Having received his degree as an archivist from the Scuola Vaticana in 1978, he worked for the historical section of the archives and with the Social Communications Office in Rome Vicariate, the Vatican Radio, and other Catholic agencies. Made a counsellor of the Ecclesiastical Archival Association in 1984, he was involved in the organization of archives of various entities and gave courses in historical-genealogical research. Economics Discussion Paper Series EDP-2105 Marginal Tax Changes with Risky Investment Patrick Macnamara, Myroslav Pidkuyko, Raffaele Rossi March 2021 Economics School of Social Sciences The University of Manchester Manchester M13 9PL Marginal Tax Changes with Risky Investment* Patrick Macnamara Myroslav Pidkuyko Raffaele Rossi§ University of Manchester Bank of Spain University of Manchester March 2021 Abstract Using an estimated life-cycle model, we quantify the role of heterogeneity in wealth returns for the response of income to marginal tax changes. In our economy, agents who are sufficiently productive can obtain higher returns by choosing to be entrepreneurs. Return heterogeneity amplifies the responsiveness of total income to marginal tax changes along the entire income distribution with the top 1 percent displaying the highest elasticities. Return heterogeneity increases the incentives to invest for the richest, high-return entrepreneurs, thus amplifying their income responses to marginal tax changes. This reallocation of capital increases aggregate productivity, generating a larger boost in equilibrium wages. This in turn strengthens the income response of the bottom 90 percent, but nevertheless, their response is smaller than at the top. Taylor § September 2020 Abstract The fiscal “multiplier” measures how many additional dollars of output are gained or lost for each dollar of fiscal stimulus or contraction. In practice, the multiplier at any point in time depends on the monetary policy response and existing conditions in the economy. Using the IMF fiscal consolidations dataset for identification and a new decomposition-based approach, we show how to quantify the importance of these monetary-fiscal interactions. In the data, the fiscal multiplier varies considerably with monetary policy: it can be zero, or as large as 2 depending on the monetary offset. More generally, we show how to decompose the typical macro impulse response function by extending local projections to carry out the well-known Blinder-Oaxaca decomposition. -
