Marquardt Chief of Police 1 | Page A NOTE FROM THE CHIEF I am proud to present to you the 2019 City of Milton Police Department Annual Activities Report. As the charts at the end of the report indicate, we once again saw an increase over previous years in the number of calls for service we responded to in 2019. Some of that increase is due to more consistently capturing the work we do, especially when it comes to code enforcement and security checks. However, an analysis of the data when removing code enforcement, security checks and business checks still shows a 9% increase in calls over 2018. With the community growth in both residential and business sectors, I predict that our total calls will continue to steadily increase in the coming years. The department’s structure was remarkably stable in 2019. Our two newest officers, Heather Peck and Andy Ries, successfully completed their probationary period. This brought the department to full staff. No hiring processes were completed in 2019. In last year’s annual report, I introduced our new method of reporting crime information to the federal government. Our department, along with the other departments in Rock County, began transitioning from the Uniform Crime Report (UCR) method to the National Incident Based Report System (NIBRS). Describing all of the differences between the two programs would be too long for this report. However, the main difference is the level of detailed data entry that the NIBRS program requires.

As 2020 ends and we look forward to a better 2021, I am proud to highlight the achievements of the men and women of Vail PD! Even with a global pandemic, unrest and social justice concerns about the police and three of the worst wildfires in Colorado’s history, we as an organization were remarkably successful even while being locked down! We accomplished a great many things that have a significant effect on our community as well as many of the guests who visit Vail. A new Strategic Framework was developed to lead us into 2021-2023; Colorado Police reform measures were passed in SB-217; former TOV IT Director Ron Braden was brought to justice and a significant portion of the funds he stole from the Town were recovered; we learned how to participate in numerous Zoom meetings on many subjects including the county’s COVID response; and, held regular All-Hands meetings to help keep everyone informed while at a distance, with an emphasis on our mental health. Serial theft suspects were arrested and new ways to communicate to citizens were implemented in the Communications Center. We used the pandemic as an opportunity to exercise our incident management skills and had a tabletop exercise with the Fire Department leadership team on Zoom. Most importantly we continued to provide excellent public safety services to our community during these difficult times, while doing a stellar job at staying healthy ourselves! Tenant has been subject to an unlawful detainer or any civil suit filed against them by a previous landlord in the last 5 years 6. Tenant does not have good references from any landlord in last 5 years 7. Tenant has been subject to bankruptcy in the last 3 years 8. Any conviction for a sex offense that is subject to any state’s sex offender lifetime registration requirement. 9. Tenant may be denied where the date of disposition from a criminal conviction occurred within the past seven years.
