Background:

New Consultancy and Relief Organization (NCRO) is a registered Non Governmental Organization (NGO) with the government of the Islamic Republic of Afghanistan. It was established under the name of Narcotic Control and Rehabilitation of Afghanistan in 1993; the name was changed in 2005 into National Consultancy and Relief Association. In 2012 the name of NGO changed to New Consultancy and Relief Organization. (NCRO) is involved in providing basic humanitarian services in the following sectors:

 In health, NCRO organized hygiene awareness raising campaigns for women in a number of villages in Nangarhar and Nangrahar Provinces  In Agriculture, NCRO distributed Improved Wheat Seeds to farmers in different provinces; established fruit and non fruit nurseries; trained women on maintaining kitchen Garden;  In livestock, NCRO distributed UNHCR donated cows, goats and poultries to returnees and IDPs, this in addition to creating fish ponds in certain suitable returnee focused areas  In irrigation sector, NCRO constructed water intakes, canal rehabilitations, construction of siphons, kariz cleanings and protection walls

NCRO Annual Report 2015  In water supply, NCRO established pip schemes, dug potable water wells and provided hygiene education as a component to the aforementioned projects;  In the infrastructure, NCRO constructed school buildings, clinics and resurfaced tertiary roads in a number of villages  NCRO has been engaged in shelter construction program of UNHCR for the past 3 years and is still working in this field;  In sanitation NCRO constructed latrines and improved waste water drainage systems and created garbage bins  In capacity building NCRO provided income generation trainings for returnees and IDPs' families  In consultancy NCRO provided need assessment of Returnee and IDP by implementation remote monitoring and women right advocacy project under UNHCR fund and referred a number of cases to UNHCR and other relevant agencies through UNHCR Jalalabad.  In RE/EE NCRO has installed over 517 photovoltaic system and constructed over 15 Micro Hydropower.

1. Feasibility Study of Renewable Energy project

Location: Kuzkunar and Kama districts of Nangrahar Province

Duration: 1 month (18.01.2015to 19.02.2015)

The project was implemented in Kama and Kuzkuner districts of Nangrahar Province.

The long-term intent of this project is to reduce poverty and vulnerability in the two districts of Nangarhar province by motivating countryside economic growth with the development of renewable energy sources and improved energy saving tools

NCRO Annual Report 2015 reducing for 30% to 50% the consumption of natural resources for cooking and lighting and heating homes and community buildings. The project aims to improve some 25,000 people’s living conditions in the target communities directly either by focusing on the utilization of renewable energy sources or household energy saving mechanism with upgrading cooking and heating systems. This feasibility study was undertaken to look at and assess the feasibility of the proposed activities, and to identify obstacles for implementing the proposed activities, and propose solutions and/or alternatives. Various Stakeholders confirmed the need and expressed their support to this project. The study also assessed the security situation in the districts, local government support, community contribution, logistics and storage facilities, local material availability, and labor market. The feasibility study concludes that the proposal objectives and activities within the given time-frame and with the available budget are quite relevant to the target areas and target groups’ needs as they respond to one of the greatest problems of the area: shortage of electricity affecting the economic growth, poor quality of services of public institutions such as clinics and schools shortage of electricity affecting, deforestation and soil degradation due to no alternatives for heating and cooking. The proposed activities will help to achieve the proposed objective to contribute “to improved living conditions of vulnerable households in rural areas in Afghanistan.” The project will be implemented within a two-year timeframe. This time is considered sufficient to complete all planned hardware components, but also allows sufficient time to establish user cooperatives and monitor their functioning. It also will allow establishing sustainable market linkages. WHH, together with is implementing partner, will develop a detailed implementation plan at the start of the project.

Methodology for the Feasibility Study:

Data Collection Method: The following methodology for this feasibility study in the two districts was adopted: a) Desk Review: review of project related documents and other relevant literature on renewable energy in Afghanistan and abroad, b) Interviews / Meetings: were held with Community development councils (CDCs), elders, women, local authorities, teachers, local health workers, traders, small businesspersons, green house owners, shopkeepers, and technical workshop workers, NGOs working in the districts, line ministries W &

NCRO Annual Report 2015 E and RRD provincial departments for their views and policies on renewable energy project in the two districts. c) Focus group discussions with Community Development Councils (CDCs) in both of the targeted districts and potential targeted communities.

Fieldwork The research team visited each proposed district to become more familiar with the target area, assess the technical feasibility of the project activities, gain an overview of the status of Energy Efficiency sector in Nangarhar, to assess the needs and the degree to which the proposed strategy and action responds to those needs. In total, the team visited 23 villages in Kama and 11 villages in . The team conducted a comprehensive survey of both districts including rivers, waterfalls, irrigation canals, existing energy resources, water operating flouring mills, schools, hospitals, clinics, and accessibility to the potential project sites. Engineers measured and assessed in the field project technical aspects for planning, design, construction, operation, maintenance, sustainability, and benefits. The team collected data, records, technical details and specifications, applicable policies and guidelines, existing restrictions and limitations against project planning and implementation. The team used technical equipment i.e., level for measuring elevation difference; geo positioning system (GPS) for coordinates location, water flow speed, land terrain, land ownership status of the potential project sites and other relevant aspects with the villagers.

Identified need for construction or reparation of MHPs in target districts A technical team as part of the study visited and surveyed several villages and sites where there was a potential for micro hydropower system construction as according to the people and CDC representatives. The team also visited those sites where no MHP potential existed, but only photovoltaic energy generation was the choice

The project was implemented in Bazidkhail and Kandi Ibrahim Khail villages of Kama district & Bagrami to Sultanpoor villages of Surkhroad district, Nangrahar Province.

The people of project location are vulnerable to food insecurity and the communities had no access to the adequate food and this is why, there are too much unemployment and poverty and, there were need for improving the incomes generation, equally of the local population for better integration and sustainable

NCRO Annual Report 2015 livelihood. The improvements were possible only through provision of sufficient support to make the people of area able to reconstruct their irrigation canals, drainages and springs in new standard.

A) Bagrami Canal and Sultanpoor Springs: The total population of Bagrami and Sultanpoor villages includes 5000 families 80 per cent are Tajik and 20 per cent are Pashtun, Bagrami canal starts from famous Hindus springs in Sultanpoor village center of Surkhroad district and passes Sultanpoor, Ahmadzai, Sawati, Charbagh safa, Qali Baboo,Qali Khawaja, Bakhtan, Miran Qasem Yaka, Baladeh and Bagrami villages and irrigate over 2500 Hectares land in the both side of canal in the above mentioned villages with a total length of 10500 m. By implementation of this project, sufficient irrigation water provided to 2500 Hectares agricultural land, one flour mill reactivated and 188 labors received WFP monthly FFW (Food for Work) ration (37.5 Kg wheat).

B) Bazid Khail Canals: The total populations of Bazidkhail are over 5000 families and all are Pashtun. Bazidkhail 4 canals irrigate over 2500 Hectares agricultural land of kos Safdari, Bar Safdari, Dabi, Dargali, Landabouch and Sada villages with a total length of 40400 m. The people of above mentioned villages are farmers and due to non having sufficient irrigation water were not able to cultivate rice , Cotton, Maize , wheat and vegetables. They were faced with food shortage in their residential area. By implementation of this project, sufficient irrigation water provided to 2500 Hectares agricultural land, one flour mill reactivated and 223 labors received WFP monthly FFW (Food for Work) ration (37.5 Kg wheat).

NCRO Annual Report 2015 C) Kandi Ibrahim Khail Drainages and Canal: The total populations of Kandi Ibrahim are over 2000 families and all are Pashtun. Kandi Ibrahim 20000 m drainages take out excess ground water from 2000 hectares agricultural land of Malik Rahman Jan, Mulayan, Sardar Kelay, Haji Muhammad Anwar Kelay, Malik Abdul Hashim Kelay, Muhamad Azghar Kelay, Habib Rahman Kelay and Ahmadroz Banda villages. The people of above mentioned villages are farmers and due to none having sufficient irrigation water for irrigation of their agricultural land and none having drainage facility for taking out excess salty water from their land they were not able to cultivate rice, Cotton, Maize, wheat and vegetables. By implementation of this project, sufficient irrigation water provided to 2000 Hectares agricultural land and took out excess salty ground water from agricultural land, one flour mill reactivated and 488 labors received WFP monthly FFW (Food for Work) ration (37.5 Kg wheat).

Project Performance:

With the project implementation we have achieved the following activities;

A) Bagrami Canal and Sultanpoor Springs in Surkhroad district: a. Project mobilization. b. Diversion of water from project area. c. Rehabilitation of 3 springs. d. Cleaning of 3000 m canal 1.5 m width and 0.55m depth. e. Cleaning of 6000 m canal 2 m width and 1m depth. f. Cleaning of 1500 m canal 1 m width and 1m depth. g. Food distribution to 188 vulnerable families.

With the achievement of above listed activities, the following objectives were obtained:

1. 3000 farmers' incomes upgraded and improved. 2. Sufficient water provided for irrigation of 7000 hectares agricultural land and milling of rains. 3. Excess salty water removed from 2000 hectares agricultural lands. 4. Job facilities create for 899 vulnerable families. 5. 899 families received WFP food assistance.

3. Feasibility Study of Irrigation project

Location: Murghgiran village in of

Duration: 1 month (05.04.2015 to 15.04.2015)

The project was conducted by NCRO team for implementation of irrigation project in Murghgiran village in paghman district of Kabul Province Murgh Giran Village: It is one of the largest villages in Paghman district located at the southern part of the district at the south side of Kabul Kandahar highway. Some 3500 families (according to community representatives) live in this village. They are mainly farmers; each family having little land for agriculture. The irrigation water is coming from the springs in high mountains in three valleys of Kajdara, Tanddara, and Arghandi to their farmlands. Water source is some two kilometres away from the farmlands. The source is not very large and water flow become smaller in summer particularly in drought years. The water runs in steep hillside canals where up to half of it spills over the canal edges and a lot of more goes down into the soil and disappears along the canal, not usable for irrigation.

The farmers therefore cannot cultivate their entire agricultural land due to the shortage of irrigation water. They only cultivate one third or less of their lands each year. Farmers still face irrigation water shortage in summer for the limited land they cultivate where crops and vegetable need a lot of water. Farmers here usually cultivate wheat, beans, corns, barley potatoes, onions, eggplants, ladyfingers, and pumpkins.

Most of the villagers (up to 80%) of the people irrigate their lands with water coming from Kajdara valley canal as it is the largest water source compared to the others. Similarly Kajdara valley karez provides drinking water for the majority of the villagers. The karez is very old and needs cleaning and basic repair. As Kajdara valley canal and spring provide irrigation and drinking water to most of the villagers, they need better care and maintenance.

Kaj Dara River in Murgh Giran village

Data Collection Methodology: A pre-prepared questionnaire was used for collection information from the community representatives. Village representatives were gathered in the form of a group of seven persons including CDC key members, community elders, and representatives of women. The survey team discussed with the village representatives issues related to their irrigation water shortage. The information our survey team has collected covered people problems with the shortage of irrigation water, their vulnerability, geographical locations for project implementation covering the most vulnerable target groups.

The data collectors discussed with community representatives their vulnerability due to irrigation water shortage, and technically surveyed the potential project site for practical solution of providing sustainable irrigation water supply.

The survey team carefully followed the old canal alignment and marked with level and GPS critical locations where heavy structures need to be made. They measure the length, slope of the new canal or the pipe line, steepness of hillsides, access to the project site different points and all the necessary parameters of the project.

The villagers are ready to provide the necessary security for the project implementation staff with a committee under the supervision of their chieftain

Project objective: The objective of this project is to reduce poverty and vulnerability by provision of irrigation water for agricultural land. Murgh Giran village community has quite a lot of agriculture land but lack or insufficiency or irrigation water is the root cause that people cannot cultivate their entire land. If irrigation water is provided to the village, its inhabitants can improve their living condition a lot with increase and improved agriculture. This irrigation water supply project is aimed to provide sustainable irrigation water supply to Murgh Giran village. This will lead the people to expand their agriculture and the people living condition will get improved and the level of poverty will be reduced in the community. .

4. Construction of Road (Food for Asset)

Location: Gadoli village, Shigal district of Kunar Province

Duration: 3 months (27.08.2015 to 26.11.2015)

The project implemented in Gadoli village, Shigal district of Kunar Province.

The people of Gadoli village are vulnerable to food insecurity and the communities had no access to the adequate food and this is why, there are too much unemployment and poverty and, there were need for improving the incomes generation, equally of the local population for better integration and sustainable livelihood. The improvements were possible only through provision of sufficient support to make the people of area able to construct their village road in new standard to have road access to Shigal main road. Gadoli village is located in the top of forest mountains ( N 35 06.727, E 071 12.762) 676 m higher than the start point of walk way in Shigal district of Kunar province with a distance of 15 Km in the west from Kunar-Nooristan road or Shigal district center The total population of Gadoli village is 600 families.

The main occupation of people in Gadoli village is animal husbandry and agriculture. The villagers were forced to carry their husbandry production on their shoulders to the nearby market.

By implementation of this project, 600 families fond road facilities and 125 labors received WFP monthly FFA (Food for Asset) ration (75 Kg wheat,10 Kg, 7.4 Kg Oil and 0.5 Kg Salt).

5. (E-Cash voucher - Food for Asset) project;

Project Name: Construction of Protection wall and Road

Location: Zulmabad village, Surkhroad district of Nangrahar Province

Duration: 2 months (01.11.2015 to 31.12.2015)

The project implemented in Zulmabad village, Surkhroad district of Nangrahar Province. Zulmabad village is populated with over 3000 families. The main source of irrigation water is from Surkhroad River. Surkhroad River had been diverted from its original bed in Zulmabd village and threatened residential houses, village road, Surkhab Bridge, village irrigation canal and agricultural land. Zulmabad village road connect 9 villages (Qali Khowaja Gull, Qali Khan, Qali Mire Jalal,Banda Azim Khan, Khak Mire Banda, Deh Ballow, Qali Fateh Khan, Quti Khell and Nowroz Qalah villages) with Jalalabad city Main road. After technical survey it was found that 200 m gabion protection wall need is need to protect the village road, residential houses.

NCRO Annual Report 2015 By implementation of this project, road of 9 villages, agricultural land and residential houses protected and 700 labors received WFP monthly FFA through cash voucher (Food for Asset) ration @ 3200 AFN/labor/month.

Project Performance:

With the project implementation we have achieved the following activities;

a. Project Mobilization b. Beneficiary Identification: NCRO in coordination with villages CDCs identified 700 most vuolnerable beneficiaries. c. Community Mobilization: NCRO field team will work with the community development councils to mobilize the beneficiaries to work for the project and expand the program. d. Gabion Wall Construction: NCRO constructed 200 m Gabion protection wall which protect the village road Surkhab Bridge on Kabul highway, Agricultural land ad residential houses. e. Widening and graveling of 300 m road: NCRO widened 110 m road that was affected by flood attack and graveled 300 m road which facilitate road access of 9 villages to the main road of Jalalabd. f. Short Term Income Generation Programs: The primary purpose of the short-term income generation was to provide temporary employment for local laborers on a food-for-Asset basis through E Cash voucher. The program employed 700 general laborers for a two months period.
