail of the reasons prompting it tointroduce or extendthe measure for more than30days,inorder toengage in a debate and jointly to consider whether alternative measures might be possible. The informationsent must be capable of being classifiedas confidential or secret.The Member State that temporarily reintroduces border control must report tothe other Member States, the EuropeanParliament andthe Commissiononce the border control has beenlifted.The public must also be informed in an appropriate manner of the reintroduction of border controlatinternal bordersandofthe authorisedcrossing-points,savewherethisis precluded bythereasonsfortheirreintroduction. Regulation as amended by Parliament and Council Regulation (EC) No 1882/2003 (OJ L 284, 31.10.2003, p. 1). 8020/05 EB/cr 4 ANNEX DGH I EN (19) The measures needed to implement this Regulation should be taken pursuant to Council Decision 1999/468/EC of 28 June 1999 laying down the procedures for the exercise of implementing powers conferredontheCommission. 9 (20) Sincetheobjectivesofthe proposedaction,namely the establishmentofrulesapplicableto themovementof personsacross borders,directly affecttheCommunityacquisonexternal andinternal bordersandcannotthus beachievedsufficiently bytheMemberStatesacting alone,theCommunitymay adoptmeasures,inaccordancewiththe principleofsubsidiarity assetoutinArticle5oftheTreaty.Inaccordance withthe principleof proportionality,as setoutinthatArticle,thisRegulationdoesnot gobeyondwhatisnecessaryinorderto achievethisobjective. (21) This Regulation respects fundamental rights and observes the principles recognised in particular by the Charter of Fundamental Rights of the European Union. It will be implemented in accordance with the Member States' obligations as regards international protectionandnonrefoulement. (22) This Regulation replaces the Common Manual and the provisions of the Convention implementing the Schengen Agreement of 14 June 1985 on the crossing of internal

    9 dicembre 2020 Censimento permanente delle Istituzioni Pubbliche: Forze di polizia, Forze armate e Capitanerie di porto. Anni 2015 e 2017 I censimenti permanenti della popolazione e delle unità economiche rappresentano un’importante innovazione nell’ambito della statistica ufficiale, fino al 2011 caratterizzata da censimenti generali a cadenza decennale. Quelli effettuati sulle unità economiche sono accomunati dalla medesima strategia e si basano su due elementi cardine: l’uso di un registro statistico, realizzato dall’Istat attraverso l’integrazione di diverse fonti amministrative e statistiche e aggiornato annualmente; una rilevazione diretta a forte valenza tematica, necessaria a completare, a cadenza periodica (per le istituzioni pubbliche biennale e dalla prossima edizione triennale; per imprese e istituzioni non profit triennale), il quadro informativo e consentire l’analisi in serie storica del profilo di istituzioni pubbliche, imprese e istituzioni non profit. La strategia censuaria prevede, a regime, che negli anni non coperti da rilevazione diretta il rilascio dei dati sia di fonte registro. Nel 2016, l’Istat ha avviato la prima edizione del Censimento permanente delle istituzioni pubbliche (data di riferimento 31/12/2015)1, basato sull’integrazione del Registro di base delle istituzioni pubbliche con le informazioni desunte dall’indagine statistica diretta. Da quest’ultima sono state escluse le scuole statali (oltre 40mila), vista la disponibilità di informazioni di fonte amministrativa. L’indagine diretta a supporto del Registro delle istituzioni pubbliche si basa su una parte di informazioni core, da acquisire con continuità, e su un set di informazioni di approfondimento da raccogliere a cadenza pluriennale. Rispetto al precedente Censimento generale a cadenza decennale, il Censimento permanente delle istituzioni pubbliche ha esteso la rilevazione2 a Forze di polizia, Forze armate e Capitanerie di porto, secondo specifiche modalità condivise in accordo con i Ministeri competenti.

Anzi si può dire che risale al tempo in cui cominciarono a nascere le prime consociazioni collettive prive di caratteristiche meramente tribali. Gli Ebrei ebbero leggi di polizia, ne fanno fede i libri di Mosè che ridondano di statuti tendenti a mantenere il buon ordine, procacciare la salute e la sicurezza dei cittadini, assistere i poveri e disciplinare l’ ospitalità (oggi diremo, regolare l’afflusso degli stranieri). Essi avevano funzionari di polizia nei dipartimenti e nei quattro quartieri in cui era divisa Gerusalemme. Trimegisto, segretario di Menete, realizzò, per gli Egizi, leggi di polizia, che, fra l’ altro, si occupavano dei freni al vagabondaggio. I Greci, poi avevano un’ alta concezione della polizia, tanto che i relativi poteri erano commessi ad un Arconte che prendeva il nome di Poliarca, il quale era il prefetto della città che badava al buon ordine e aveva a sua disposizione, come sorta di funzionari di polizia ante litteram, desimati e panopiscopi, con funzioni superiori e i corepiscopi che erano i funzionari competenti sui quartieri della città. In Sparta, questi funzionari prendevano, invece, il nome di nomofoluca. Napoli, che fu città greca e trasse da quelle tradizioni i suoi primi statuti, aveva Arconti e Demarchi (prefetti e questori?) che avevano la responsabilità della polizia sul cui operato, però, avevano voce in capitolo anche le Fratrie, consessi di persone competenti a discutere dell’ ordine e della sicurezza (comitati locali per l’ ordine e la sicurezza?).

    Polizia di Stato Young people and drugs: police officers and doctors exchange views in Rome "Drinking and drug use among young people: liaising first aid, psychological support and investigations". This is the central topic of the meeting which is being held today at the National Police Academy. This is the first session of the 5th Italian Great Network Congress - Focus on innovation and translational research in emergency medicine, which takes place on 15-17 October in Rome. It is centred on drug and alcohol addiction in young people, and represents an opportunity for international experts in emergency medicine, psychology, prevention and safety to exchange views with law enforcement officers. Chaired by Roberto Sgalla - Director of Traffic, Railway, Postal and Communications Police and the Police Special Units, the meeting will address the issue of drug and alcohol addiction among young people, comparing the Italian experience with the US and Dutch ones. The conference speakers will be Maria Carla Bocchino of the Central Operations Service (SCO), Giandomenico Protospataro of the Traffic Police, and Mauro Scenna of the Central Directorate for Anti-drug Services. The police experts, besides reporting the results of the activities conducted against drug trafficking, will talk about the recruitment of young people by criminal organizations, with a highlight on the prevention efforts to stop late-night weekend accidents. And more: the role of the psychological support that addresses, among other things, the problems associated with the new forms of psychiatric disorders deriving from drug abuse, and the double-faced phenomenon of the Internet hiding dangers and threats, but also offering opportunities and good practices.

Crime Threats There is minimal risk from crime in Milan and Florence. U.S. visitors are generally safe in Italy and are not specifically targeted based on nationality; however, criminals do often target foreigners for petty theft such as pickpocketing, bag snatching, and thefts from parked vehicles. Passport theft is of particular concern. Milan and northern Italy have organized, sophisticated networks of pickpockets frequenting tourist attractions/sites, buses, and trains. Pickpockets may work in groups of two or three, and employ creative means to steal valuables such as wallets or cellular phones from tourists. Public transportation, including bus and train stations, serves as a favorite venue for pickpocket rings. Buses and trains tend to be very crowded; most victims report that they only realize that their belongings are gone upon exiting the bus/train.

The article aims to outline the organizational structu- re and competences of the Financial Police in Italy as one of the many police services in this country. Due to the lack of sufficient sources available in Polish, the work was prepa- red on the basis of those available in Italian-both legally binding and historical legal acts, as well as the official websites of the Financial Police and its museum, were used. Taking up the subject matter related to the organization of the Financial Police is justified by the entry into force of 1 March 2017 of the Act of 16 November 2016 about the National Treasury Administration because of the possibility of the future comparable presentation of services of similar competences operating in Poland and Italy.     Polizia di Stato Horse therapy with the mounted police "Stefano can not speak, but he can recognize those who work fondly for his well-being - this is what the father of an autistic child wrote us and is our greatest reward", says Violante, a cop of the Trastevere-based mounted police squad in Rome. Together with her colleagues she has been working as "horse therapy assistants" in collaboration with specialized therapists since 2000. "It's a team effort by the therapist, the instructor, the horse and the patient, - adds Nanda, a mounted officer of the Polizia di Stato - the main objective is to take small steps, helping the patient reach small goals. Thanks to the horse we can establish a relationship with the children and our task is facilitated by the uniform we wear." Equine-assisted rehabilitation therapy is based on using the horse as a therapeutic instrument. The horse gait helps patients recover their muscle tone and recalls human pace, with great benefit to those who are unable to walk. It also helps speed up reaction times. The riders' desire to make the horse move means they are willing to perform specific actions set by the rehabilitation therapist. The goal is to make sure that the riders transfers what they learn out of the riding stables so to improve their self confidence, stimulating their desire to learn and establish social relations. The police officers participate in the project on voluntary basis, after attending ad hoc specialization courses, but more importantly, they are particularly sensitive to the difficult situations they come across, demonstrating they have those values for which their institution has decided to award the "St.
