CHAPTER 43 ELECTORAL STATISTICS 43.1 India is a constitutional democracy with a parliamentary system of government, and at the heart of the system is a commitment to hold regular, free and fair elections. These elections determine the composition of the Government, the membership of the two houses of parliament, the state and union territory legislative assemblies, and the Presidency and vice-presidency. Elections are conducted according to the constitutional provisions, supplemented by laws made by Parliament. The major laws are Representation of the People Act, 1950, which mainly deals with the preparation and revision of electoral rolls, the Representation of the People Act, 1951 which deals, in detail, with all aspects of conduct of elections and post election disputes. 43.2 The Election Commission of India is an autonomous, quasi-judiciary constitutional body of India. Its mission is to conduct free and fair elections in India. It was established on 25 January, 1950 under Article 324 of the Constitution of India. Since establishment of Election Commission of India, free and fair elections have been held at regular intervals as per the principles enshrined in the Constitution, Electoral Laws and System. The Constitution of India has vested in the Election Commission of India the superintendence, direction and control of the entire process for conduct of elections to Parliament and Legislature of every State and to the offices of President and Vice- President of India. The Election Commission is headed by the Chief Election Commissioner and other Election Commissioners. There was just one Chief Election Commissioner till October, 1989. In 1989, two Election Commissioners were appointed, but were removed again in January 1990. -

Reconfiguring nationalism: Transnational entanglements of Hindutva and radical right ideology Eviane Leidig Summary This dissertation explores a minority within the Indian diaspora who support the ideological agenda of the radical right in the West. It situates the Brexit referendum and process in the UK, and Trump’s election and presidency in the US, as manifestations of the radical right which provided an opportunity to merge the ideological currents of Hindutva (or Hindu nationalism)— an ideology originating from India—with these phenomena. Thus, this dissertation traces the transnational ideological linkages between Hindutva and the Western radical right. It positions the role of diaspora networks as interlocutors in adapting Hindutva towards Western political contexts, in effect creating alliances with radical right actors. United by shared practices of exclusion, this results in the reconfiguring of nationalist imaginaries made possible by transnational entanglements. The dissertation consists of five articles that follow an overview of the background, the theoretical framework, and the methodological approaches of the study. The background provides historical and contemporary context of the evolution of Hindutva, its reformulation with the diaspora, and its convergence with the Brexit and Trump campaigns. The dissertation then draws upon theoretical insights in nationalism scholarship, as well as studies of diaspora and of the radical right, focusing on the conceptual overlaps between these fields in order to establish an intellectual foundation for the topic. Lastly, it employs a combined methodological approach that utilises genealogy, qualitative content analysis on social media, quantitative social media analysis, and semi- structured interviews as a means of demonstrating how ideology is operationalised at multiple scales. -

Interpretations of the Chinese May Fourth era often reduce the period to one of wholesale westernization and cultural self- repudiation. Euro-American notions of the self often reify ideologies of individuality, individualism, rationalism, evolution, and a “self-versus-society” dichotomy, viewing such positions as universal and applicable for judging decolonizing others. To interrogate this assumption, I examine the writing of Lu Xun and Xiao Hong, two May Fourth writers whose fictional characters present innovative, integrated, heterogeneous selves that transcend Western ii critical models. This “full spectrum of selves” sustains contradicting pulls of identity—the mental (the rational, the individual), the bodily (the survivalist, the affective), the cerebral (the moral), the social (the relational, the organismic), as well as the spiritual and the cosmic. -

It describes the origin myths of Aryan supremacy that Hindutva has developed, alongside the campaign to build a temple on the supposed birthplace of Ram, as well as the re-writing of history. The purpose of the article is to identify how Hindutva functions as an informal institution. In this context, Hindutva has been evaluated based on three basic features of an institution: setting rules, shaping behavior and effecting the result. The rule- making feature has been studied through the ideas of ideologists such as Savarkar and Golwalkar with reference to the Hindu social order. Subsequently, it has been argued that these socio-political rules have been accepted by the huge social segments in the country and influenced the behaviors of the social base. Finally, it has been emphasized how Hindutva has influenced the result and brought the Hindu nationalists to power. Accordingly, it will be concluded how Hindutva has become the mainstream of politics in the country. However, with reference to the recent Citizenship Law protests in the country, it has been noted how other informal institutions, particularly secularism, threaten the future of Hindutva. HINDU FUNDAMENTALISM AND CHRISTIAN RESPONSE IN INDIA Rev. Shadakshari T.K. (Bangalore, India and Pastoring Divyajyothi Church of the Nazarene) Introduction One of the purposes of religion, humanly speaking, is to enable people to live a responsible life. One desire is that religious people may not disturb the harmonious life; rather, they may contribute towards it. Today, religions have become a source of conflict and violence in many Asian societies. This is very evident in India where the inter-relationship among religions is breaking up. The contemporary problem in India is the question of nationalism and the issue of marginalized identities. Christians are caught between two: participation in the nationalism in the one hand and commitment to the cause of the marginalized on the other. There is an awakening of nationalism, which bears strong religious stamp, which is strongly promoted by the Hindutva ideology. At the same time there is a strong awakening of the Tribals and Dalits. In this context, the question comes to our mind: how do Christians in India serve both nationalism and marginal groups when both of them are opposing each other? I am not promising the absolute answer for the question raised. However, this article provides some clues by analyzing the historical development of religious fundamentalism and suggesting an appropriate response for Christians. Though there are several religious fundamental groups in the history of India (including Hinduism, Islam, Sikhism, and others), this article limits its study to the religious fundamentalism of Hinduism. The importance of Hindu fundamentalism lies in its very contemporary and nationalistic scope, compared to other, more regional expressions. -

Failure of the Mahagathbandhan
ISSN (Online) - 2349-8846 Failure of the Mahagathbandhan In the Lok Sabha elections of 2019 in Uttar Pradesh, the contest was keenly watched as the alliance of the Samajwadi Party, Bahujan Samaj Party, and Rashtriya Lok Dal took on the challenge against the domination of the Bharatiya Janata Party. What contributed to the continued good performance of the BJP and the inability of the alliance to assert its presence is the focus of analysis here. In the last decade, politics in Uttar Pradesh (UP) has seen radical shifts. The Lok Sabha elections 2009 saw the Congress’s comeback in UP. It gained votes in all subregions of UP and also registered a sizeable increase in vote share among all social groups. The 2012 assembly elections gave a big victory to the Samajwadi Party (SP) when it was able to get votes beyond its traditional voters: Muslims and Other Backward Classes (OBCs). The 2014 Lok Sabha elections saw the Bharatiya Janata Party (BJP) winning 73 seats with its ally Apna Dal. It was facilitated by the consolidation of voters cutting across caste and class, in favour of the party. Riding on the popularity of Narendra Modi, the BJP was able to trounce the regional parties and emerge victorious in the 2017 assembly elections as well. But, against the backdrop of anti-incumbency, an indifferent economic record, and with the coming together of the regional parties, it was generally believed that the BJP would not be able to replicate its success in 2019. However, the BJP’s performance in the 2019 Lok Sabha elections shows its continued domination over the politics of UP. -

SPECIAL ARTICLE Dissonance between Economic Reforms and Democracy Ashutosh Kumar The story of recent electoral democracy in India is one of here are two parts to the post-Soviet neoliberal and neo- a paradox.
