DECIDING ON DUBLIN'S INTEGRATED TRANSPORT POLICY THE CASE FOR HEAVY RAIL MARTIN ROGERS DUBLIN INSTITUTE OF TECHNOLOGY 1. B A C K G R O U N D Dublin is in the process of finally deciding the structure of its public transport system, in particular the form of rail-based transport to be employed in the capital. This process has been ongoing since the early nineties when the Dublin Transport Initiative (DTI) was established to put together a transportation plan for the Greater Dublin Area to the year 2011, publishing its final report in 1995 (DTI, 1995). The problem of resolving the public transport needs for the capital city has its basis in the recommendations of this report. This paper examines the data used to formulate the initial Core Strategy of projects contained within the DTI Final Report which dealt with all surface transport (road, rail, bus, cycling and walking), and examined transport in an integrated sense, inter-relating it with policies such as economic development, employment and the environment. This paper discusses whether the judgements made by the decision-makere within DTI Phase 2 regarding the most appropriate transport strategy for the region were, in retrospect, the correct ones. In particular, this report, in the opinion of the author, did not pick the correct suburban rail option for Dublin as part of its chosen core strategy. It also asks whether any suitable corrective action has been taken in the intervening years as part of the DTI review process to adjust the strategy, where appropriate, and whether the proposed strategy update corrects, to any extent, the original errors committed. -

RESEARCHING HUGUENOT SETTLERS IN IRELAND1 VIVIEN COSTELLO PREAMBLE This study is a genealogical research guide to French Protestant refugee settlers in Ireland, c. 1660–1760. It reassesses Irish Huguenot settlements in the light of new findings and provides a background historical framework. A comprehensive select bibliography is included. While there is no formal listing of manuscript sources, many key documents are cited in the footnotes. This work covers only French Huguenots; other Protestant Stranger immigrant groups, such as German Palatines and the Swiss watchmakers of New Geneva, are not featured. INTRODUCTION Protestantism in France2 In mainland Europe during the early sixteenth century, theologians such as Martin Luther and John Calvin called for an end to the many forms of corruption that had developed within the Roman Catholic Church. When their demands were ignored, they and their followers ceased to accept the authority of the Pope and set up independent Protestant churches instead. Bitter religious strife throughout much of Europe ensued. In France, a Catholic-versus-Protestant civil war was waged intermittently throughout the second half of the sixteenth century, followed by ever-increasing curbs on Protestant civil and religious liberties.3 The majority of French Protestants, nicknamed Huguenots,4 were followers of Calvin. -

Accounting for the Fund The Companies Act 1985 does not apply to all public bodies but the principles that underlie the Act’s accounting and disclosure requirements are of general application: their purpose is to give a true and fair view of the state of affairs of the body concerned. The Government therefore has decided that the accounts of public bodies should be prepared in a way that conforms as closely as possible with the Act’s requirements and also complies with Accounting Standards where applicable. The accounts are prepared in accordance with accounts directions issued by the Secretary of State for Transport. The Fund’s accounts consolidate the General Lighthouse Authorities’ (GLAs) accounts and comply as appropriate with this policy. The notes to the Bishop Rock Lighthouse accounts contain further information. Section 211(5) of the Merchant Shipping Act 1995 requires the Secretary of State to lay the Fund’s accounts before Parliament. -

As an organisation we look after some of the island’s most valuable outdoor recreation resources and as an all island body have a clear challenge to demonstrate that working together we can deliver more for people across the island than working separately. The past five years have been challenging, a change in focus, moving from our customers being primarily boat owners to a much broader customer base and new opportunities for growing use of the waterways. Thanks to the skills and experience of our operational teams, despite greatly reduced funding, we have been able to respond to infrastructure failures, commenced lock gate manufacture and replacement, and maintained the hundreds of recreational and amenity sites across the waterways. -

In thirteen short chapters, James H. Murphy gives a narrative account of the key personalities involved and the various topics that occupied debates, ranging from grandstanding over loyal addresses to Queen Victoria to the glacial speed at which major social problems, such as sanitation, were tackled by a largely uninterested elite. Many readers will be familiar with the author’s two major studies of nineteenth-century Irish nationalism in the context of “the institutions of constitutional affinity”—Abject Loyalty: Nationalism and Monarchy in Ireland during the Reign of Queen Victoria (2001) and Ireland’s Czar: Gladstonian Government and the Lord Lieutenants of the Red Earl Spencer, 1868-86 (2014)—and as he explains in the introduction, this volume was initially planned as the final volume of that trilogy. Murphy notes that his working hypothesis was that Dublin Corporation, “the most important and prestigious deliberative body in Ireland,” could be understood as Ireland’s “little civic parliament” (a phrase associated with the “Repeal” debates), in the absence of a national parliament after the Act of Union. -

Appendix 1 NPWS Site Synopses SITE SYNOPSIS SITE NAME: RIVER BOYNE AND RIVER BLACKWATER SPA SITE CODE: 004232 The River Boyne and River Blackwater SPA is a long, linear site that comprises stretches of the River Boyne and several of its tributaries; most of the site is in Co. Meath, but it extends also into Cos Cavan, Louth and Westmeath. It includes the following river sections: the River Boyne from the M1 motorway bridge, west of Drogheda, to the junction with the Royal Canal, west of Longwood, Co Meath; the River Blackwater from its junction with the River Boyne in Navan to the junction with Lough Ramor in Co. Cavan; the Tremblestown River/Athboy River from the junction with the River Boyne at Kilnagross Bridge west of Trim to the bridge in Athboy, Co. Meath; the Stoneyford River from its junction with the River Boyne to Stonestown Bridge in Co. Westmeath; the River Deel from its junction with the River Boyne to Cummer Bridge, Co. Westmeath. The site includes the river channel and marginal vegetation. Most of the site is underlain by Carboniferous limestone but Silurian quartzite also occurs in the vicinity of Kells and Carboniferous shales and sandstones close to Trim. The site is a Special Protection Area (SPA) under the E.U. Birds Directive of special conservation interest for the following species: Kingfisher. A survey in 2010 recorded 19 pairs of Kingfisher (based on 15 probable and 4 possible territories) in the River Boyne and River Blackwater SPA. A survey conducted in 2008 recorded 20-22 Kingfisher territories within the SPA.
