I. INTRODUCTION

1. This sixth bi-annual report on environmental monitoring, which covers the period of 1 July to 31 December 2016 for the Power Sector Improvement Project, was prepared in accordance with requirements of Initial Environmental examination (IEE) developed in 2014, and approved by ADB. IEE received a positive conclusion from the State Environmental Expertise Unit of SAEPF on 08.07.2014 (No. 04-01-28/205).

2. The objective of this semiannual report on environmental monitoring is a follow-up of the project activity for compliance with the requirements of the EMP.

3. According to Safeguard Policy Statement of ADB (SPS, 2009), the Project is classified as category B. Its potential adverse environmental impacts are site-specific, temporary and can be relevantly mitigated as specified in EMP/SSEMP.

1.1. Project Information

1.1.1. Goal of the Project

4. The major goals of the projects are following:

(i) To advance transparency and accountability of commercial transactions in the power sector through establishment of the automated metering and data acquisition system; (ii) To improve overall efficiency and reliability of Kyrgyz power supply system through rehabilitation and upgrading of substations, and communications system.

1.1.2. Project description

5. The project aims at: (i) upgrading of substations; and (ii) establishment of Supervisory Control and Data Acquisition System (SCADA) to manage the system of energy equipment.

Upgrading of substations

6. Upgrading of substations through replacing dilapidated circuit breakers and instrument transformers that have reached their economic lives, are technologically obsolete, or do not meet the accuracy requirement for regional power trade will improve the reliability of the system.

7. NEGK is implementing Upgrading of Substations, whereas in the field it is implemented by enterprises of high-voltage networks.

Construction of communications and supervisory control and data acquisition system

8. Establishment of Supervisory Control and Data Acquisition System (SCADA) will connect seven major substations and the control centers via optical fiber. The system will allow improving overall efficiency and reliability of Kyrgyz power supply system and the CAPS.

9. The Northern fiber optic communication line (FOCL) will be installed under Lot 2 of the project for connecting several substations and facilities in Bishkek city, and laying fiber optic cable in Bishkek city.

10. According to the scope of work, FOCL (fiber optic communication line) will be installed for hanging on supports of transmission lines with a total length of 330 km in the following transmission lines:

i. 220 kV Glavnaya – Chuiskaya (59.9 km); ii. 220 kV Frunzenskaya – Kara Balta (63.2 km) iii. 220 kV Kara Balta - Glavnaya (90.5 km); iv. 220 kV Chuiskaya – Bystrovka (39.4 km); v. 220 kV Bystrovka – Ala-Archa (93.4 km); vi. 220 kV Ala-Archa – Frunzenskaya (108.8 km); vii. 110 kV Glavnaya – Karagachovaya (8.3 km); viii. 110 kW Power and District Heating Plant (PDHP) Bishkek – Parkovaya (11.8 km); ix. 110 kV Parkovaya – Ala-Archa (7.8 km).

11. Laying of 16.2 km optical power ground wire in Bishkek city is carried out to connect the central control office (CCO) of NEGK to the main fiber-optic system. The following sections will be connected to the new telecommunication system by optical power ground wire (OPGW):

ii. PDHP Bishkek – CCO/NEGK (6.2 km); iii. PDHP Bishkek – ChuPVES (Chui Enterprise of High-Voltage Networks) (4 km); iv. SS Karagachevaya – CCO/NEGK (6 km)

12. The Contractor for implementation of this second component, AK-AY ELEKTRIK DIS TICARET KOLLEKTIF SIRKETI, was recruited in July 2015.

1.1.3. Project implementation area

13. The project will be implemented at 107 substations in Chui, Issyk-Kul, Talas, Naryn, Osh and Jalal-Abad oblasts. Out of 107 substations, at 54 substations oil-filled equipment (oil switches, current and voltage transformers) will be replaced. Location of area for the implementation of Lot 1 is shown in Figure 1, for Lot 2 – see Figure 2.

1.1.4. Construction activities and project progress during the previous 6 months

14. The contractor is actively working according to the Project implementation Plan and construction activity for the last six months from July to December 2016 includes the following (Table 1):

Detailed information of activities and project implementation progress are described below.

Upgrading of substations

15. In July 2016, NEHK handed over 2 (two) express analyzers for testing transformer oil for PCBs to NEGK. On 26 July 2016 the national environment safeguards consultant recruited by the Ministry of Energy, supported by "Ilim" – express analyzer supplying company – conducted a hands-on training for NEGK personnel working with express analyzers.

16. In August 2016, the testing of transformer oil for PCBs started. In total, from July to November 2016, 221 oil filled items of equipment were tested at 25 Substations. The testing of oil showed that there is no PCBs contamination in oils and equipment (oil testing information is in Table 2). So the works on replacing oil-filled equipment started in August 2016.

17. For period from August to December 2016, 192 units of oil-filled equipment were replaced. The oil was drained from the circuit breakers on-site, and then transported from sub-stations to oil facilities, which are available at enterprises of high-voltage electrical networks (HVENs). Current and voltage transformers are removed in oil-filled status and are transported also to HVENs. At substations with the largest number of equipment to be replaced as Kara-Balta, Frunzenskaya, Glavnaya (Chui oblast) – special sites were built for the temporary storage of equipment not contaminated with PCBs (see photos 1, 2, and 3 below). The following works were implemented for the construction of the mentioned sites:

18. Enterprises of high-voltage networks (EHVN) constructed the sites for temporary storage of uncontaminated PCB equipment using their own resources and labor. No earth works/excavation and site leveling were carried out. Gravel for covering the sites was purchased at OAO "Kum-Shagyl", concrete curbs and metal supports were taken from EHVNs’ stock.

1.4.2. Construction of communications and supervisory control and data acquisition system (SCADA)

19. In July 2016 implementation of Lot 2 has started. Construction activities included laying of optical fiber cable. From July to October 2016, the work was carried out at 3 transmission lines: (i) Glavnaya - Chuiskaya 220 kV - 59,9 km of cable; (ii) Kara-Balta - Glavnaya 220 kV – 90,5 km of cable; (iii) Frunzenskaya- Kara-Balta 220 kV - 54 km of cable.

1.2. Changes in project organization and environmental management team

Project Organizational Structure

20. The Project has Executing Agencies: National Energy Holding of Kyrgyzstan (NEHK), and Open type Joint Stock Company National Electric Grid of Kyrgyzstan (NEGK). Due to the change of the structure of the Government of the Kyrgyz Republic in July 2016, the energy functions of the Ministry of Economy were transferred to the newly established the State Committee for Industry, Energy, and Mining of the Kyrgyz Republic.

21. State Committee for Industry, Energy, and Mining is responsible for:

(i) capacity-building of NEGK regarding corporate and financial management, including development of business plan for NEGK; (ii) elaborating proposal for establishment of the settlement system for wholesale electricity supply transactions; and; (iii) supervising NEGK's project implementation performance.

22. NEGK is responsible for following activities: (I) installing communication system for recording electricity commercial consumption data, and collection of metering data through the national electric grid. This work includes installing meters and related equipment in substations of NEGK and facilities of electric power plants; (II) rehabilitation of about 54 substations by replacing circuit breakers, and current and voltage transformers; (III) installing communications and supervisory control and data acquisition system (SCADA) that includes the fiber-optic communication line that connects seven major NEGK substations and control centers; (IV) ensuring NEGK support in Project implementation management.

23. Contractor for supplying, designing, laying, and commissioning of optical fiber network of SCADA is AK-AY ELEKTRIK DIS TICARET KOLLEKTIF SIRKETI (Turkey), which was contracted in July 2015.

24. In July 2016, AK-AY ELEKTRIK subcontracted the local company ChuiElectroStroy for_Lot 2 for auxiliary works.

25. In December 2015, NEGK signed a Contract with International consultant – expert on SCADA and communications, and with national consultants: electrical engineer, and environment safeguards consultant (Ms.Taisiya Neronova).

26. Environment Safeguards Consultant of NEGK is responsible for the supervision of the EMP implementation and preparation of reports in accordance with ADB requirements.

27. In May 2016 AK-AY ELEKTRIK, which is a contractor of NEGK for the Component 2: SCADA and AMDA, signed a contract with environmental specialist (Ms.N.Asanalieva).

28. ES of Contractor is responsible for the implementation of EMP/SSEMP and ensuring that projects works are carried out in compliance with environmental safeguards requirements.

1.3. Relationships with contractors, customer, lender, etc.

29. For successful implementation of EMP the Environment Safeguards Consultant had regular consultations with ADB KYRM environment safeguards consultant: meetings, telephone discussions, and email communication.

30. In accordance with the contract between NEGK and AK-AY ELEKTRIK No. 22-16/0073 dated 14.07.2015, the contractor has to submit on a quarterly basis an environmental report on Environmental Management Plan implementation. From July to December 2016, AK-AY ELEKTRIK timely submitted 2 reports.

31. During the reporting period the Environment Safeguards Consultant sent to AK-AY ELEKTRIK 2 letters regarding onsite environmental inspection, and submission of reports. The Environment Safeguards Consultant held regular meetings with AK-AY ELEKTRIK, during the reporting period there were 12 meetings.

II. ENVIRONMENTAL MONITORING

32. According to IEE/EMP/SSEMP no instrumental measurements are foreseen for air and water quality, for noise and vibration. The following types of monitoring were used:

• noise and vibration – visual observations • air monitoring quality - visual observations; • water quality - visual observations

2.1. Noise and vibration

31. Lot 1. Upgrading of Substations. No works which could produce noise or vibration were conducted. Preparation of sites was done during 3 days and equipment included one truck for delivery of construction materials (gravel, curbs, chain-link fencing), and one machine for leveling gravel.

32. Lot 2. Construction of communications and SCADA system. There were no works which could produce noise or vibration. The works to string fiber optic cable were conducted at a distance of more than 1 km away from settlements. Preparatory works included examination of existing poles to string the cable; machinery was not used. While stringing the fiber optic cable, one vehicle was working from time to time at the construction site.

2.2. Air quality Monitoring

33. No dust was observed. The vehicles used during the works (one truck and one machine for leveling gravel) were in good condition and regularly maintained. Vehicles and machinery that works at construction sites have technical passport of motor vehicle inspection as stipulated by EMP.

34. Lot 1. Upgrading of Substations. While replacing the equipment, a crane is used at substations for lifting equipment, also transportation of uninstalled equipment to the site, and delivery of new equipment to installation site.

35. Lot 2. Construction of communications and SCADA system. In accordance with EMP, for monitoring Lot 2, machinery working on pulling of optical fiber cable under Lot 2 has technical documentation on passing technical inspection, which indicates its serviceability. During the visual inspection during site visits, no oil leaks were found.

2.3. Water quality monitoring

36. Lot 1. Upgrading of Substations and Lot 2. Construction of communications and SCADA system. Works were conducted at the relevant distance from water body. No spills or leakages were observed along the routes used for the transportation of transformers. 2.4. Flora and fauna monitoring No illegal cutting or cases of poaching recorded for reporting period.

III. ENVIRONMENTAL MANAGEMENT

3.1. The environmental management system (EMS), site-specific environmental management plan (SSEMP), and work plans

37. In accordance with ADB requirements, 12 Site Specific Environmental Management and Monitoring Plans (SSEMP) have been developed for specific construction sites in May and June 2016. 1) SSEMP for Changing Oil-Filled Transformers at Substations of NEGK; 2) SSEMP for Changing Oil-Filled Circuit-Breakers at Substations of NEGK;

3) SSEMP for Changing PCB-free equipment: air, vacuum and SF6 circuit breakers, outdoor switchyards at Substations of NEGK; 4) SSEMP for laying fiber optic communication line (FOCL) between substations (S-S) Glavnaya – Chuiskaya 220 kV; 5) SSEMP for laying FOCL between S-S Kara-Balta - Glavnaya 220 kV; 6) SSEMP for laying FOCL between S-S Frunzenskaya – Kara-Balta 220 kV; 7) SSEMP for laying FOCL between S-S Ala-Archa - Frunzenskaya 220 kV; 8) SSEMP for laying FOCL between S-S Bystrovka – Ala-Archa 220 kV; 9) SSEMP for laying FOCL between S-S Glavnaya – Karagachovaya 110 kV; 10) SSEMP for laying FOCL between S-S Parkovaya – Ala-Archa 220 kV; 11) SSEMP for laying FOCL between S-S Chuiskaya – Bystrovka 220 kV; 12) SSEMP for laying FOCL between S-S Power and District Heating Plant (PDHP) Bishkek – Parkovaya 110kV.

All SSEMPs are posted on NEGK website (www.negk.kg) for public awareness in May and June 2016.

3.2. On-Site Inspections and Audits

38. Information of site-inspections and audits is described in Table 2.

39. On 16 September 2016 ADB fielded a mission comprising Mr. Tran T. Thanh Phuong, Safeguards Specialist, Central and West Asia Department, ADB (Manila); and environment 12 safeguards consultant, Kyrgyz Republic Resident Mission, ADB. The mission visited substation Kara-Balta in Chui oblast.

40. The following observations and notes were made by Safeguards Specialist, Central and West Asia Department (ADB) Mr. Tran T. Thanh Phuong:

• The works have started for replacement of oil-filled circuit breakers at the substation after testing transformer oil for PCBs, and it was established that PCBs content is lower than 50 ppm; • Specialists of the substation were instructed on safety requirements when working with SF6 equipment. There is an Instruction for Using SF6 Equipment at the substation. The Instruction was shown to the mission; • Site for temporary storage of circuit breakers released from transformer oil: site is equipped with curbs, it is covered with gravel, and this eliminates the risk of infiltration of oil and soil/water pollution; • Prepared area for temporary storage of oil emptied from the unit: Playground equipped with curbs, covered with gravel, which reduces the risks of oil spills into environment and soil/water pollution.

41. The Safeguards Specialist, Central and West Asia Department, ADB, recommended following measures for environment protection during implementation of the project:

- Should PCB contaminated equipment and oil be identified, it will be necessary to prepare special sites. Requirements for such sites are stipulated in EMP; - Prepare an interim report on tested equipment by 26 September 2016.

42. While visiting the work sites of stringing fiber optic cable, environment safeguards consultant was conducting briefings regarding compliance with safety requirements.

3.2.1. Implementation of environmental safeguards requirements and management of oil-filled equipment and PCBs

43. In July 2016 NEGK handed over 2 (two) express analyzers for testing transformer oil for PCBs to NEGK. On 26 July 2016 the national environment safeguards consultant recruited by the Ministry of Energy, supported by "Ilim" – express analyzer supplying company –conducted a hands-on training for NEGK personnel to work with express analyzers.

44. In total 15 participants attended the training. Participants of the training were the specialists of high-voltage electrical networks from Osh, Naryn, Jalal-Abad, Chui, Issyk-Kul and Talas oblasts, which are part of NEGK. (See list of participants in Appendix 1).

45. Prior to commencement of civil works, the schedule of transformer oil testing for PCBs was developed, which included particular schedule of transformer oil testing for PCBs of oil filled circuit breakers to be replaced under the ADB-funded Power Sector Improvement Project. In September 2016 the schedule was revised and adjusted.

46. The national environment safeguards consultant and NEGK specialist started oil testing from August 1, 2016 until 16 November 2016. Oil sampling was conducted in line with decommissioning of equipment.

47. After November 15, 2016, the works were suspended due to the winter season, when disconnection of electrical equipment is not allowed. As was noted above (paragraph 1.3), replacement of oil-filled equipment under the ADB-funded Power Sector Improvement Project will be conducted at 54 substations out of 107 ones. At the remaining 44 substations oil-free equipment —air and vacuum circuit breakers and outdoor switchyards—are to be replaced.

48. For oil testing, the Commission was established, composed of NEGK specialists, by NEGK Order No. 229 dated 01.08.2016. Taking into account that express analyzer prints out and stores in its memory the test results, specialists of SAEPF were not included into the commission.

49. In total, during the period from August to November 2016, 221 items of oil-filled equipment were tested at 25 substations of Chui, Jalal-Abad, Naryn and Talas oblasts (regions).

50. The content of PCBs in all the collected samples was below 50 ppm, which indicates the absence of PCBs contamination in replaced oil-filled equipment and oils. Thus, according to received information, at replacement of the tested equipment, the EMP for electrical equipment and oils not contaminated with PCBs will be implemented. The test results of oil-filled equipment are in Table 3 below.

51. Results of tests for each piece of equipment were recorded in minutes signed by participants who conducted the testing. 52. According to the schedule, in testing of transformer oil for PCB in oil-filled equipment to be replaced in frame of ADB-funded Power Sector Improvement Project will be done at 29 substations in Osh and Issyk-Kul oblasts, and 2 substations in Jalal-Abad oblast.

3.2.2. Management of SF6 Equipment

53. In order to comply with safety requirements while replacing SF6 gas-insulated equipment at NEGK substations, an Operation Manual for SF6 circuit breakers was used. The personnel have been trained by the Supplier on management of SF6 gas-insulated circuit breakers. The Operation Manual (Instruction) has safety guidelines for installing equipment containing SF6 gas.

Management of oils and equipment not contaminated with PCBs

54. Taking into consideration that the tested equipment and oil are not contaminated with PCBs, emptied oil circuit breakers and oil-filled transformers will be stored on the territory of EHVN specially equipped sites in each region until NEGK issues a decision on disposing them as scrap metal, or as a redundant equipment for future use.

55. As noted above, after replacement, the removed tested equipment, oils drained from circuit breakers, oil-filled current and voltage transformers were transported from sub-stations to EHVNs sites in accordance with environmental requirements. No spills or leakages were observed.

3.2.4. Management of non-toxic waste

Lot 1. Upgrading of substations

56. Non-toxic waste generated during construction included: construction waste, rags, unsuitable packaging, adsorbents, etc.

57. Construction waste were transported from substation to sites specified in the permits issued by local departments of environmental protection for waste disposal. (Appendix 7).

Lot 2. Construction of communications and supervisory control and data acquisition system

58. No special camp for persons working at optic fiber pulling has been arranged, as these persons live in Bishkek. Municipal wastes are disposed in accordance with ChuEHVN’s permit for waste disposal. Waste in the form of wooden spools for fiber optic cable are stored in the special warehouse rented by AK-AY company (see photo below) .

3.3. Non-compliance Notices

59. There were no yet any non-compliance cases and no non-compliance notices were issued for reporting period.

3.3. Grievance Redress Mechanism

60. Requirements for grievance redress mechanism of ADB Accountability Mechanism Policy (2012) and ADB Safeguard Policy Statement (SPS, 2009) principally meet the requirements of the Law of the Kyrgyz Republic “On processing of complaints of citizens” (2007). The existing differences in timing of processing the complaints, specified as 30 days in the Law of the Kyrgyz Republic, and 14 days specified in ADB Accountability Mechanism Policy, were eliminated by the Order of the General Director of NEGK issued on May 22, 2014. The Order aims at NEGK’s 25 quick response to process the complaints. The contractor keeps Registration log book for citizens’ complaints and appeals at work sites. (Appendix 8). No complaints or requests were received from local people and working personnel, related to the project, during the reporting period of July-December 2016.

3.4. Information Support and awareness activities

61. In order to inform the public on the project implementation and measures to be taken to ensure environmental safety, NEGK continuously updates the information on project implementation progress, and during the reporting period the SSEMPs for two Lots were also posted at the web-site.

62. The results of transformer oil testing are posted at the NEGK website (www.negk.kg) and on NEGK Facebook page.

63. Information on conducted tests was submitted to SAEPF, and on SAEPF participation in testing was submitted separately (Appendix 3).

3.5. Corrective Action Plan

64. EMP foreseen the furnishing the sites that protect the soil from contamination by oil with rain water during temporary storage of oil circuit breakers and current and voltage transformers at the sites. However, during the reporting period, these sites have not been relevantly furnished and NEGK is planning to start these works only in 2017.

65. Table 4 below specifies the progress of corrective actions fulfillment to resolve the above mentioned issues.

66. In order to achieve the compliance with project IEE and EMP, the following corrective actions should be carried out in close cooperation with ADB, SCIEM, and Contractor (Table 5).

Hereby OAO “National Electric Grid of Kyrgyzstan” informs you that in accordance with Environmental Management Plan provided for by the Initial Environmental Examination under the ADB-funded Power Sector Improvement Project, testing for PCBs is carried out of transformer oil of equipment to be replaced using express analyzer L2000DX.

As of 15 October 2016, 197 pieces of equipment (current and voltage transformers, oil switches) to be replaced has been tested under the ADB-funded Project at 23 substations in Chui, Naryn, Talas, Jalal-Abad oblasts. The results of the testing show that there is no PCBs contamination in equipment to be replaced. The testing will continue till end November 2016, and in 2017, the sunny weather permitting.

If SAEPF is interested, it can take part in testing of transformer oil.

Taking into account that all equipment is in operation, and collection of samples of oil is performed only on equipment without power, OAO NEGK cannot provide precise schedule for collection of samples. Thus, SAEPF can send a letter to OAO NEGK should it be interested in this exercise, and relevant SAEPF specialists will be invited to participate in testing.

Results of the tests are posted on NEGK official website.
