    Neo-Gonservatism on the Periphery: The Lessons from B.C.* PHILIP RESNIGK The budget calls for a new way of thinking about government, and about the expectations we all have. It calls for a recognition that the costs (of government) have become excessive in recent years.1 This paper sets out to examine the neo-conservative experiment to which British Columbia was subjected in the three-year period between 1983 and 1986, and to explore the root causes of the pursuit of such policies in an essentially peripheral region within a larger capitalist economy. For while neo-conservatism as an ideology gained ascendancy in the two core English-speaking countries in the late 1970s and early 1980s, it is striking to note that in a country such as Canada it proved more influential at the regional than at the national level. Why should this have been so, and what lessons can we derive from the attempt to administer the bitter medicine of public sector roll-backs and social spending cuts within the confines of a single province? This paper will begin with a brief discussion of the reasons for the emergence of neo-conservatism in the 1970s. It will then say something about the particular nature of state activity in resource-based economies like B.C.'s and of political culture in this province. This will be followed by an examination of the policies which the newly re-elected Social Credit government of the province introduced in July 1983, the reaction these engendered, and the larger impact that the B.C.

Hydro with regard to the proposed Site C dam on the Peace River. The Peace River valley is a significant historical, cultural and natural feature in northern B.C. This significance is recognized by the B.C. government’s designation of the Peace as a Heritage River. The river is heavily used by local residents for boating, swimming, rafting and fishing. The Peace River has significant cultural and historic values associated with First Nations settlement. The upper reaches of river have already been developed for hydro power. The WAC Bennett and Peace Canyon hydro-electric dams produce 31 per cent of British Columbia's hydro-electric power. A third dam, called Site C, is now proposed for the Peace River downstream from the confluence with the Moberly River, near the city of Fort St. John. B.C. Hydro is seeking federal and provincial approval to construct Site C and create a third reservoir on the river. This would destroy virtually all of the historic Peace River that remains within B.C. The purpose of the EIS is to assess the significance of the impacts of the Site C dam and determine whether or not they can be mitigated or offset.

Lana Popham Minister of Agriculture Dr. Andrew Weaver MLA Room 325, Parliament Buildings Oak Bay-Gordon Head Victoria, BC V8V 1X4 Dear Minister Popham, I’m writing to inquire as to what the B.C. government is planning to do to promote and facilitate the transition from ocean based fish farms to land based closed containment systems. The BC NDP election platform states: We will ensure that the salmon farming industry does not endanger wild salmon by implementing the recommendations of the Cohen Commission, keeping farm sites out of important salmon migration routes, and supporting research and transparent monitoring to minimize the risk of disease transfer from captive to wild fish. Claire Trevena, the MLA for North Island and now Minister of Transportation and Infrastructure promised First Nation leaders in Alert Bay on April 23, 2017: “We will remove fish farms, we are committed to that and we can actually form government to make this happen and make sure that these territories and the North island are clear of fish farms” As you are aware, open net fish farms on the migratory paths of wild salmon have long been contentious on the British Columbia coast. Concerns exist regarding sea lice, disease, escaped non-native species, and the impact these contaminants are having on wild stocks – many of which are already significantly depleted. In recent weeks, tensions between some First Nations and operating farms has escalated in response to the salmon spill near the San Juan Islands. While action on this file is long overdue, a responsible and effective move to protect our wild salmon stocks now seems especially urgent.

It was extra painful for me having to self-isolate this week preventing me from attending with you at the PNE grounds. Though I must say the efforts of the Association and the Regimental wreath parties at key locations has still allowed for us to feel connected on this day. The remembrance at the 29th Battalion CEF Monument at the PNE was very well done and attended by over 75 BCR soldiers online. Please pass on my kudos to all those involved in putting this together. The Wait for me Daddy wreath laying party was befitting for such a special and dear monument to our Regiment. Finally, the readings of the Cpl Alexander and Wu at Christ Church Cathedral as part of a wreath laying party was streamed live and can be found on youtube at https://www.thecathedral.ca/livestreams/34. These efforts show the whole Regimental Family is able to adapt and carry on in face of the greatest challenges of this generation of soldiers.

    February 20, 2019 REPORT OF SPEAKER DARRYL PLECAS TO THE HOUSE LEADERS AND LAMC IN REPLY TO THE RESPONSES OF MR. JAMES AND MR. LENZ PART 1 – OVERVIEW A. INTRODUCTION 1. This report provides some comments about the responses that have been delivered by Mr. James and Mr. Lenz. I believe you may find it useful, since I am most familiar with the matters discussed in my Preliminary Report. I recognize that this part of the process remains at a preliminary stage – the Audit and Workplace Review will make findings about what actually happened. But at this stage, the House Leaders need to decide whether confidence in these two officers has been undermined to the point that, regardless of the outcome of the further processes, audits and investigations, Mr. James and Mr. Lenz cannot realistically return to their positions as the senior executives of the Legislative Assembly. 2. The responses from Mr. James and Mr. Lenz attempt to create a contest of evidence between me and them, but that is not what this is about. First, my Preliminary Report is not based solely on my own observations, but is supported by the accounts of more than a dozen witnesses who worked with Mr. James and Mr. Lenz for many years at the Legislature.
