Qingdao as a colony: From Apartheid to Civilizational Exchange George Steinmetz Paper prepared for the Johns Hopkins Workshops in Comparative History of Science and Technology, ”Science, Technology and Modernity: Colonial Cities in Asia, 1890-1940,” Baltimore, January 16-17, 2009 Steinmetz, Qingdao/Jiaozhou as a colony Now, dear Justinian. Tell us once, where you will begin. In a place where there are already Christians? or where there are none? Where there are Christians you come too late. The English, Dutch, Portuguese, and Spanish control a good part of the farthest seacoast. Where then? . In China only recently the Tartars mercilessly murdered the Christians and their preachers. Will you go there? Where then, you honest Germans? . Dear Justinian, stop dreaming, lest Satan deceive you in a dream! Admonition to Justinian von Weltz, Protestant missionary in Latin America, from Johann H. Ursinius, Lutheran Superintendent at Regensburg (1664)1 When China was ruled by the Han and Jin dynasties, the Germans were still living as savages in the jungles. In the Chinese Six Dynasties period they only managed to create barbarian tribal states. During the medieval Dark Ages, as war raged for a thousand years, the [German] people could not even read and write. Our China, however, that can look back on a unique five-thousand-year-old culture, is now supposed to take advice [from Germany], contrite and with its head bowed. What a shame! 2 KANG YOUWEI, “Research on Germany’s Political Development” (1906) Germans in Colonial Kiaochow,3 1897–1904 During the 1860s the Germans began discussing the possibility of obtaining a coastal entry point from which they could expand inland into China.

  • Shin Kawashimachinese and Taiwanese Perspectives on Japan's
Chinese and Taiwanese Perspectives on Japan’s Racial Equality Proposal Chinese and Taiwanese Perspectives on Japan’s Racial Equality Proposal* Shin Kawashima** Abstract The issues of racial equality and the eradication of racial discrimination, raised by Japan, became major points of discussion at the Paris Peace Conference. But racial equality was not a particularly important topic for China because China had other priorities. It was interested in regaining its own possessions and sovereign interests, and in finding a solution to the problem of Shandong in the Twenty-One Demands. China used its approval of the racial equality proposal when it was submitted for the second time as a tool to ensure that the bare minimum of its relationship with Japan would be maintained. Giving its approval to the proposal was a way of showing that although China was highly critical of Japan and skeptical of its intentions, it did not intend to risk an all-out confrontation and a total breach of relations. Across Chinese society, most people were extremely critical of Japan’s actions and saw its efforts on race as fundamentally connected to Japanese Pan-Asianism. On the other hand, in Taiwan, the racial equality proposal was viewed within the context of the policies of assimilation and equality. There were some people, both within Japan and Taiwan, who argued that Japan should put its house in order before raising the issue of racial equality or the eradication of racial prejudice with the world. Nevertheless, it did not necessarily mean that the racial equality proposal was at the forefront of what intellectuals were discussing in Taiwan, or that it was part of what inspired them to organize a petition movement to establish a Taiwanese parliament or to debate educational problems.

  • In Boxer China: an Experiment with International Justice at Paoting-Fu
ACCOUNTABILITY FOR “CRIMES AGAINST THE LAWS OF HUMANITY” IN BOXER CHINA: AN EXPERIMENT WITH INTERNATIONAL JUSTICE AT PAOTING-FU BENJAMIN E. BROCKMAN-HAWE* * Benjamin E. Brockman-Hawe received his J.D. from Boston University (2008), where he graduated with honors in the concentration of international law, and his L.L.M. from Columbia University (2016). This paper was originally pre- pared for presentation at the European Society of International Law’s Tenth An- niversary Conference at Vienna, September 2014. I would like to thank Lilie Schoenack and Alice Lam for their encouragement, support and assistance in seeing this work brought to completion. I am also grateful to have been assisted by Ruiken Sun and Karl-Heinz Mertins, whose gen- erous, careful and skillful translations of Chinese and German sources was in- strumental to the completion of this project. I was also fortunate to have benefited from the insights, guidance and assistance of R. John Pritchard and Jon Bush, two of international law’s greats! Throughout this paper I refer to places and people using the spellings em- ployed by those who lived through the Boxer Rebellion in lieu of the preferred contemporary spellings. Thus, for example, the cities today identified as Baoding and Beijing I identify as Paoting-Fu and Peking. Where there was a great deal of variation for the spelling of names, I have elected to use a spelling most common to those who wrote of the events at issue (i.e., Paoting-Fu for Pao-Ting-Fu, Pao- tingfu, Pautingfu, etc.), except where the name is part of a quotation, in which case the original spelling has been preserved.

THE EAGLE AND THE DRAGON: TSINGTAU AND THE GERMAN COLONIAL EXPERIENCE IN CHINA, 1880-1918 A Dissertation by MATTHEW ALLISON YOKELL Submitted to the Office of Graduate and Professional Studies of Texas A&M University in partial fulfillment of the requirements for the degree of DOCTOR OF PHILOSOPHY Chair of Committee, Adam R. Seipp Committee Members, Chester Dunning Hoi-Eun Kim Randy Kluver Head of Department, David Vaught December 2018 Major Subject: History Copyright 2018 Matthew A. Yokell ABSTRACT When Germany forced China to surrender part of the province of Shantung and the village of Tsingtau in 1897, it secured the long-standing wishes of a German China lobby that had articulated visions of empire that would achieve their individual objectives. While their various ideas were broad and not well defined, at their heart was that Germany should embrace a liberal, commercial model of empire: a “German Hong Kong” that would be a paradigm of colonial rule and a major power center in Asia. There exists a critical need to place Germany’s colonial experience in China in its proper historical context and appreciate its role in German imperialism and the development of a more globalized world at the turn of the twentieth century. This study critically analyzes the colony of Tsingtau in order to elucidate German ideas about empire during the late nineteenth and early twentieth centuries. The 3500 Germans in Tsingtau and their supporters created a nexus of associations to build a commercial center to rival British Hong Kong. Inspired by new historical trends, this work examines mid-level state and military officials, diplomats, businessmen, and religious leaders, the “middle management of empire,” that helped develop Tsingtau.

THE BIRTH OF THE CHINESE POPULATION: A STUDY IN THE HISTORY OF GOVERNMENTAL LOGICS by Malcolm Thompson A THESIS SUBMITTED IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY in The Faculty of Graduate Studies (History) THE UNIVERSITY OF BRITISH COLUMBIA (Vancouver) June, 2013 © Malcolm Thompson, 2013 ABSTRACT It was only in the early twentieth century that China discovered that it had a population, at least if a population is understood not as a number of people but instead in terms of such features as relative levels of health, birth and death rates, sex ratios, and so on—that is, as an object with a specific rationality that can be managed and improved. In 1900, such a conception of the population did not exist in China; by the 1930s, it was utterly pervasive. How did this transformation take place? This dissertation argues that it occurred at the level of techniques of governing and systems of knowledge production, and explains it from the perspective of changes in the institutional and epistemological forms by which interventions into other people's activities are organized. The installation of populationist practices into China is tracked in four sites: 1. The problem of “race efficiency”—formalized in this period as the cost in “race energy” of producing a given increment to a population—and analyses of the effects of different kinds of social organization on the production of life. 2. The institutional division of population registration into censuses (“statics”) and vital statistics (“dynamics”)—in a word, the formation of a statistical system based on mechanics.

INFORMATION TO USERS This dissertation w s s produced from a microfilm copy of the original document. While the most advanced technological means to photograph and reproduce this document have been used, the quality is heavily dependent upon the quality of the original submitted. The following explanation of techniques is provided to help you understand marki!^ or patterns which may appear on this reproduction. 1. The sign or "target" for pages apparently lacking from the document phorographed is "Missing Page(s)". If it was posable to obtain the missing page(s) or section, they are spliced into the film along with adjacent pages. This may have necessitated cutting tiiru an image and duplicating adjacent pages to insure you complete continuity. 2. When an image on the film is obliterated with a large round black mark, it is an indication that the photographer suspected that the copy may have moved during exposure and thus cause a blurred image. You will find a good image of the page in the adjacent frame. 3. When a map, drawing or chart, etc., was part of the material being photographed the photographer followed a definite method in "sectioning" the material. It is customary to begin phoroing at the upper left hand comer of a large sheet and to continue photoing from left to right in equal sections with a small overlap. If necessary, sectioning is continued again — beginning below the first row and continuing on until complete. 4. The majority of users indicate that the textual content is of greatest value, however, a somewhat higher quality reproduction could be made from "photographs" if essential to the understanding of the dissertation.
