Higher Secondary School Leaving ( ertificate Examination (Class 12) 2. Class 11 f^romotion Examination 3. High School leaving Certificate Examination (Class 10) 4. Class 9 Promotion Examination 5. Elementary School Leaving Examination (Class-8) Note: The students from the schools permitted and recognised by the School Education Department are allowed to appear at the Elementary Schcx)l Leaving Examination (Class-8). Middle schools (Government and private) which are upgrading their classes with the permission of the School Education Department and for the first time have students in Class -8 are to apply to the Board with a copy of the upgradation order, enrolment of Class 8 in the prescribed form no. (i) an individual or a trust desiring to star! an educational institution shall first seek prior permission from the concerned authority, (ii) anyone starting an institution without prior f)ermission ol the concerned authority is doing so at their own risk as the students from such institutions shall not be allowed to appear at any of the Board's examinations nor shall they be allowed to be admitted in any of the registered schools of the IDepartment. The Department shall not be responsible for the damage done to the academic career of the students from such institutions, (iii) the authority to grant approval/pennissiotv for upgradation of schools at different stages are : [. Permission for opening new Director of School Education, institutions and granting of Nagaland, Kohima recognition upto primary stage (Classes 1 to 4) for both government and private. 2. Permission and recognition upto middle stage (Classes 5 to -do- 8) for both government and private 3. Upgradation to secondary level -do (Classes 9, 10, 11 & 12) for government schools. 4. General Rules) Applications for opening of schools, upgnidalion of schools and recognition of schools should be submitted at leasts (eight ) months ahead of the academit session to the concerned authority, (i V) the authority to accord approval of name or transfer ol ownersliip of the sclio( >1 is the State Education Committee, (arrangement should be made so that change or transfer is effective from the heginning of an academic year). B Schools running upto a particular stage shall not add additional classes beyond that stage without prior permission from the appropriate authority. For instance, a government middle school shall not add class 9 and above without the approval of the Director of School Education and a private middle scht>ol shall not add class 9 and above without the prior permission of the Board. Any school adding additional classes without the specific order of the concerned authority shall he doing so at their own risk, as these students shall not he allowed to appear at the Board's examinations. C. The Jurisdiction of the Nagaland Board of School Education is the st ate of Nagaland only. Any institution outside the state of Nagaland claiming to be under the Nagaland Board of School Education is false. Students seeking admission in such institutions are doing so at their own risk, as they shall not be allowed to appear any exammation under this Board. D. (i) Selection test for HSLC Examination shall be conducted for students of registered permitted schools only. (ii) the candidature of a student for the Board’s examinations are based on the enrolment as on 1st April for classes 8,9 and 10 and 1st July for classes 11 and 12. (iii) A student intending to appear class 9 Promotion Examination or at the HSIX Examination must produce his/her registration number/pass certificate. E. You need conviction to translate the steps needed to achieve the Vision. Almost every state or country has a Vision to propel the economy forward. We have seen and felt what it is like to have a big Vision and many in the developing world have been inspired to develop a Vision for their countries and have planned the way forward for their countries to progress. We have to be a vibrant tourist destination with good accommodation and other proper facilities to showcase our beautiful land and cultural richness. We need reformation in our education system, power and energy, roads and communications, etc. Our five Universities have to have dialogue with Trade & Commerce and introduce academic courses to create wealth out of Natural Resources with empowered skill education.

Thus, in the medium term, the fiscal health of the State has to be improved so that the Government can increase the development expenditure to expand the economic base.
