Strategic Framework for Free Economic Zones and Industrial Parks in the Kyrgyz Republic
Strategic Framework for Free Economic Zones and Industrial Parks in the Kyrgyz Republic Free economic zones that can be transformed into clusters of highly competitive traded firms can contribute significantly to industrial diversification and regional development of the Kyrgyz Republic. This strategic framework outlines strategies and policies for leveraging them to enhance productivity and promote regional development. The framework involves six pillars for integrating free economic zones and industrial parks: (i) using a sustainable development program with a mix of bottom–up and top–down approaches; (ii) enhancing the investment climate by ensuring the development of sound legal and regulatory frameworks, better institutional designs, and coordination; (iii) using a proactive approach with global value chains and upgrading along them by strengthening domestic capabilities; (iv) forming regional and cross-border value chains; (v) developing a sound implementation strategy; and (vi) establishing a sound monitoring and evaluation framework. About the Central Asia Regional Economic Cooperation Program The Central Asia Regional Economic Cooperation (CAREC) Program is a partnership of 11 member countries and development partners working together to promote development through cooperation, leading to accelerated economic growth and poverty reduction. It is guided by the overarching vision of “Good Neighbors, Good Partners, and Good Prospects.” CAREC countries include: Afghanistan, Azerbaijan, the People’s Republic of China, Georgia, Kazakhstan, the Kyrgyz Republic, Mongolia, Pakistan, Tajikistan, Turkmenistan, and Uzbekistan. The aim of this review is to integrate numerous petrological studies with sedimentary, palaeontological, and provenance studies in order to construct a preliminary tectonic model which shows the terranes docked in the earliest Carboniferous (Truong Son with Loei-Phetchabun) and in the Permian (Kontum). The Kontum Terrane is characterized by Proterozoic magmatism, mid-Ordovician to Early Devonian granites, and Permian charnockites. Major carbonate platforms developed in the Givetian to earliest Tournaisian on Truong Son and from the Visean to mid-Permian across Truong Edited by: Son and Loei-Phetchabun terranes. The Truong Son has Silurian granites and a Basilios Tsikouras, Late Ordovician to Silurian magmatic arc along its southern and western borders Universiti Brunei Darussalam, Brunei caused by subduction of oceanic lithosphere, the remnants of which are now partially Reviewed by: Antonio Pedrera, preserved in the Loei and Tamky sutures. It shows a large antiformal structure involving orthogneisses and migmatites overlain, on its northern ¯ank, by muscovite bearing marbles. An E±W striking fault bounds the dome to the South. Kinematic indicators along a S±N section reveal top-to-the-N shear sense along the interface between the orthogneissic core and the overlying metasediments. Radiometric ages were obtained by the 40Ar± 39Ar method using puri®ed mica separates. Across the dome ages range from 236 Ma at the southern edge to 160 Ma in the core, attesting to a strong imprint in the Early Triassic time. -

The governance of Central Asian waters: national interests versus regional cooperation Jeremy ALLOUCHE The water that serveth all that country is drawn by ditches out of the river Oxus, into the great destruction of the said river, for which cause it falleth not into the Caspian Sea as it hath done in times past, and in short time all that land is like to be destroyed, and to become a wilderness for want of water, when the river of Oxus shall fail. Anthony Jenkinson, 15581 entral Asia2 is defi ned by its relationship to a precious natural resource: water. In fact, water is such an essential element of the region's identity that once Central Asia was known in classical CGreek texts as Transoxiana, which literally means the land on the other side of the Oxus River (now the Amu Darya). It was water that drew international attention to the region shortly after the independence of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan: specifi cally, the fate of the Aral Sea. The Aral Sea has been shrinking since the 1960s, when the Soviet Union decided to divert the region's two major rivers, the Amu Darya and the Syr Darya, for irrigation purposes. Central Asia was to become a massive centre for cotton production. Today, irrigated agriculture still drives the economies of most of the downstream states in the region: Turkmenistan, and more especially Uzbekistan, rely heavily on cotton production. And the Aral Sea is a massive ecological disaster. Its volume has decreased by 90% and it has divided into two highly saline lakes.3 Four-fi fths of all fi sh species have disappeared and the effects on the health and livelihoods of the local population have been catastrophic.
