It is essential to this mission that all members remember that in the execution of their duties they act not for themselves, but for the good of the public. We will at all times work in concert with all community agencies and groups to promote a better understanding of Law Enforcement. In order to ensure the success of our mission, we will at all times work in close cooperation with other law enforcement agencies to control crime. 2 Law Enforcement Code of Ethics As a law enforcement officer, my fundamental duty is to serve the community; to safeguard lives and property; to protect the innocent against deception, the weak against oppression or intimidation, and the peaceful against abuse or disorder; and to respect the constitutional rights of all to liberty, equality, and justice. I will keep my private life unsullied as an example to all and will behave in a manner that does not bring discredit to me or to my agency. I will maintain courageous calm in the face of danger, scorn, or ridicule; develop self-restraint and be constantly mindful of the welfare of others. Honest in thought and deed both in my personal and official life, I will be exemplary in obeying the law and the regulations of my department. Whatever I see or hear of a confidential nature or that is confided to me in my official capacity will be kept ever secret unless revelation is necessary in the performance of my duty. I will never act officiously or permit personal feelings, prejudices, political beliefs, aspirations, animosities, or friendships to influence my decisions. With no compromise for crime and with relentless prosecution of criminals, I will enforce the law courteously and appropriately without fear or favor, malice or ill will, never employing unnecessary force or abuse, and never accepting gratuities. I recognize the badge of my office as a symbol of public faith, and I accept it as a public trust to be held so long as I am true to the ethics of police service. I will never engage in acts of corruption or bribery, nor will I condone such acts by other police officers. I will cooperate with all legally authorized agencies and their representatives in the pursuit of justice. I know that I alone am responsible for my own standard of professional performance and will take every reasonable opportunity to enhance and improve my level of knowledge and competence. I will constantly strive to achieve these objectives and ideals, dedicating myself before God to my chosen profession . law enforcement. 3 Introduction The Town of Brighton Police Department is committed to working with community members to improve the level of service we provide. Our view is that the New York State Executive Order #203 is an opportunity for growth for all of us in law enforcement to create a long-term and ongoing effort to foster better relationships with the communities we serve. Overview The earliest roots of the Town of Brighton Police Department were established in 1814 with the appointment of two Town Constables who were appointed by Oliver Culver after he was elected as Brighton’s first Town Supervisor. Currently, our authorized strength is comprised of forty (40) full-time sworn staff that patrols an area of approximately 15.5 square miles with an estimated population of roughly 36,000 residents. It is important to note, we serve a population considerably larger during business hours. Brighton is also home to several colleges, one of which is Monroe Community College, which has enrollment at the Brighton Campus of over 8,000 students. We currently have 11% of sworn staff who are female members and 11% who are people of color. Another important data point is that 86% of our sworn staff have a college degree, with three members who have a Master’s degree (see below chart). We currently have approximately 1.05 officers per thousand residents which is consistently below the national average of 2.4 per thousand and 2.90 in NYS (city-data.com). Our staffing level has remained consistent for over 20 years. 4 Our department handles about 48,000 calls for service each year, based on a five-year average. Of those calls for service, on a five-year average, they result in about 550 arrests a year and almost 5,000 traffic tickets issued a year. The National Incident Based Reporting System (NIBRS) five year average is 1,836 crime incidents. To further foster transparency, I am committed to categorizing the above data to include the racial make-up of those with whom we interact in our annual report. Organizational Structure The Brighton Police Department is authorized to have forty (40) full-time sworn officers. Currently, as of March 2021, we have thirty-seven (37) full-time members. Our organizational structure provides clear and identifiable roles for command and control of the department. We have two divisions within the police department that are led by senior members of staff. The operations division is managed by a Captain and is the largest division consisting of patrol officers, part-time police officers (court-security), crossing guards, and animal control officers. The patrol Captain ensures police department tactical readiness as well as emergency preparedness. This division also works with staff personnel to organize and develop programs such as directed patrol, crime prevention approaches, new methods of delivering police service, and personnel training which aid in improving the efficiency of operations. We currently have six (6) part-time sworn staff whose primary function is to provide security for the Town of Brighton Courts. The make-up of our part-time court security staff is 5 also very diverse with 33% being people of color. In 2018, after consultation with the Brighton Town Court and acting on a recommendation from a 2006 action plan for the Justice Courts, we assessed a need to provide better security in our Town Courts. For the first time in the history of our department we were authorized to staff part-time sworn officers whose jurisdiction was constrained to the Town of Brighton courts and Town Hall Complex. These officers are fully trained to the same standards as full-time sworn members of law enforcement. Their primary duties are screening persons entering Town Court and maintaining security within the courtrooms. On occasion, they can take defendants into custody as ordered by the court. Crossing guards also come under the administration of the Operations side of the police department. We currently have an authorized strength of fourteen crossing guards whose primary responsibility is to safely cross students at the busier intersections within Town (see below chart). We currently staff three part-time Animal Control Officers whose function is to respond to complaints dealing with all types of animals. Again, this work-group is diverse with 33% of that staff being persons of color (see below chart). This service generally concentrates on the dog population of the Town but is also responsible for complaints dealing with raccoons, deer, trapped wildlife, and other concerns dealing with domestic or wild animals. Animal Control assists the Geese Control Task Force with the management of the goose population in the Town of Brighton. 6 The staff services

Some 911 calls may not require a time-sensitive response at all. Recent original analysis conducted by the Center for American Progress (CAP) and the Law Enforcement Action Partnership (LEAP) examined 911 police calls for service from eight cities and found that 23 to 39 per- cent of calls were low priority or nonurgent, while only 18 to 34 percent of calls were life-threatening emergencies. While many 911 calls do merit an emergency police response, unnecessarily dispatching armed officers to calls where their presence is unnecessary is more than just an ineffective use of safety resources; it can also create substantially adverse outcomes for communities of color, individuals with behavioral health disorders and disabilities, and other groups who have been disproportionately affected by the American criminal justice system. To improve outcomes for the community and reduce the need for police response, LEAP and CAP propose that cities establish a new branch of civilian first responders, known as “Community Responders.” As envisioned, Community Responders would be dispatched in response to two specific categories of calls for service that do not require police response.

Modern policing develops a culture of rewarding silence. There needs to be a negotiation with the police unions to not only prevent officers from being rehired, but also come up with a form of licensure for officers so that if they violate the terms of their duty then they have their license revoked.

    Race, Surveillance, Resistance CHAZ ARNETT The increasing capability of surveillance technology in the hands of law enforcement is radically changing the power, size, and depth of the surveillance state. More daily activities are being captured and scrutinized, larger quantities of personal and biometric data are being extracted and analyzed, in what is becoming a deeply intensified and pervasive surveillance society. This reality is particularly troubling for Black communities, as they shoulder a disproportionate share of the burden and harm associated with these powerful surveillance measures, at a time when traditional mechanisms for accountability have grown weaker. These harms include the maintenance of legacies of state sponsored, racialized surveillance that uphold systemic criminalization, dispossession, and exploitation of Black communities. This Article highlights Baltimore City, Maryland as an example of an urban area facing extraordinary challenges posed by an expanding police surveillance apparatus, fueled in part by corruption and limited channels of formal constraint. As Black residents experience the creep of total surveillance and its attendant aims of control and subordination, the need for avenues of effective resistance becomes apparent. This Article argues that these communities may draw hope and inspiration from another period in American history where Black people were subjected to seemingly complete surveillance with limited legal recourse: chattel slavery. People enslaved in or passing through Maryland used a variety of means to resist surveillance practices, demonstrating creativity, bravery, and resourcefulness as they escaped to freedom on the Underground Railroad. Internalizing and building upon these lessons of agency and resistance will be critical for Black communities in Baltimore and other similarly situated places across America that are seeking relief from the repressive effects of pervasive police surveillance.

    The Matter of Black Lives A new kind of movement found its moment. What will its future be? By Jelani Cobb, THE NEW YORKER, March 14, 2016 On February 18th, as part of the official recognition of Black History Month, President Obama met with a group of African-American leaders at the White House to discuss civil-rights issues. The guests—who included Representative John Lewis, of Georgia; Sherrilyn Ifill, the director- counsel of the N.A.A.C.P. Legal Defense and Educational Fund; and Wade Henderson, who heads the Leadership Conference on Civil and Human Rights—were intent on pressing the President to act decisively on criminal-justice issues during his last year in office. Their urgency, though, was tempered by a degree of sentimentality, verging on nostalgia. As Ifill later told me, “We were very much aware that this was the last Black History Month of this Presidency.” But the meeting was also billed as the “first of its kind,” in that it would bring together different generations of activists. To that end, the White House had invited DeRay Mckesson, Brittany Packnett, and Aislinn Pulley, all of whom are prominent figures in Black Lives Matter, which had come into existence—amid the flash points of the George Zimmerman trial; Michael Brown’s death, in Ferguson, Missouri; and the massacre at the Emanuel A.M.E. Church, in Charleston, South Carolina—during Obama’s second term. Black Lives Matter has been described as “not your grandfather’s civil-rights movement,” to distinguish its tactics and its philosophy from those of nineteen-sixties-style activism.
