3 SECTION 01 BACKGROUND
BACKGROUND
This design and access statement accompanies the planning application for the erection of a new dwelling on a site located on Scures Hill, Nately Scures. It should be read in conjunction with drawings prepared by Ayre Chamberlain Gaunt as submitted to Basingstoke and Deane Council for this application submission.
The site is located toward the east of Basingstoke city centre on the outskirts of Old Basing in Nately Scures. The site is presently occupied by Nately Towers, a late 19th century large residential property. This application seeks to re-develop part of the property’s grounds; dividing the existing property’s grounds and constructing a new dwelling with garden.
The proposed dwelling received Outline Planning Consent with reserved matters for the landscape. Ref: 15/04400/OUT 26th February 2016.

INTRODUCTION TO SCHEME
At present the existing house, Nately Towers is unsuitable for the client who is restricted to a wheel-chair. Permission is being sought for the erection of a new 4no. bedroom family house which is fully wheel-chair accessible and which provides sufficient facilities for the specialist care required by the client; physiotherapy pool, gym and carer’s suite.
The client is owner of the Nately Towers site and it is proposed that the existing property be retained with a sizeable garden area, and the site be divided in two in order to provide adequate space for the new dwelling and its garden.

Scures Hill sits along the A30, one of the main access roads into Land in applicants ownership Basingstoke and Hook from the M3 (to the south of the site). Toward the north of Nately Scures lies the London and South Western railway track. Railway links are nearby in Basingstoke and Hook.
EXISTING SITE AND CONTEXT
Track The existing site is situated to the west of Scures Hill and is surrounded to the north, east and west by green spaces or wooded areas of mature Nately trees. To the southern boundary behind a row of mature trees and hedge is Towers Scures Hill House 153200m London Road (A30) road into153200m Basingstoke. The total site ownership area is
