On Wednesday I had the pleasure of attending a press conference where Mayor London Breed signed small business stream lining legislation witnessed by Supervisor Vallie Brown and many local business owners. Mayor Breed and Supervisor Brown then walked several blocks visiting a number of the wonderful businesses in the neighborhood.

OFFICERS OF THE MONTH

Captain Bailey has named Edwin Lee and Willion Wong Officers of the Month for the month of August. Congratulations to Officer Edwin Lee and Officer Willion Wong. These two veteran officers have been assigned to the midnight watch at Park Station for over 10 years. Officer Lee and Officer Wong have a solid partnership and together have helped many people over the years while working in the Park District. They are very proactive while patrolling and make excellent arrests during their midnight shift. With these two veteran Officers on patrol the Park District is a safer place to work, live and visit.

Warrant Arrest, Local SF Warrant, Traffic Violation Arrest / Area of 14th St. – 9/16/2019 Officers observed a black sedan make a left turn in violation of a no left turn sign. The officers conducted a traffic stop and the vehicle pulled into the parking lot of a gas station. The officers made contact with the driver who stated that she had forgotten her driver’s license, but remembered her driver’s license number. The officers conducted a records check. The officers discovered the driver had an outstanding warrant for her arrest, the officer confirmed the warrant. The driver stated that she would have a licensed driver pick up the vehicle. The driver was arrested, transported to county jail and booked for her warrant and failure to obey a posted sign.

Theft, Shoplifting / Area of Stanyan St. - 9/16/2019 Officers responded to a grocery store regarding a possible shoplifting. Officers spoke with the security guard who stated the subject took multiple items and placed them in her bag and only paid for some items. The security guard detained the individual in the parking lot of the grocery store and escorted the subject to the security office. The security guard signed a Citizen’s Arrest Form, the subject was arrested and cited for shoplifting.

Terrorist Threats / Area of Laguna Honda Blvd. – 9/18/2019 Officers responded to a call regarding a subject mentally altered, who was observed swinging a broom, and threatening people. Upon arrival officers de-escalated the incident and detained the subject who put the broom on the ground when ordered to do so. Officers spoke with the citizen who called the police and that person identified the subject. The citizen signed a Citizen’s Arrest Form and the officers placed the subject under arrest for 422PC, criminal threats. The subject was transported to county jail.

Park Code Violation, Methamphetamine Offense / Area of Fell St. 9/19/19 Officers were on patrol in the area of Fell and Baker Street when they observed a male sitting in a tree in violation Park Code 4.01(f). Officers ordered the subject out of the tree the subject complied and climbed down. A record check revealed that the subject had an outstanding warrant out of San Mateo County. The subject was arrested and during an arrest search the officers located methamphetamine in the subject’s right front pants pocket. The subject was transported to Park Station. At Park Station San Mateo County was not able to confirm the warrant. The subject complained of a head injury that he received earlier in the day and requested an ambulance. The ambulance transported the subject to San Francisco General Hospital (SFGH). At SFGH the subject was cited for the above violations and released.

Malicious Mischief, Vandalism to Vehicle / Area of McAllister St. 9/19/19 On the above date Officers were flagged down by a citizen who reported a subject threw a rock at his vehicle window. The citizen pointed out the subject to the officers. The Officers detained the subject without incident. The citizen explained to the officers that he was inside his house and heard a “Big Bang”. The citizen looked out of his window and observed the subject walking away from his truck parked in the driveway. The citizen told the officer the subject threw a rock at the driver’s side window. The window did not break, but the window was scratched. The citizen signed a Citizen's Arrest Form for vandalism. The Officer accepted the arrest and while issuing the citation to the subject he stated, “Yah, cause I threw a rock at his window”. The subject was cited and released.

DEFINITION OF SUSPICIOUS ACTIVITY

Suspicious activity is any observed behavior that could indicate a crime-related incident has been committed, or about to be committed. Unusual items or situations: A vehicle is parked in an odd location, a package/luggage is unattended, a window/door is open that is usually closed, or other out-of-the-ordinary situations occur.

Examples of Suspicious Activity:

 An individual peering into vehicles, to try, and locate any valuables left unattended.

 An individual trying door handles to vehicles, and/or residences to gain access to the vehicle and/ or residence.

 An individual checking front doors of residences to locate any unattended packages, or individuals following delivery trucks to see where the truck is dropping off packages.

Definitions

Robbery – Robbery is the taking of property from another by using force or by using fear.

Assault – An assault is an unlawful attempt, coupled with the present ability, to commit a violent injury on another person.

Battery - (Misdemeanor ) is any willful and unlawful touching of another.

( battery) is the use of force or violence upon the person of another that causes serious bodily injury.

*Assault is when a person swings their arm and battery is when that arm makes contact with another person.

Aggravated Assault – Assault upon another person with a deadly weapon or instrument other than a firearm or by any means of force likely to produce great bodily injury.

Burglary – The intent upon entry into a property to commit grand theft, petty theft, or any felony.

Grand Theft – Grand theft is theft committed when the value of the money, labor, or property taken exceeds $950.

Petty Theft – Theft where the value of the property taken is less than $950.

Who and when to call?

3-1-1: Please contact 3-1-1 when the issue is a not an emergency, yet requires City services or, if you simply have questions regarding City services. Non-emergency situations include the following examples: damage to public property, public trees that requires pruning, defective streets or sidewalks, homeless-related issues. 3-1-1 was developed to help the community inform the appropriate City agency regarding a service request.

SF 3-1-1 APP is available to use on your mobile device. Download the APP and its easy to use for many Non-emergency.

Non- Emergency San Francisco Dispatch Line: Pease call the non- emergency dispatch line (415-553-0123) when the scenario does not need immediate response from the San Francisco Police Department. For example, if there is a loud party, a group of loud juveniles loitering in front of your residence, noise complaints, doubled parked vehicles, suspicious activities, or a homeless/nuisance related issue. The non-emergency line is for situations that require the police, but do not require an immediate police response.

9-1-1, please call 9-1-1 immediately if there is a police, fire, medical, or any other emergency. The purpose of San Francisco's 9-1-1 Emergency Telephone System is to provide the community an immediate response of police, fire, or medical personnel for emergency occurrences. To accomplish this, it is imperative that the calls received on the 9-1-1 line be restricted to those situations that require immediate dispatching of police, paramedic, or fire department personnel. For example, crimes or fires that are in-progress, or medical emergencies.

The San Francisco Police Department district station telephone numbers and emails are not monitored. Questions will be answered in the order we receive them. Station emails are not for making police reports nor for reporting a crime. If you need to make a police report, you can call 415-553-0123 or go to your district police station. If you have an emergency, please call 9-1-1.
