The 1987 Philippine Constitution explicitly acknowledges the critical role that the private sector plays in the development agenda of the country. In this context, the Philippine Public-Private Partnership (PPP) Program was forged as a flagship program for development under the Aquino Administration.

The project involves the construction of a new world-class passenger terminal building in Mactan- Cebu International Airport (MCIA), with a capacity of about eight (8) million passengers per year; and the operation of the old and new facilities. The LRT Line 1 is the Philippines’ first Metro Light Rail Transit System. It currently serves an estimated 560,000 passengers daily. It has 22 stations connecting Roosevelt Station in , Northeast of to the in Paranaque, South of Metro Manila.

The extension of the current 11.7-kilometer LRT Line 1 to Bacoor, in the province of Cavite entails the construction of eight (8) new stations with provisions for two future stations. 10.5 kilometers of the new rail will be elevated and 1.2-kilometer will be at-grade.

The Southwest Terminal of the Integrated Transport System (ITS) project will be constructed within a site area of 2.9 hectares. The Operation and Maintenance of Puerto Princesa Airport Project involves construction of a new landside facility on the northwestern side of the existing runway, upgrading of airside structures, and provision of new air navigational and traffic control equipment. Government will award the operation and maintenance of the Puerto Princesa Airport to the private proponent through the PPP scheme to improve the airport’s commercial and operational efficiency.

The project will be implemented by the Department of Transportation and Communications (DOTC) and the Civil Aviation Authority of the Philippines (CAAP).

Investment Opportunity The private proponent shall undertake the operation and maintenance of the airport as well as provide additional facilities and other necessary improvements to enhance passenger safety, security, access, passenger and cargo movement efficiency, and operational efficiency.

Economic Benefits Puerto Princesa is an important gateway to the Province of Palawan, a prime tourist destination of the Philippines with numerous unique natural sites, including UNESCO World Heritage sites such as the Tubbataha Reef and the Subterranean River Natural Park. 24 25 Integrated Luzon Railway

The Integrated Luzon Railway Project aims to revitalize the entire length of the state-run Philippine National Railway (PNR). The new railway system is envisioned to run from Cagayan Valley to Sorsogon in Bicol. The project will cover the north network of PNR from Manila to San Fernando, La Union as well as the branch line from Tarlac to San Jose, Nueva Ecija, and a possible extension to Cagayan; and the south network from Manila to Legaspi City, including the branch line from Calamba to Batangas City, and a possible extension from Legazpi City to Sorsogon.

The project will be implemented by the Department of Transportation and Communications (DOTC).

Economic Benefits The project will upgrade and modernize the PNR Railway system under PPP in order to provide a safe, reliable, fast, and convenient rail transport system. It will facilitate the efficient transport of people, goods and services that will in turn boost economic activities in the regions the rail system traverses.

26 27 Mass Transit System Loop

With Metro Manila’s rapidly urbanizing cities, the Department of Transportation and Communications (DOTC) plans to implement a Mass Transit System Loop that will connect the fast-developing Bonifacio Global City, Makati Central Business District, and the Mall of Asia area in Pasay City. This project aims to improve inter-city linkage by providing a higher capacity public transportation system that would facilitate fast and convenient mobility of goods and services. The mass transit project also intends to address the high volume of vehicular traffic traversing in these major business districts of the Metro.

Prefeasibility studies identify that a rail-based transport system is needed to address traffic congestion and convenient travel. Given Metro Manila’s current infrastructure, it was also determined that the rail line of approximately 12 km will need to run mostly underground, making this the first subway in the country.

A detailed feasibility study is currently being undertaken to determine the viability of such a project for PPP. The project will be implemented by the DOTC.

26 27 Regional Prison Facilities for PPP

The Regional Prison Facilities of PPP Project is the first of its kind in the country. It aims to address the unfavorable jail conditions, faced by existing penal facilities such as the New Bilibid Prison (NBP) and the Correctional Institution for Women (CIW). The project will entail construction and maintenance of a state of the art prison facility in Fort Magsaysay, Nueva Ecija.

It has been identified as a key strategy for the successful implementation of an effective prison system rehabilitation program, which is consistent with the goal to establish and maintain a modern correctional organization.

The new facility is envisioned to accommodate 25,000 inmates, including staff housing and administrative buildings, areas for rehabilitation (sports, work and religious activity), and installed with high security equipment.

Investment Opportunity The private partner will be responsible for the financing, detailed design and construction, and maintenance of the prison facility. A number of supporting accommodation and building-related services may be outsourced as part of the PPP agreement, such as laundry, waste treatment and disposal, sewage water treatment and power generation.

Economic Benefits The Department of Justice (DOJ) and the Bureau of Corrections (BuCor) envision to create a suitable prison facility that will provide adequate living spaces, facilities, and basic needs aimed to curb the occurrence of crimes while in custody. Likewise, it is aligned with BuCor’s mandate of safekeeping and rehabilitation of national prisoners and preparing them for eventual integration into mainstream society after they serve their sentence. It also aims to ease traffic congestion by providing motorists an alternate route in going to and from Laguna, avoiding the existing Calamba-Los Baños route, making travel time shorter and more convenient. The Central Luzon Link Expressway (CLEX) is a two-lane, 35.7-kilometer expressway and is an extension of CLEX Phase I, a 4-lane, 30.7-kilometer expressway with on-going construction through an Official Development Assistance. It will connect Cabanatuan City to San Jose City in Nueva Ecija Province.

The Department of Public Works and Highways (DPWH) is currently undertaking a business-case for the project through their outsourced consultant.

The Department of Transportation and Communications and the Civil Aviation Authority of the Philippines will partner with a private sector proponent under an appropriate PPP arrangement to undertake the operations and maintenance of the Iloilo, Davao, and Bacolod airports for a defined concession period. With the private sector at the helm of the airports’ business functions, customers can look forward to first-rate amenities and facilities that will improve customer amenities and provide additional facilities to boost the airports’ safety and operational efficiency.

The project will decongest the Iloilo, Davao, and Bacolod airports, which are currently operating over-capacity.

Investment Opportunity The private proponent shall undertake the operation and maintenance of the airports as well as provide additional facilities and other necessary improvements to enhance passenger safety, security, access, passenger and cargo movement efficiency, and operational efficiency.

The proposed Upgrading of the San Fernando Airport Project will entail the upgrading of the airport facilities to meet the International Civil Aviation Organization (ICAO) requirements to cater to larger aircrafts for international flights and safety standards. It will also involve the construction of an airport terminal with a mall complex.

Investment Opportunity The upgrading of the airport will include development works such as removal of obstructions (e.g. hills, trees, transmission lines); expansion of existing and parking areas; and construction of a new terminal building, a new fire stub taxiway, and a new apron; among others.

The Plaridel Bypass Road is a 24.61-kilometer road starting at the Balagtas interchange in (NLEx) up to San Rafael, Bulacan. The road project traverses five Municipalities of Bulacan — Balagtas, Guiguinto, Plaridel, Bustos, and San Rafael.

The proposed Plaridel Bypass Toll Road Project involves conversion of the existing road into a toll roadway. The road will be expanded to 3.5 meters per lane with 2.50 meters shoulders and provisions for service roads if necessary. It also involves the construction of additional interchanges, flyovers, toll plazas, and other miscellaneous works.

More importantly, the project aims to address future traffic demand. Also, it is expected that motorists will gain economic savings from the project because travel time will be cut shorter.

The Batangas-Manila Natural Gas Pipeline Project-Phase I involves the construction of natural gas transmission and distribution pipeline facilities from the province of Batangas to transport and supply natural gas to Batangas, Laguna, and Cavite. It is intended to make natural gas from the Malampaya gas field available to consumers in the industrial, commercial, transport, and residential sectors in the Southern Tagalog Region and eventually in Metro Manila.

40 41 Tri-Medical Complex

The Tri-Medical Complex involves the modernization and integration of the three medical centers proposed to be located at the Tayuman Compound of the Department of Health. This includes the Dr. Jose Fabella Memorial Hospital (maternity and childcare hospital); the Jose Reyes Memorial Medical Center (general hospital specializing in surgery and internal medicine); and the San Lazaro Hospital (infectious disease control hospital).

The project envisions to integrate support facilities and ancillary services for the three hospitals into common facilities in order to reduce unnecessary administrative and overhead costs. These services and facilities include diagnostic facilities (laboratory and radiology), pharmacy, cancer center, medical arts and parking building, training center, research center, ambulance/ motorpool, medical gas piping system, morgue/autopsy/crematorium, security, linen and laundry, electric sub-station, and cistern/rain-water basin, among others.

The NLEX East Project is a 4-lane, 6.8-kilometer road that will run parallel to the Maharlika Highway (Pan Philippine Highway) starting off at La Mesa Parkway and/or junction of C-6 in San Jose del Monte, Bulacan passing through Norzagaray, Angat, San Ildefonso, San Miguel, Gapan, Sta. Rosa, and ending at Cabanatuan in Nueva Ecija. The project will be implemented in two phases. Bridges will also be constructed to cross the rivers of Angat, Panaranda, and Pampanga.

50 51 The Public-Private Partnership Center

By virtue of Executive Order No. 8, s. 2010, and as amended by Executive Order No. 136 signed last 28 May 2013, the Public- Private Partnership (PPP) Center functions as the main driver of the PPP Program. It serves as the central coordinating and monitoring agency for all PPP projects in the Philippines.

Together with the various implementing agencies (IAs), the Center champions the Program and enables them to undertake well-structured PPP projects by capacitating them in the vital areas of project preparation, implementation, and monitoring. The Center provides technical advisory services to these IAs as they go through the entire project cycle to ensure that projects are bankable, transparent, and advances public interest.

The Center also manages a funding mechanism known as the Project Development and Monitoring Facility (PDMF) that allows IAs access to world-class consulting firms who will be tasked to provide its expertise in pre-investment and investment requirements.

The Center also advocates policy reforms to improve the legal and regulatory frameworks governing the PPP Program in order to maximize the great potentials of these infrastructure and development projects in the country and to level the playing field among interested investors.
