TO THE ROYAL INSTITUTION’S 29TH INTERNATIONAL CONFERENCE AND CONFERMENT CEREMONY ON 20 JANUARY 2020 AT L'FISHER HOTEL, BACOLOD CITY, PHILIPPINES Allow me to express personally my happy greetings to all the Guests of the Royal Institution Singapore who are all gathered on this wonderful day to discuss the theme of our International Conference which is “RI2020: The Leading Edge in Human Capital Development”. Our Confreres and Colleagues today are all international delegates in the fields of accounting, architecture, health and sciences, engineering, technological, technical and vocational education, tourism, hotel and restaurant management, business, entrepreneurship, public administration and many other disciplines. I, for one, have been invited to discuss in this International Conference the topic of “RI2020: The Leading Edge in Human Capital Development”. I may say that very significant changes have occurred from the ‘60s to the ‘80s to the ‘90s to our own present time as far as the place of universities and colleges in the international commerce of knowledge is concerned. To be sure, the university participates in the international knowledge system just as it participates in its local knowledge system: that is, through its functions of teaching, research and service. And the university also acts through the role model of educational institution which it provides. The university as a teaching institution participates in the international knowledge system through the students it accepts, through the faculty it hires, and the curriculum it offers. The curriculum itself in so far as it offers self-conscious connection with international scholarly commitments reflects the many intellectual developments that have occurred in world order studies over the years. Firstly, a whole new orientation to world order studies has emerged. This new approach attempts to combine a theory of popular struggle with a vision of a just world order. It is less pre-occupied with constructing blueprints of world order and more concerned with an ongoing political process particularly as reflected in the struggle of the oppressed. It is less legalistic in approach and more appreciative of the cultural, economic, historical and psychological underpinnings of political and legal structure. Finally, this new approach is less interested in agreement at the intergovernmental level and more oriented to popular participation and to alternative conceptions of governance and development that go far beyond classical, liberal and Marxist ideas. A second development is that world politics studies are more transdisciplinary today than some years back. There are more courses in departments like history, sociology, anthropology and economics, and a greater variety of approaches to world order problems. For example, there are ecological approaches to economic development, economic approaches to peace, and conflict approaches to world economics. Thirdly, the study of world order has become more attentive to the interlinkages that exist among world problem areas. Now, courses deal systematically with the relationship between military spending, economic development and human capital development. 10 Royal Institution’s 29th International Conference & Conferment Ceremony CONGRATULATORY MESSAGE Fourthly, there is increasing interest in the role culture plays in shaping world order. Cultural factors are being studied for their effects on political legitimacy, economic development, resource utilization, and conflict formation. Finally, international relations thinking while more sensitive to local struggle is also more holistic. The recent appreciation of the earth as a delicately balanced ecological system has reinforced the wholeness of the human family. As Richard Falk of Princeton University writes, feeling, thinking and acting as planetary citizen is what international relations studies is increasingly about. These are just a few of the developments that I believe are making international affairs studies a richer, more meticulous and more rigorous field of study. Unquestionably, further developments can be expected in the years ahead as more and more educators in universities become concerned about making their teaching more pertinent to the search for peace and human well-being and
