During this year, so far as problems related to industrial development are concerned, some of the problems were sorted out. Due to global recession, overall slowdown was experienced in the first half of the year and situation was slowly improving, but the lock down imposed due to outbreak of Covid-19 pandemic since the 1 st quarter of the year 2020 deteriorated the situation further. Since June 2020, on announcement of relaxations in the Covid-19 Protocol, the trade and industry are picking up the momentum and I am sure; shortly the industry will come on the track of growth. As you are aware, Ankleshwar Industries Association as part of its objectives has been endeavoring to strengthen the basic infrastructure required for industrial development, besides sorting out individual and common problems of industries. So far as basic infrastructural facilities are concerned, we have been putting all possible efforts for improvement in power supply, water supply, roads and street lights, telecommunication and other relevant and important basic amenities in and around the industrial township. With your whole hearted support, our efforts could yield better results during the year. Issues related to GIDC, GPCB, GST, Income Tax and other departments were represented to the authorities from time to time. On follow up of the issues most of the problems have been sorted out and remaining problems are under due consideration of respective departments. Implementation of project for total digitalization of Notified Area is nearing completion and as its part, online billing and payment of Water Supply and Drainage Cess is launched on trial basis. Similarly, online billing and payment of Notified Area Tax, online complaint registration etc; will be launched very soon. Status of common environmental projects being implemented by Ankleshwar Waste Management Limited is as under: 1. New 10 MLD CETP for SSI Units: Preliminary project works like engaging consultants, preparation of DPR, Designing and building plan approval of new 10 MLD capacity CETP for SSI 1 units of Ankleshwar, to be set up under Notified Area Authority, Ankleshwar, but to be operated by Ankleshwar Waste Management Limited in the plot of 30,000 Sq. Mtrs. land allotted for this purpose, @ estimated cost of Rs. 71.00 crores have been completed. EC and NOC of this project have already been granted. Bhoomi Pujan of the project was performed at the august hands of Shri Nitinbhai Patel, Hon’ble Deputy Chief Minister on 14 th October 2019 in the presence of Shri Jaydrathsinhji Parmar, Hon’ble Minister of State for Environment (Independent Charge), Shri Ishwarsinh Patel, Hon’ble Minister of State for Co-operation, Sports & Games, Youth, Cultural Affairs (Independent Charge) and Road Transport, Shri Mansukhbhai Vasava, Hon’ble Member of Parliament, Shri Dushyantbhai Patel, Hon’ble MLA, Bharuch, Shri Arunsinh Rana, Hon’ble MLA, Vagra, Shri Balwantsinhji Rajput, Chairman, GIDC, Dr. M D Modiya, IAS, District Magistrate & Collector, Bharuch, Shri Baldevbhai Prajapati, National President, Laghu Udyog Bharti, Shri B C Warli, Chief Engineer, GIDC, Shri N M Tabhani, Member Secretary, GPCB and other distinguished guests. Application for Financial Assistance has been submitted and is under due consideration of the Industries Commissioner. Tender for civil construction and procurement of machinery are being finalized. 2. Similarly to set up Project for Interim Co-Processing Facility on Plot No. 9302 – 9307 admeasuring 45,000 Sq. Meters allotted in favour of Ankleshwar Waste Management Limited @ 50% premium price is in progress. Order for civil construction has been placed and construction will commence soon. Management of Water Supply & Drainage Schemes through the Notified Area Authority could satisfy the community. All complaints are being attended on war footing and as on date, we could prove trouble free operation of both the schemes. Last year the State has received good rainfall and all the dams were full and we could maintain normal water supply in the estate. Based on availability of water from the Irrigation Department, since March 2020, two times supply to the housing sector and 24 hours supply to the industrial sector have been maintained. 2 Even after undertaking repairing and maintenance of wells/Filter Plants of 5 MGD each at Rundh @ Rs. 45.00 lakhs, Jhagadia is not supplying more than 10 MLD against the committed quantity of 22.50 MLD to Ankleshwar. Matter is being followed up vigorously with GIDC and hopeful of positive result soon. As alternate source, proposal for laying new pipeline from Rundh to Ankleshwar is under due consideration of GIDC Head Office. To enhance the storage capacity of reservoir, our proposal for deepening of Reservoir @ estimated cost of Rs. 22.50 crores is also under consideration of GIDC HO. DPR with estimate prepared by the Consultant on the Project for upgradation of Water Supply Distribution System @ Ankleshwar has also been submitted to GIDC HO. We had been following up with the State Government and DGVCL for providing maximum grant for underground cabling project. Because of maximum Rs. 25.00 crores ceiling in the grant, we thought of splitting the project to two phases, but again we had to go for single project as the Government will not sanction grant for second time. In the meetings with the Managing Director and other senior officials of DGVCL, we could convince them to consider the income from sale/utilization of dismantled overhead structures and fixtures in the project cost and to call per KVA charges from the consumers through the Notified Area to meet the balance cost after Government grant and DGVCL share. In accordance with this formula, the project was being finalized, but due to the lock down imposed on outbreak of Covid-19 pandemic since March 2020, finalization of project is being delayed. With the vigorous follow up with GIDC at Head Office level, GIDC has considered all issues and allotment of housing plots to the applicants positively. GIDC has agreed to allot land for development of Transport Nagar to the Notified Area. In a recent meeting, the Regional Manager, GIDC, Ankleshwar principally agreed for early allotment of residential plot. Our request for allotment of adjoining plots to the existing industries is also under due consideration of GIDC. In January 2020, a mega industrial exhibition “AIA Industrial Expo 2020” was organized with support of Industries Commissionerate, iNDEXTb, GIDC, GSDMA, FIA, GCCI, Panoli, 3 Jhagadia, Dahej, Saykha and various other Industries Associations and Laghu Udyog Bharti. More than 300 stalls/exhibitors participated in the Expo and the event was a grand success. We had been following up with NCT Management and the State Government for transfer of management of FETP and Effluent Conveyance System up to deep sea to Ankleshwar and Panoli Industries Associations by forming a new company so that modernization/upgradation of FETP and Effluent Conveyance System, capacity enhancement of FETP from 40 to 60 MLD and Booster Pumping Station from 60 to 105 MLD. Since Jhagadia has already been separated from FETP, we had proposed either NCT can manage the portion of Jhagadia own its own or hand over them management of pipeline from Jhagadia up to Booster Pumping Station at Kantiyajal to Jhagadia. Board of NCT in its meeting held on 26/03/2019, agreed to our proposal of transfer of management of FETP and Effluent Conveyance System to Ankleshwar and Panoli Industries Associations and advised to submit final proposal. We after having meeting with the Presidents of Ankleshwar, Panoli and Jhagadia Industries Associations have submitted proposal for restructuring of NCT Board with the consent of all the directors of NCT from Ankleshwar and Panoli industrial estates. Finally the State Government principally agreed to our proposal and in the first week of January 2020, the Chief Secretary advised GIDC to hand over the company to the local industries associations for management. As advised by GIDC, the process for setting up a new entity has been initiated by Ankleshwar jointly with Panoli Industries Association. Meanwhile, we have been relentlessly following up with NCT for undertaking upgradation activities in the FETP as well as uploading application for capacity enhancement of Booster Pumping Station from 60 to 105 MLD, so that consent application for expansion of capacity of FETP from 40 to 60 MLD can be made to the GPCB subsequently. But it is felt that NCT personnel are deliberately delaying the entire process by creating one or other hurdle at every stage. However, we have been in constant follow up and we are sure to complete all formalities as early as possible. As the new billing formula of charging Fix Cost and variable cost adopted since April 2019 for six months on trial found more disputable due to erroneous method used at the NCT end, on our repeated representations, NCT Board decided to restore the original billing formula since March 2020. In the bills raised for the trial period since April 2019, there were large scale discrepancies in respect of Variable Cost, which lead to hue and cry amongst the industries and to set right the 4 issue, in last Board meeting of NCT formed a three members’ committee. Sitting of this committee is being arranged soon. For finalizing marine disposal norms, as per the recommendation of NIO, CSMCRI and NEERI, we have filed intervention petition in Hon’ble NGT. Settlement of this petition was positive and as per the directive of Hon’ble NGT the Ministry of Environment, Forest & Climate Change constituted a high level committee to study the facts and submit report for finalizing marine disposal norms for NCT.
