CHAIRMEN OF SENATE STANDING COMMITTEES [Table 5-3] 1789–present INTRODUCTION The following is a list of chairmen of all standing Senate committees, as well as the chairmen of select and joint committees that were precursors to Senate committees. (Other special and select committees of the twentieth century appear in Table 5-4.) Current standing committees are highlighted in yellow. The names of chairmen were taken from the Congressional Directory from 1816–1991. Four standing committees were founded before 1816. They were the Joint Committee on ENROLLED BILLS (established 1789), the joint Committee on the LIBRARY (established 1806), the Committee to AUDIT AND CONTROL THE CONTINGENT EXPENSES OF THE SENATE (established 1807), and the Committee on ENGROSSED BILLS (established 1810). The names of the chairmen of these committees for the years before 1816 were taken from the Annals of Congress. This list also enumerates the dates of establishment and termination of each committee. These dates were taken from Walter Stubbs, Congressional Committees, 1789–1982: A Checklist (Westport, CT: Greenwood Press, 1985). There were eleven committees for which the dates of existence listed in Congressional Committees, 1789–1982 did not match the dates the committees were listed in the Congressional Directory. The committees are: ENGROSSED BILLS, ENROLLED BILLS, EXAMINE THE SEVERAL BRANCHES OF THE CIVIL SERVICE, Joint Committee on the LIBRARY OF CONGRESS, LIBRARY, PENSIONS, PUBLIC BUILDINGS AND GROUNDS, RETRENCHMENT, REVOLUTIONARY CLAIMS, ROADS AND CANALS, and the Select Committee to Revise the RULES of the Senate. For these committees, the dates are listed according to Congressional Committees, 1789– 1982, with a note next to the dates detailing the discrepancy. -

522 SESSIONS OF CONGRESS, 1st–112th CONGRESSES, 1789–2011 [Closing date for this table was September 15, 2011.] MEETING DATES OF CONGRESS: Pursuant to a resolution of the Confederation Congress in 1788, the Constitution went into effect on March 4, 1789. From then until the 20th amendment took effect in January 1934, the term of each Congress began on March 4th of each odd-numbered year; however, Article I, section 4, of the Constitution provided that ‘‘The Con- gress shall assemble at least once in every Year, and such Meeting shall be on the first Monday in December, unless they shall by law appoint a different day.’’ The Congress there- fore convened regularly on the first Monday in December until the 20th amendment became effective, which changed the beginning of Congress’s term as well as its convening date to January 3rd. So prior to 1934, a new Congress typically would not convene for regular business until 13 months after being elected. One effect of this was that the last session of each Congress was a ‘‘lame duck’’ session. After the 20th amendment, the time from the election to the beginning of Congress’s term as well as when it convened was reduced to two months. Recognizing that the need might exist for Congress to meet at times other than the regularly scheduled convening date, Article II, section 3 of the Constitution provides that the President ‘‘may, on extraordinary occasions, convene both Houses, or either of them’’; hence these sessions occur only if convened by Presidential proclamation. Except as noted, these are separately numbered sessions of a Congress, and are marked by an E in the session column of the table. -

Ile has never been subjected to the scrutiny of close and systematic study; ye� those familiar with his career, while not painting him as a wc�k governor, have not portraycci his administration as particularly striking either. Moreover, Stuart's relationship to the Demo cratic Party in the first two decades of this century is blurred. Some historians of the period place him squarely in the Martin org anization ranks as early as 1909; others consioer him an independent until 1920 at least. This essay seeks to clarify Stuart's political affilic1tions in Virginia. Moreover, while its sights are not firmly focused on hi� governorship, enough work has been done to indicate i i is major pcLicies as governor and to offer some evaluation of them. An iL-depth study of Stuart's a dministration, however, must await a iurcher study which is planned as a doctoral dissertation. One out of every five banks failed in the aftermath of the stock market crash. Legislators and regulators questioned the role the underwriting of securities played in the financial collapse. Many believed these investment banking activities caused a conflict of interest in that banks often suggested that their customers purchase securities the banks had underwritten. They believed that this conflict of interest contributed significantly to the stock market crash and the bank failures. The Glass-Steagall Act forced banks to choose between being a commercial bank or an investment bank, in effect constructing a wall between commercial banking and investing banking activities. The Glass- Steagall Act was the first law signed by President Franklin D. Roosevelt upon taking the oath of office. Almost immediately upon enactment, the financial community lobbied to have the Act repealed. Over the years, this persistent lobbying led to a continual reinterpretation and liberalization of the Glass-Steagall Act, until the Act was repealed in 1999. On the dawn of repeal, the late Senator Paul Wellstone made an impassioned plea on the Senate floor. He said the repeal of Glass-Steagall would enable the creation of financial conglomerates which would be too big to fail. -

Harvard Confederates Who Fell in the Civil
Advocates for Harvard ROTC H CRIMSON CLUB MEMBER VETERANS As a result of their military service, Crimson warriors became part of a “Band of Brothers”. The following is an illustrative but not exhaustive listing of military oriented biographies of veterans whose initial exposure to non-family “brotherhood” were as members of various social and final clubs as undergraduates at Harvard. CIVIL WAR - HARVARD COLLEGE BY CLASS 18 34 Major General Henry C. Wayne CSA Born in Georgia – Georgia Militia Infantry Henry was the son of a lawyer and US congressman from Georgia who was later appointed as justice to the US Supreme Court by President Andrew Jackson. He prepared at the Williston School in Northampton (MA) for Harvard where he was member of the Porcellian Club. In his junior year at Harvard, he received and accepted an appointment to West Point where he graduated 14th out of 45 in 1838. Among his class mates at West Point were future flag officers: Major General Irvin McDowell USA who was defeated at the 1st battle of Bull Run, General P.G.T. Beauregard CSA who was the victor at the1st battle of Bull Run as well as numerous other major Civil War engagements and Lt. General William J. Hardee CSA who served in both Mexican War and throughput the Civil War. After West Point, Henry was commissioned as a 2nd LT and served for 3 years with the 4th US Artillery on the frontiers border of NY and ME during a border dispute with Canada. He then taught artillery and cavalry tactics at West Point for 5 years before joining General Winfield Scott’s column from Vera Cruz to Mexico City during in the Mexican War.
