PROFILE

• Research Faculty and Director of the Florida Catastrophic Storm Risk Management Center engaged in meaningful research projects expected to have an immediate impact on policies and practices related to catastrophic storm preparedness. • Record of success and achievement setting up, developing, and administering three high profile programs created in Florida statutes: - From the inception of the Florida Hurricane Catastrophic Fund (FHCF), led in its initial creation and further development for over 21 years as its Chief Operating Officer. The FHCF has a similar risk transfer purpose as private reinsurance and is designed to manage catastrophic hurricane risk for the State of Florida. The FHCF has a claims-paying capacity of $17 billion. - Provided the vision, guidance, and leadership for the creation of the Florida Commission on Hurricane Loss Projection Methodology. The Commission is an independent commission created to establish standards for both hurricane models and flood models. The Commission’s role also entails making findings regarding the acceptability of such models for both residential property insurance rate-making purposes and for the evaluation of insurer solvency (probable maximum loss calculations). The work of the Commission impacts over $11 billion of residential premiums in the state. - Implemented and monitored the ongoing compliance of the Insurance Capital Build-Up Incentive Program. The program was created in 2006 as a $250 million surplus note (loan) program funded by the State of Florida to encourage matching contributions in order to enhance the writing of residential property insurance in the state. • Top management experience in insurance regulation. • Ph.D. in Risk Management and Insurance. Vita • Duties and responsibilities include the leadership and management of the Florida Hurricane Catastrophe Fund (FHCF). The FHCF is a state tax-exempt trust fund that provides reimbursements for catastrophic hurricane losses to insurers writing residential property insurance in the state. The FHCF is a mandatory state program that operates similarly to reinsurance. • The FHCF is administered by the State Board of Administration of Florida (SBA) which is headed by an Executive Director (Ash Williams) to whom the Chief Operating Officer of the FHCF reports. During my tenure, the most recent Trustees of the SBA were Governor Rick Scott, Attorney General Pam Bondi, and the state’s Chief Financial Officer Jeff Atwater. The FHCF also has a nine-member Advisory Council consisting of consumer representatives, insurance industry representatives, and technical experts. • Operations involve a management team of 13 employees who direct and coordinate the activities of 163 other people including 92 service providers, 63 other SBA employees, and 8 Division of Bond Finance employees. This group of people is engaged in a number of complex activities including: developing reimbursement contract provisions, designing exposure data collection forms, developing a premium formula for ratemaking purposes (which involves both hurricane computer modeling and actuarial work), collecting exposure data, paying loses, examining exposure and loss data, formulating investment policy, issuing debt, dealing with and/or resolving legal issues, formulating and drafting legislation, lobbying on behalf of the SBA/FHCF, participating in educational and communication programs, and interacting with a variety of stakeholders, beneficiaries, and interested parties. Additional administrative functions include budgeting, internal audit and response, financial audit, financial and accounting matters, human resource activities involving evaluating, training/development, and hiring/recruiting, organizational wide strategic planning and enterprise risk management, and software and data base development for the FHCF. • The magnitude of the FHCF’s operations encompass the following: over $2 trillion of residential exposure is reported to the FHCF annually, the FHCF collects around $1.3 billion in annual premiums from 160 participating residential property insurers or about 13% of the overall residential premium in the state. The FHCF has a claims paying capacity of $17 billion and a projected accumulated cash balance of $13.8 billion for the 2016-2017 contract year as well as $2.7 billion of additional liquidity from pre-event notes. The FHCF paid over $9.58 billion in claims from hurricane events in 2004 and 2005 and a total of $9.7 billion since inception in 1993. Since 2006, the FHCF has engaged in $17.15 billion of various financial transactions including pre-event debt, post- event debt; a bond put options agreement, and the procurement of reinsurance. The annual operating budget is $7.4 million. • Other duties and responsibilities: - Board member and served as President of the State Board of Administration Finance Corporation which issues debt for the FHCF. As President was responsible for all operational, legal, and functional duties necessary for the issuance of debt. - Member of the Florida Commission on Hurricane Loss Projection Methodology since 1995. Chair of the Commission for the first two years (chaired 35 meetings) and since then Chair of the Acceptability Process Committee (19 meetings). The Commission is an independent panel of experts administratively housed in the SBA and funded as an administrative expense of the FHCF. The Commission creates standards and evaluates hurricane computer models for rate making and probable maximum loss (PML) computations. Since 1995, the Commission has held 204 meetings with two-thirds being full day meetings. The funding and staffing of the Commission are administrative expenses of the FHCF. The total cost of the Commission over 20 years has been $11.2 million, which averages around $561,000 per year. The COO of the FHCF is responsible for

Vita hiring and supervising Professional Team members to serve as staff. Professional Team Members are experts in computer science, statistics, meteorology, structural engineering, coastal engineering, hydrology, and actuarial science. A new Commission responsibility was added in 2014 to expand the role of the Commission to create standards for flood computer models and to review such models for evaluating loss cost and PML calculations. § Appointed Chair of the Flood Standards Development Committee in September 2014 (chaired 13 meetings). § Hired five additional Professional Team members as staff: two hydrologists, a coastal engineer, a meteorologist, and a property and casualty actuary. § As Committee Chair provided vision, guidance, and leadership necessary to meet the goal of creating and publishing Discussion Flood Standards by December 2015. The statutory deadline for the adoption of flood standards is July 1, 2017. Such efforts have put the Commission in an excellent position a year and a half ahead of this deadline with time to receive further input and refine the initial Discussion Flood Standards if and as needed. - In charge of implementing and monitoring compliance of the SBA’s Insurance Capital Build-Up Incentive Program which is a $250 million surplus note program funded by the State of Florida to encourage matching contributions from insurers in order to enhance the writing of residential property insurance. Started the program from ground up, including the following: adopting of rules, designing reporting forms, and creating the surplus note agreements which incorporate compliance standards, penalties and reporting requirements. - Advisory Council member for the My Safe Florida Homes Program, a mitigation program designed to strengthen Florida homes (currently inactive). - Advisory Council member for the Florida Catastrophic Storm Risk Management Center at Florida State University, an academic research center created in 2007. • Significant accomplishments have resulted in the statutory and administrative evolution of the FHCF. - Since its inception in 1993, the focus has been on strengthening the FHCF’s financial resources and ensuring that claims are paid sufficiently, timely, and are capable of being paid on an ongoing basis. This has involved using various statutorily authorized tools including pre-event financing and risk transfer products as well as significantly changing the FHCF’s investment policy in the aftermath of the sub- prime liquidity crisis occurring following 2007. - The FHCF was tested in 2004 and 2005 with eight hurricanes and was successful in reimbursing participating insurers for their claims in a timely fashion generally within two to five business days after receiving loss reports. All claims were successfully resolved and closed with no legal issues pending. - Over the last 20 years, the citizens of Florida have experienced a relatively stable insurance market and a stable economy due to the additional insurance capacity created by the FHCF. The cost savings to the state are estimated at around $30 billion over this time period. See the FHCF’s website at http://www.sbafla.com/fhcf/. • Other significant accomplishments are associated with the Florida Commission on Hurricane Loss Projection Methodology. - Established national and international credibility for the Commission. - Led and worked as part of a team of experts that improved the pricing and the ability to better manage hurricane risk. - Coordinated the activities of the Commission over a time period of 20 Page 4 of 25

The Commission has involved 76 experts including 50 different Commission members and 26 different Professional Team members whose combined efforts and interactions have provided significant results. - Played a major leadership role by chairing a total of 67 meetings or one-third of the 204 total meetings. - Provided highly focused leadership for the Commission to create Discussion Flood Standards and positioned the Commission well on its way to meeting the July 2017 statutory deadline for final adoption of the standards. October 1992 to September 1994 Florida Department of Insurance, Tallahassee, FL Director of the Office of Insurance Research and Data Analysis • Position was created in order to head the Florida Insurance Department's collection and analysis of data and to coordinate the resources required to develop, maintain, and improve data collection systems following Hurricane Andrew. • Responsibilities included directing, planning, and prioritizing the activities and projects of the Office of Insurance Research and Data Analysis, designing research studies, coordinating resources among analytical and operational units, implementing legislation, and providing input for policy decisions. • Initiated the Department of Insurance’s early attempts to review and evaluate hurricane computer models. • Significant accomplishment included - Setting up and organizing the Office of Insurance Research and Data Analysis from ground up – staff of 25 employees. - Advising the State Board of Administration in setting up the Florida Hurricane Catastrophe Fund and assisting in helping obtain federal tax- exempt status for the FHCF.

January 1990 to October 1992 Florida Department of Insurance, Tallahassee, FL Deputy Director of Property and Casualty Insurer Services • Duties included supervising three Bureau Chiefs who headed up the following bureaus: Bureau of Property and Casualty Solvency, Bureau of Property and Casualty Rates and Reserve Adequacy, and Bureau of Property and Casualty Forms and Market Conduct. • Oversaw all aspects of the regulation of property and casualty insurers. • Recruited and hired 13 actuaries for the Department over a six-year time period. • Worked with the Insurance Commissioner and other senior managers at the Department of Insurance in the extensive response and regulatory efforts following Hurricane Andrew in 1992. • Significant accomplishment was the Florida Department of Insurance becoming the first state to be accredited under the National Association of Insurance Commissioners’ Solvency Accreditation Program.
