CHAPTER 6 Crime and Punishment in Central America ANA LARIAU, DMITRY PLOTNIKOV, AND JOYCE WONG INTRODUCTION Persistent crime in Central America, including the Dominican Republic (CAPDR), presents one of the biggest challenges to economic development and surpasses unemployment as the most important issue in most countries in the region (Figure 6.1). The Northern Triangle countries—Honduras, El Salvador, and Guatemala—account for 4½ percent of world homicides outside of war, but only ½ percent of the world’s population. Aside from human and social costs, crime also distorts economic incentives. Northern Triangle and Dominican firms consis- tently cite crime and theft as among the five biggest problems for doing business (World Economic Forum 2017). The World Bank (2011) puts losses associated with crime in the Northern Triangle at about 10 percent of annual GDP. Crime tends to disproportionately impact poorer individuals who are unable to protect themselves, and so exacerbates inequality (Davoodi and others 2002). Crime and economics are intrinsically linked. Theoretically, crime has direct and indirect costs. Direct costs include the share of output (goods and services) and resources (labor productivity of both victims and criminals) lost due to theft, rob- bery, murder, and other crimes, and the resources spent on security costs—public and private—that otherwise could have been used on productive activity. Indirect costs are potentially much larger. They include lower economic activity as individ- uals internalize the direct costs of crime. Examples include fewer employment opportunities, higher outward migration, the erosion of institutions, and corrup- tion. All these outcomes, in turn, exacerbate crime and generate a vicious cycle. -

The people of Haiti suffered many losses of life, homes, and livelihood. Later that year, as a result of the earthquake, a cholera outbreak occurred in Haiti taking the lives of thousands more. This study attempts to determine if Haitians were at a higher risk of being trafficked and if human trafficking increased on the island after the earthquake. I analyze how human trafficking in Haiti and the Dominican Republic was impacted as a result of the earthquake and the consequent reaction of the Dominican Republic in both policies and public attitude towards Haitians. Using past studies on factors that affect levels of trafficking I form the theoretical framework for my argument. The factors from the literature on trafficking that pertain to the case of Haiti and the Dominican Republic are economic levels, discrimination, and immigration policies. I measure and analyze these three factors in order to determine if Haitians were more vulnerable to trafficking and if trafficking increased after the 2010 earthquake. -

CHEVRON AND YPF ANNOUNCED THEIR INTENTIONS TO DISCUSS A STRATEGIC ALLIANCE FOR THE EXPLORATION OF SHALE RESOURCES IN ARGENTINA Argentina's state-controlled oil company is holding important meetings with California-based Chevron Corp. to share strategies for developing the world's third-largest unconventional oil and gas reserves. YPF CEO Miguel Galuccio is calling his talks with Chevron's Latin America chief Ali Moshiri the first step toward a strategic alliance with Chevron, Latin America's leading private energy investor. He says YPF needs partners with Chevron's power and experience to develop Argentina's shale reserves, which trail only the U.S. and China in potential. The encounter between the two executives did not lead to any specific investment news, but sets the stage for Galuccio's formal presentation next Thursday August 30 of a five-year plan for the company Argentina expropriated from Spain's Grupo Repsol. YPF said Mr Moshiri had expressed interest “in associating with YPF on an unconventional cluster … in Vaca Muerta” and the talks with Chevron were “the first concrete step towards an alliance that will be strategic along the path that YPF’s president and CEO is leading”. Chevron said it would not comment “on any confidential discussions we hold with officials”. Mr Galuccio in June unveiled a taster of his five-year strategic plan that called for investment of $7bn a year to reverse falling production. Partnerships will be key to funding what he called the “ambitious but realistic” plan, which includes drilling 1,000 wells. Argentina is believed to be home to the world’s third-biggest reserves of unconventional oil and gas, largely in the Vaca Muerta formation in the western province of Neuquén. -

The Legal and Political Battles over the Distribution of Emergency Contraception in Chile under the Presidencies of Ricardo Lagos (2000-2005) and Michelle Bachelet (2006-2010) Carmen G. Abstract This thesis analyses the policy process behind the distribution of Emergency Contraception (EC) in Chile during the administrations of Ricardo Lagos (2000-2005) and Michelle Bachelet (2006-2010). For more than ten years, this policy process was marked by a series of political and legal battles at the centre of which were women’s sexual and reproductive rights. The legalisation and distribution of EC had the effect of alerting conservative and religious groups opposing EC for its alleged abortive effect. What could have been considered a minor policy issue by many political analysts became a particularly visible and influential issue, especially once Michelle Bachelet, Chile’s first female president, took power in 2006. Feminists, the Catholic Church, lawyers and doctors became the main players in front of tribunals supporting or opposing the public policy. The main concern of this research is to understand why the EC policy was such a contentious issue in Chile and elucidate which were the main factors affecting the advancement of this progressive social policy and its final gendered outcome. The central research question driving this study is what does the EC policy process tell us about the role of institutions in the advancement of women’s sexual and reproductive rights in Chile? The thesis shows that both formal and informal institutions played a major role in the policy environment in which feminist and sexual and reproductive health and rights advocates had to engage. -
