    14 & 15 Avenue S. Mobility Improvements Stakeholder Report Back: What We Heard December 2020 Project overview As part of the 17 Avenue S.W. Construction Project, detours were required along 14 Avenue S. and 15 Avenue S. Both corridors were temporarily converted to one-way roads to allow people who drive to travel westbound along 14 Avenue and eastbound along 15 Avenue from 1 Street S.E. to 12 Street S.W. Although parking was maintained on both sides of the road, the width of the travel lane along each corridor was wide, which can encourage speeding. As a result of the changes, stakeholders encouraged The City of Calgary to improve the experience for those who walk and wheel through the community. The following changes were implemented: • One-way wheeling lanes (for bicycles, scooters, etc.), and buffered wheeling lanes where road widths allowed, were installed in the direction of traffic to provide connected and consistent wheeling facilities and to reduce the width of the vehicular travel lanes. • Temporary traffic calming curbs were installed where crosswalks already existed to improve pedestrian visibility, reduce crossing distances and to encourage a reduction in travel speeds as vehicles approach intersections. Now that construction along 17 Avenue S.W. has been deferred until sidewalk work planned for 2021, we are collecting data and reviewing operations to investigate the need for permanent infrastructure along 14 Avenue S. and 15 Avenue S. 1/91 14 & 15 Avenue S. It outlines the project, the purpose of the public engagement, the activities we did, and a summary of what we heard at the events. Project overview In 2007, based on extensive citizen input, City Council adopted the Centre City Plan, a vision document that describes what the Centre City could look like in 30 years. The Centre City Plan is a coordinated strategy document that pulls together the vision for the Centre City along with strategies and actions relating to land use planning, economic, cultural, and social development, and governance. With the approval of the adoption of the Centre City Plan (CPC2007-049), it included a recommendation for regular monitoring and reporting. In January 2017 the Centre City Plan was identified as one of 28 Council policies to be amended. It’s time to review and refresh the original Centre City Plan. Should this be approved it would allow for the development of row houses on this parcel of land. It would set a precedence for the neighbourhood and would mean that any parcel of land could be approved in the future for row housing or even multi-residential Developments in a variety of forms (if R-CG why not M-CG, etc.). Currently, every parcel of land between 20 St. SW and Crowchild Trail and between 28 Ave. and 32 St. SW is designated as R-C2. A change to any of the parcels from this designation will allow for the future negative change of the neighbourhood. In fact if approved, this will set the precedent to allow for every parcel of land within the inner-city, between Deerfoot Trail and Sarcee Trail and between 53 St NW and 50 Ave SW to be rezoned to a higher density land use designation. A change of this magnitude for the city simply cannot be approved without a proper study and community engagement such as was done for the rezoning and redevelopment plans for the Killarney 17 Ave.

Our program shares The City’s common purpose of making life better every day by implementing a comprehensive process to transform our Main Streets into places people want to live, work and play. Vision + Core Principles Main Streets are places where citizens come together. They allow us to travel less and live more by providing the things we need right in our own communities. Main Streets are resilient, adaptable, and attractive public spaces that: Celebrate the character of the community; Encourage diversity of local businesses, buildings and residents, and; Create a vibrant destination. Program Approach The Main Street initiative focuses on implementation approaches and programs to enable the policies, goals and targets contained in the MDP. The Main streets program consists of three phases. Phase 1 – Strategize Strategize focused on listening and learning from main street area residents, business owners and landowners and included in depth discussion with thousands of Calgarians and other interested groups, such as the development industry and business organizations. Phase 1 was completed in June 2016 and focused on policy and Land Use Bylaw review, market demand and economic forecasting for the main street areas, continued dialogue with developer and builder stakeholders and cross corporation examination of solutions to address City and stakeholder preferred outcomes.
