Congratulations are in order for the deserving individuals of your Institution who, in their own mandate, contributed to the progress of our communities. The role of these professionals is particularly crucial in achieving economic growth, poverty reduction, and social equity.

It is an honor to share with you the global vision towards sustainable development. Rest assured that as an elected senator, I will push for more effective legislation that will enable us to fulfill our commitment to the United Nations’ Sustainable Development Goals (SDGs). TO THE ROYAL INSTITUTION’S 29TH INTERNATIONAL CONFERENCE AND CONFERMENT CEREMONY ON 20 JANUARY 2020 AT L'FISHER HOTEL, BACOLOD CITY, PHILIPPINES

Allow me to express personally my happy greetings to all the Guests of the Royal Institution Singapore who are all gathered on this wonderful day to discuss the theme of our International Conference which is “RI2020: The Leading Edge in Human Capital Development”. Our Confreres and Colleagues today are all international delegates in the fields of accounting, architecture, health and sciences, engineering, technological, technical and vocational education, tourism, hotel and restaurant management, business, entrepreneurship, public administration and many other disciplines. I, for one, have been invited to discuss in this International Conference the topic of “RI2020: The Leading Edge in Human Capital Development”.

I may say that very significant changes have occurred from the ‘60s to the ‘80s to the ‘90s to our own present time as far as the place of universities and colleges in the international commerce of knowledge is concerned. To be sure, the university participates in the international knowledge system just as it participates in its local knowledge system: that is, through its functions of teaching, research and service. And the university also acts through the role model of educational institution which it provides.

The university as a teaching institution participates in the international knowledge system through the students it accepts, through the faculty it hires, and the curriculum it offers. The curriculum itself in so far as it offers self-conscious connection with international scholarly commitments reflects the many intellectual developments that have occurred in world order studies over the years. Firstly, a whole new orientation to world order studies has emerged. This new approach attempts to combine a theory of popular struggle with a vision of a just world order. It is less pre-occupied with constructing blueprints of world order and more concerned with an ongoing political process particularly as reflected in the struggle of the oppressed. It is less legalistic in approach and more appreciative of the cultural, economic, historical and psychological underpinnings of political and legal structure. Finally, this new approach is less interested in agreement at the intergovernmental level and more oriented to popular participation and to alternative conceptions of governance and development that go far beyond classical, liberal and Marxist ideas.

A second development is that world politics studies are more transdisciplinary today than some years back. There are more courses in departments like history, sociology, anthropology and economics, and a greater variety of approaches to world order problems. For example, there are ecological approaches to economic development, economic approaches to peace, and conflict approaches to world economics.

Thirdly, the study of world order has become more attentive to the interlinkages that exist among world problem areas. Now, courses deal systematically with the relationship between military spending, economic development and human capital development.

Fourthly, there is increasing interest in the role culture plays in shaping world order. Cultural factors are being studied for their effects on political legitimacy, economic development, resource utilization, and conflict formation.

Finally, international relations thinking while more sensitive to local struggle is also more holistic. The recent appreciation of the earth as a delicately balanced ecological system has reinforced the wholeness of the human family. As Richard Falk of Princeton University writes, feeling, thinking and acting as planetary citizen is what international relations studies is increasingly about.

These are just a few of the developments that I believe are making international affairs studies a richer, more meticulous and more rigorous field of study. Unquestionably, further developments can be expected in the years ahead as more and more educators in universities become concerned about making their teaching more pertinent to the search for peace and human well-being and prosperity in a rapidly changing world. I must stress, at the risk of saying what is obvious, the importance of studies and lectures on international politics and foreign policy. Although I know that, to most people, the devilish thing about foreign affairs is that it is foreign, nevertheless, all of us must have fresh perspectives on the important issues of international affairs and must acquire understanding of the current international political crisis and emergencies of our time. It is my judgment that our foreign policy is now and will be for generations the paramount, the pressing, the absorbing question before us. And upon its wise solutions will depend on the domestic welfare of the people.

In other words, our presence in today’s International Conference and Conferment Ceremony emphasizes that all of us embrace the principle and canon that education is power and to quote Dr. Jose Rizal, “Por la educación recibe lustre la patria y el mundo.” Indeed, “Pour l’éducation, le pays et le monde reçoivent un lustre”. Or “Nam educationem accipit illustrat regionem et mundum”. I, Jose David Lapuz, recall that in my 38 years of teaching and lecturing at the Royal and Pontifical La Universidad de Santo Tomas, I loved to asseverate and eloquently lecture that “Education is our first line of defense”. Or “Edukasyon ay ang ating unang linya ng depensa”. How can I forget the lyrical agreement uttered by the renowned poet in Spanish Literature, my dear friend, Don Guillermo Gomez de Rivera who rhapsodized enthusiastically:
