More students were enrolled in schools managed by Education Management Organizations (EMOs) in 2004-2005 than at any time since the Commercialism in Education Research Unit (CERU) and the Education Policy Research Unit (EPRU) began tracking the industry in 1998-1999.1 The term EMO, originally coined by Wall Street analysts to describe the for-profit companies involved in the management and administration of public schools, is intended to reflect similarities between such companies and Health Maintenance Organizations (HMOs).2 For the purposes of this report, a company is considered an EMO if it is for-profit, manages a school that receives public funds, and operates under the same admissions rules as regular public schools. This year’s Profiles of For-Profit Education Management Organizations is the largest to date, listing 59 companies that manage 535 schools, enrolling approximately 239,766 students in 24 states and the District of Columbia.

See where your school ranks! mackinac.org/CAP2016 THE MICHIGAN CONTEXT AND PERFORMANCE REPORT CARD HIGH SCHOOLS 2016 By Ben DeGrow and Ronald Klingler The Mackinac Center for Public Policy is a nonpartisan research and educational institute dedicated to improving the quality of life for all Michigan residents by promoting sound solutions to state and local policy questions. The Mackinac Center assists policymakers, scholars, businesspeople, the media and the public by providing objective analysis of Michigan issues. The goal of all Center reports, commentaries and educational programs is to equip Michigan residents and other decision makers to better evaluate policy options. The Mackinac Center for Public Policy is broadening the debate on issues that have for many years been dominated by the belief that government intervention should be the standard solution. Center publications and programs, in contrast, offer an integrated and comprehensive approach that considers: All Institutions. The Center examines the important role of voluntary associations, communities, businesses and families, as well as government. All People. Mackinac Center research recognizes the diversity of Michigan residents and treats them as individuals with unique backgrounds, circumstances and goals. All Disciplines. Center research incorporates the best understanding of economics, science, law, psychology, history and morality, moving beyond mechanical cost-benefit analysis. All Times. Center research evaluates long-term consequences, not simply short-term impact. Committed to its independence, the Mackinac Center for Public Policy neither seeks nor accepts any government funding. The Center enjoys the support of foundations, individuals and businesses that share a concern for Michigan’s future and recognize the important role of sound ideas.

MICHIGAN HIGH SCHOOL ATHLETIC ASSOCIATION, INC. EXECUTIVE COMMITTEE MEETING East Lansing, June 12, 2013 Members Present: Staff Members Present: Jim Derocher, Negaunee Tom Rashid Scott Grimes, Grand Haven Jack Roberts (Recorder) Vic Michaels, Detroit Fred Smith, Buchanan Maureen Klocke, Yale Executive Committee Authority and Responsibility – The Executive Committee reviewed its au- thority under Article VII of the MHSAA Constitution and specifically its responsibility to consider each application for waiver of an eligibility requirement on its individual merits, determining if the regulation serves the purpose for which it was intended in each case or if the regulation works an undue hard- ship on any student who is the subject of a request for waiver. (These underlying criteria may not be restated for every subject of these minutes.) The Executive Committee was reminded that it was the responsibility of each member school involved to provide sufficient factual information about the specific request for the Executive Commit- tee to reach a decision without further investigation. If information is incomplete, contradictory or oth- erwise unclear or has been received too late to be studied completely, the Executive Committee may deny the request for waiver or delay action. Such requests may be resubmitted to the Executive Committee with additional information at a subsequent meeting or appealed to the full Representative Council. It is possible that some of the information presented as facts to the Executive Committee by school personnel and others may be inaccurate. However, to avoid constant repetition in this report of phrases such as “it was alleged” or “it was reported,” no attempt is made in the introduction of each waiver request to distinguish between truth, allegation, hearsay, opinion, summary or conclusion.
