As you may or may not know we have ten district stations in the city of San Francisco and for the first time in the history of the Department we have three female station captains, Bayview Station Captain Valerie Matthews, Richmond Station Captain Michelle Jean and myself, the very proud captain of the Park District.

Next Coffee with a Cop COFFEE WITH A COP

Safety with Respect Join Park Station Police Officers for Coffee with a Cop at this popular Haight Street coffee shop, COFFEE CANTATA located at 1708 Haight Street. On Tuesday May 14, 2019 Officers will be available from 10-11:30 AM. At this informal event you can get to know your local Police Officers.

Community Engagement

Students from the Chinese Immersion School participated in the Bike, Walk and Roll to School Day. Park Station Officers escorted the students along Waller Street to their school.

Captain Bailey spoke to the students about biking and walking safety before the start of the event.

On Tuesday April 9, 2019 community members met with Captain Bailey and Park Station Officers at Martha & Bros Coffee for Coffee with a Cop. Approximately 25 community members had the chance to talk with Captain Bailey and Park Station Officers about concerns in their neighborhood.

On April 4, 2019 Officer Granucci visited Clarendon Elementary School, Officer Granucci read the book, Officer Buckle and Gloria to the students and talked to the student about personal safety.

A JOB WELL DONE On February 10, 2019 at approximately 6:00 PM Officers responded to Fulton and Masonic and a report of a stolen laptop. The first Officers arrived on scene and met with the victim and a witness. Officer Villaarin and Officer Salazar gave a detailed description over their police radios of the suspects and the laptop that was stolen.

The following Sergeants and Officers responded to the area to search for the suspects and stolen laptop: Sgt. O’Malley, Sgt. Friedman, Sgt. Salazar, Ofc. Aguirre, Ofc. Riechsteiner, Ofc. Cheng, Ofc. Asare, Ofc. Lewis, Ofc. Coronado, Ofc. Prescott, Ofc. Murphy, and Ofc. Street. A short time later one of the suspects was seen hiding between two vehicles, this suspect was detained. The victim and witness could not positively identify the suspect as the person who stole the laptop, so he was released.

The above Sergeants and Officers continued to search the area for the others suspects and stolen laptop. Unfortunately they were not located, but the laptop was found in the area where the suspect was hiding and it was returned to the victim. This investigation took a total team effort. The victim was very appreciative of the all the work the Sergeants and Officers did to get her laptop back and sent the following thank you note.

Citizen of the Month

Captain Bailey has named Marylou Para and her cousin Olivia Para Citizens Of The Month for the month of April

This month I am nominating Marylou Para and Oliva Para as our citizens of the month. Although their home was a victim of a Marylou and Olivia had taken several steps that allowed us the SFPD to successfully arrest the perpetrator in their case. #1 The home has an app (part of the NEST program) which notifies them when someone opens their door. #2 The home has a surveillance camera that provided video footage of the suspect entering their home and exiting with the stolen items #3 One of the stolen items taken was a device that had a tracker which allowed them to track the device to a tent in the Mission. #4 At this time they smartly called the police. Marylou assured me she would never have approached the suspect/s and that is why she immediately called the police. #5 Police responded and made the arrest of the individual who was in possession of the stolen property. This individual was on probation for burglary. All the victim’s property was recovered. What a great end to an invasion of their home. This victim’s success was based on all the steps she and her cousin had taken to keep their home secure and safe and even though the culprit had made entry into her home her proactive steps allowed us to make an arrest.

Takeaway lesson- get your surveillance camera, your app that notifies you of someone entering your home and put a tracker on any device that is of value. Be safe and do everything you can to prevent being a victim but if you are take all the precautions that will allow us to take these predators into custody.

Captain Bailey has named Mike Chicas Officer of the Month for the month of April

OFFICER OF THE MONTH Mike Chicas

Officer Chicas began his career in law enforcement in 1996. He worked for the Redwood City Police Dept. for 4 years, followed by 13 years with the Belmont Police Department before joining the SFPD in 2013. He has held many specialty assignments during his career and is currently assigned as one of the traffic units for Park Station. Officer Chicas has been a Specialist with the Department’s Special Operations Group for almost 4 years. Officer Chicas enjoys working in the Park District because of the scenery. In his off time he enjoys playing soccer with the SFPD soccer team, ice hockey, working out and enjoys commuting on his bicycle to work.

Warrant Arrest, Enroute to Outside Jurisdiction, Warrant Arrest, Local SF Warrant, Municipal Code Violation (General)/ Area of Noe St. -04/15/19 08:35

While on patrol in the area of Noe St. Officers responded to a report of an encampment obstructing the sidewalk. Officers approached the subject who identified himself. Subject was told that his tent was obstructing the sidewalk and preventing the free flow of pedestrians attempting to get by. A warrants check revealed that the subject had two misdemeanor warrants for his arrest. The first warrant for $5,000 was out of San Mateo County for drugs. The second warrant was out of San Francisco County for $5,000 for . The subject was arrested and transported to County Jail.

Warrant Arrest, Local SF Warrant, Enroute to Outside Jurisdiction, Municipal Code Violation/ Area of Stanyan St. -04/18/19 08:14

While on patrol in the area of Stanyan Street, Officers observed a male subject walk towards a tree and started urinating on the tree. Officers detained the male subject and he was informed that he was being detained for urinating in a public place. A computer check revealed that the subject had two outstanding misdemeanor warrants, the first warrant was for $15,000 out of San Francisco County for vandalism and the second warrant from San Mateo County was for $10,000 for drugs. The subject was placed under arrest and transported to County Jail.

Hallucinogenic, Possession for Sale, Marijuana, Methamphetamine, Possession for Sale Area of Haight Street. -04/18/19 and 04/19/19 14:19

A “Buy Bust” operation was conducted by Park Station Officers along the Haight Street corridor. During the operation a total of nine drug dealers were arrested for selling and possession for sales of the following illegal drugs: LSD/Psilocybin, Methamphetamine, and Marijuana possession for sale. The these drug dealers were all booked at Park Station and transported to County Jail.

Driving, License Suspended or revoked/ Area of Fulton St. -04/19/19 22:24

While patrolling the area of Fulton Street, Officers observed a vehicle drive through a solid red light. Officers conducted a traffic stop on the vehicle and made contact with the driver. Officers asked the driver for his driver’s license, which the driver informed the officers he did not have one. The computer system showed that his driver’s license was currently suspended and revoked. Driver was issued a citation and his vehicle was towed. Possession of stolen cellular phone, Stolen property possession with knowledge, receiving/ Kezar and Martin Luther King Jr. Drive - 04/20/19 11:45 During the 420 event a San Francisco Recreation and Park Ranger, who was on bicycle patrol reported that her cell phone was stolen while she was issuing a parking violation to a subject in an illegally park car. The subject was enraged that he was getting a ticket and got out of his car and threw the Park Ranger’s bicycle to the ground. The Park Ranger’s cell phone fell and the suspect pick up the cell phone and fled in his vehicle. The Park Ranger was able to track her cell phone by using the Find My IPhone application. The tacking lead Park Station Officers to the area of Dolores Park where the suspect and his vehicle was located. The suspect was positively identified as the person who stole the Park Ranger’s cell phone. The suspect was arrested and since his vehicle was parked illegally again in a red zone his vehicle was towed.

Theft, Shoplifting / Stanyan and Haight Street 04/20/19 15:58 Park Station Officers responded to an incident of shoplifting. The Loss Prevention Officers observed a subject stuffing Probiotics, totaling $339.00 into his jacket pocket. The subject then put a pint of Ben & Jerry’s ice cream into his jacket pocket. The subject walked past several open registers without attempting to pay and exited the store. The Loss Prevention Officer detained the subject and called the police. The Loss Prevention Officer signed a Citizen's Arrest for shoplifting and the subject was arrested. The subject was cleared of any warrants and cited for shoplifting and released from the scene.

Resisting, Delaying or Obstructing Peace Officer Duties, Municipal Police Code Violation/Haight Street 04/20/19 07:45 Two Park Station Sergeants were on foot patrol on Haight Street when they observed a subject under a blanket. The subject was in front of a store that had a no trespassing 25MPC sign posted in the window. The Sergeants woke up the subject and informed the subject that he was in violation of trespassing. The subject became verbally abusive to the Sergeants. The subject leapt to his feet and charged at the Sergeants. The Sergeants were able to handcuff the subject without further incident. The Sergeants were going to issue the subject a citation for no trespassing, but subject gave a false name to the Sergeants. Two Park Station Officers responded to the scene and were able to positively identify the subject from prior contacts. The subject was cited for the above violations and released from the scene.

DEFINITION OF SUSPICIOUS ACTIVITY

Suspicious activity is any observed behavior that could indicate a crime-related incident has been committed, or about to be committed. Unusual items or situations: A vehicle is parked in an odd location, a package/luggage is unattended, a window/door is open that is usually closed, or other out-of-the-ordinary situations occur.

Examples of Suspicious Activity:

 An individual peering into vehicles, to try, and locate any valuables left unattended.

 An individual trying door handles to vehicles, and/or residences to gain access to the vehicle and/ or residence.

 An individual checking front doors of residences to locate any unattended packages, or individuals following delivery trucks to see where the truck is dropping off packages.

Crime Definitions

Definitions

Robbery – Robbery is the taking of property from another by using force or by using fear.

Assault – An assault is an unlawful attempt, coupled with the present ability, to commit a violent injury on another person.

Battery - (Misdemeanor ) is any willful and unlawful touching of another.

( battery) is the use of force or violence upon the person of another that causes serious bodily injury.

*Assault is when a person swings their arm and battery is when that arm makes contact with another person.

Aggravated Assault – Assault upon another person with a deadly weapon or instrument other than a firearm or by any means of force likely to produce great bodily injury.

Burglary – The intent upon entry into a property to commit grand theft, petty theft, or any felony.

Grand Theft – Grand theft is theft committed when the value of the money, labor, or property taken ex- ceeds $950.

Petty Theft – Theft where the value of the property taken is less than $950.

Who and when to call?

3-1-1: Please contact 3-1-1 when the issue is a not an emergency, yet requires City services or, if you simply have questions regarding City services. Non-emergency situations include the following examples: damage to public property, public trees that requires pruning, defective streets or sidewalks, homeless-related issues. 3-1-1 was developed to help the community inform the appropriate City agency regarding a service request.

SF 3-1-1 APP is available to use on your mobile device. Download the APP and its easy to use for many Non-emergency.

Non- Emergency San Francisco Dispatch Line: Pease call the non- emergency dispatch line (415-553-0123) when the scenario does not need immediate response from the San Francisco Police Department. For example, if there is a loud party, a group of loud juveniles loitering in front of your residence, noise complaints, doubled parked vehicles, suspicious activities, or a homeless/nuisance related issue. The non-emergency line is for situations that require the police, but do not require an immediate police response.

9-1-1, please call 9-1-1 immediately if there is a police, fire, medical, or any other emergency. The purpose of San Francisco's 9-1-1 Emergency Telephone System is to provide the community an immediate response of police, fire, or medical personnel for emergency occurrences. To accomplish this, it is imperative that the calls received on the 9-1-1 line be restricted to those situations that require immediate dispatching of police, paramedic, or fire department personnel. For example, crimes or fires that are in-progress, or medical emergencies.

The San Francisco Police Department district station telephone numbers and emails are not monitored. Questions will be answered in the order we receive them.
