8.Ambient Air Quality Monitoring:

Parameters: In accordance with MoEF Notification, GSR-742 (E), dt. 25.09.2000 and National Ambient Air Quality Standards, the concentration of Suspended Particulate Matter (PM10 and PM2.5), Sulphur Dioxide (SO2) and Oxides of Nitrogen (NOx) is being monitored at work zone locations and also in nearby villages to assess the impact of mining operations on surrounding habitation.

Respirable Dust Sampler is used for monitoring of PM10, SO2 and NOx and Ambient Fine Dust Sampler is being used for monitoring of PM2.5. SCCL is carrying out post-project environmental monitoring through EPTRI, Hyderabad, a CPCB recognized and NABL accredited laboratory. EPTRI has also established laboratories in SCCL mining areas for analyzing critical parameters in the field.

Frequency of Monitoring: Air quality monitoring is being carried out at a frequency of once in a fortnight (24 hourly sampling) at the identified locations near the dust generating sources.

Monitoring data:

The summary of the monitoring results from October 2015 to March 2016 are furnished in Annexure-I.

Monitoring data of HEMM Exhaust

Vehicular Exhaust Emissions study has been monitored for Heavy Earth Moving Machinery (HEMM). The parameter measured is smoke density (K). Smoke density is a function of the number of smoke particles per unit volume, the size distribution of the smoke particles, and the light distribution and the light absorption study. Smoke density is also known as Light Extinction Coefficient and Light Absorption Coefficient. By convention, smoke density is expressed on a per meter basis (m-1). Smoke density is measured in HSU % and light absorption coefficient is measured K in m-1 The Automotive Exhaust Monitor used in this emissions study (Make: AVL India Private Limited, Model AVL 437C), approved by Automotive Research Association of India (ARAI), Pune. The observed values are compared with standards prescribed by Ministry of Road transport and highway as per Act. CMVR - 115 (2) (C).HEMM Vehicular emissions results are presented in Annexure-I.

Air Pollution Control Measures: 1 Water spraying is being done on haul roads, dump yards and at coal loading and unloading points to reduce the dust arising due to movement of vehicles and wind. Two tankers of 28 KL are deployed for this purpose. 2 All the coal produced is dispatched. 3 Automatic sprinkling system under the control of operator with a solenoid valve is provided at the feeder breakers. 4 Asphalting of Coal transport road. 5 At transfer points along conveyor belt, hoppers provided with mist spray nozzles are provided for dust suppression. 6 Dumpers are parked inside the quarry to minimize the unnecessary travel distance and raise of dust. 7 Periodical maintenance of all diesel/petrol operated machinery vehicles are being done to control SO2, NOx & CO in the exhaust emissions. 8 Proper blasting pattern with optimum charge of explosives and use of delay action detonators are being adopted to reduce noxious gases and dust emissions. 9 No burning of coal or wood or cotton waste impregnated with oil and grease is done in the mine premises. 10 Employees are being provided with free LPG gas cylinders instead of coal to discourage coal burning for domestic use. All employees are using LPG gas in place of coal. 11 Wet drilling arrangement is provided to all drill machines

9. Water Quality Monitoring:

The impact of the mining activities on the water environment was assessed by studying the quality of groundwater and surface water bodies in the study area. The sampling locations were selected considering their proximity to the project sites. A total of 7 water samples i.e., 2 samples from surface and 2 samples from groundwater and 3 samples from effluent discharge were collected and analyzed for various physico-chemical and bacteriological parameters. Parameters: The ground water quality results are compared with IS: 10500 standards of groundwater quality and surface water quality with IS 2296, 1982 and CPCB Water Quality Criteria, Class- A (Drinking Water Source without conventional treatment but after Disinfection), Class – B (outdoor bathing (organized) and Class – C (Drinking Water Source with conventional treatment and after Disinfection, Class – C (Drinking Water Source with conventional treatment and after Disinfection, Class –D propagation of wild life fisheries and Class-E (Irrigation, Industrial cooling, controlled waste disposal).

Effluent water quality monitoring involves periodical assessment of quality of mine discharge water, treated workshop effluents, CHP effluent, treated colony effluents, ground water and surface water. pH, Total Suspended Solids (TSS), Chemical Oxygen demand (COD) and Oil & Grease are being periodically monitored in effluents as per the Environmental Standards for coalmines, GSR - 742 (E) dated 25.09.2000.

All the parameters as given in Part-A of General Standards for Discharge of Environmental Pollutants, GSR 801 (E) EPA 1986 prescribed by CPCB is being analyzed for all the effluents, iition to the above parameters, once in a year for assessing the overall quality of

Monitoring of effluent water samples for four critical parameters is being done at a frequency of once in a fortnight. Effluents are also analyzed in every fortnight, whereas ground water (all parameters), surface water (all parameters) are being analyzed once in every quarter. 18

11. Noise Level Monitoring

Noise Pollution Control Measures:

Minutes of the meeting:

1. Chairman welcomed all the members and reviewed the previous meeting minutes with members.

2. Chairman requested SOM, safety officer survey officer and SE(Env) to inspect the garland drains, settling ponds and ETP at base workshop and arranged to clean the above. Action: SOM, SO, Dy S.S.O & SE(Env)

3. Chairman enquired SE(Env) regarding the ground water monitoring and its latest status, its submission to concerned departments.

SE(env) replied that the ground water level monitoring is being carried out by Singareni exploration department of RG-I Area, yearly four times( season wise). Found that there is no decline of water level in the surrounding wells and pizeometric wells of 5 no.s the reports are being submitted to Dy. Director, ground water department Karimnagar, chairman CPCB, New Delhi. After receiving the reports from the exploration department.

Action: SE(Env) RG-III

4. Chairman enquired SE(env) regarding the recent air, water, noise and HEMM monitoring reports which are submitted by EPTRI, Hyderabad.

SE(Env) replied that the monitoring is being carried out by EPTRI, Hyderabad regularly as per the schedule found that all the parameters are within the below limits PM 2.5 is slightly increased at mine and base workshops.

Chairman advised AGM, Base workshop, SOM and SE to increase the water spraying at mine, approach roads and base workshop frequently and see the PM 2.5 concentration is low i.e 60ug/m3 Action: SOM, SO, DGM, Base workshop

5. Chairman reviewed the below EC conditions and its action reports to the members.

Specific condition No.II) adequate safety distance barrier shall be maintained from the drainage along the MC boundary. Action: manager, SO & SSO, RG OC-II

6. (III) Top soil shall be stocked properly with slope at earmarked sites and shall not be kept active and shall be used for reclaamation and development of green belt. Action: SOM, SO,SSO RG OC-II

7. VI) OB shall be stocked at earmarked from external OB dump sites of 479.51 Ha with in ML area and shall not exceed a maximum height of 120m, consisting of 4 benches of 30m each. Action: SOM, SO, SSO RG OC-II

8. VI) Catch drains and siltation ponds of appropriate size shall be construct to arrest site and Sediment flows from soil, OB and mineral dumps. Action: SOM, SO, SSO RG OC-II 9. (X) controlled blasting shall be practiced only during day time with use of delay detectors. The mitigating measures for control ground vibrations.

10. Specific conditions No. XII) no ground water is used for the mining project activities. Additional water required if any shall be met by recycling reuse of the water from the existing activities and from rain water harvesting measures. Action: SOM, SO Additional Manager, DGM(Civil) 11. XV) besides carrying regular periodical check up therein workers 10% of the workers identified from work force engaged in active mining operations shall be subjected to health check up for occupational disease and hearing impairment if any. SE(Env), DGM( Civil) appraised that already ETP at Base workshop is working well and construction of ETP at CHP is under Process. Action: DGM(Civil), SE(Env) RG-III 13. XXI) The cost for implementation of a project specific R&R plan for Akkapalli, siddapalli and Rajapur for the 1007pafs of the 3 villages which includes land loosens 296 furnished as part of the monitoring report. Action: Area Estates Officer, Area survey officer, RG-III Area

14. General Conditions: II) No change in the calendar plan including excavation, Quarters of mineral coal and waste shall be made. Action: SOM, Dy.S.S.O, Area Survey officer 15. V) Data on ambient air quality PM 10, PM 2.5, SO2 and NOx shall be monitoring.

SE(Env) appraised that the monitoring is being carried out by EPTRI, Hyderabad every fortnight and the reports found that they are within the below limits. Action: SE(Env), RG-III 16. Chairman advised SE(E&M) OC-II stores to maintain the hazardous waste handling rules strictly and see that the hazardous waste is being disposed within 90 days after receiving from the mine. Action: SE(E&M) OC-II stores. 17. Chairman enquired SE(env) and Dy.manager (Forestry) regarding the submission of plantation proposals to AGM( forestry) for the year 2017.

SE(Env) and Dy.manager (Forestry) replied that 15Ha. Of dumps were identified for plantation for the year 2017 and submitted to AGM(Forestry). Action: SE(Env), DY.Manager(Forestry) 18. Chairman enquired DGM (Civil) regarding the construction of STP at colony as per EC conditions. DGM(Civil) replied that STP was sanctioned to centenary colony, site selection is awarded to ESCI. ESCI people came from Hyderabad and inspected the site, and report was submitted to corporate. Action: DGM (Civil) 19. Chairman enquired Dy S.S.o, SO and Manager regarding the construction of toe wall,

49 Garland drains deck drains and rock fill drums at dumps. SOM, SO and Dy.S.S.O replied that deck drains were constructed at all the decks at present the dump is active, after completion of dumping of OB. Chairman requested PE arrange for water flow meters to the water discharge points to monitor the water discharge as per CFO condition. Action: P.E, OC-II 21. 3. Top soil shall be stocked properly with the proper slop at earmarked sites and shall not be kept active and shall be used for reclamation and development for green belt. Action: Dy.Mgr (Forestry), SE(Env), Dy.SSO

4. Specific condition :IV) necessary permission shall be obtained from DGMS used on the detailed investigation of pit slope and dump slope stability and monitoring. Action: Dy.SSO, Manager, SO

5. No ground water shall be used for the mining / project activities, additional water required if any shall be met by recycling/ reuse of water from the existing activities and from rain water harvesting method. Specific condition No.XXIII) the project authorities shall carry out a pre- mining socio economic survey based on the UNDP human Development and monitor the socio economic status of the adjoining villages once in every three year. 14. Chairman asked Dy.Manager (Forestry), SE Env) and Dy.SSO regarding the proposals and site preparations of plantation in the monsoon season. Dy.Manager (Forestry) and SE(Env) replied that site preparation was over and the plantation will be taken place in the coming rainy season i.e july ending. Action: SE(Env), Dy.Manager (Forestry)

15.Chairman enquired EE(Civil) regarding the construction of STP at CNC. EE(civil) replied that site was inspected by ESCI persons and submit the report to GM Civil after approval STP will be constructed. Action: DGM(Civil)

16.Chairman advised manager, Dy.SSO, SE(Env), Mine Environment Officer to inspect the mine and prepare the proposals for construction of rock toe wall, settling ponds, deck drains etc and send the proposals to GM, RG-III for approval. Action: Manager , Dy.SSO

8 It is stated that SC colony of Ladnapur village SC colony acquisition is under is 200 m away from the RG OCP.II project. process. They are facing many problems like exposure to blasting fumes , dust, water table has gone down and cracks developed in the structures and roads due to blast vibrations. Some of the houses collapsed due to blast vibrations and wild animals and snakes entering in to their colony from the plantations raised around RG OCP-II. Hence they have requested to acquire their colony.

9 Represented that thousands of acres of land Compensation is being paid as per the acquired by SCCL so far in Jallaram village land Acquisition act. but paid only nominal compensation. Agricultural lands were acquired but villages Already Singireddipalli & Peddampet are partly acquired in Singireddypalli, villages were acquired. And Peddampet, Mangalpalli, Vakilpalli Due to Mangalpalli village is also acquired which we are facing lot of problems. except structures involved in court case.

10 Represented that ladnapur villagers have Compensation paid vide award lost their lands and houses and two crops for no:B2/175/2010, Dt: 24/12/2012. RG OCP-II project. At present they are cultivating the lands in survey no. 129 to 153 in about 175 acres. Requested to pay sufficient compensation.

11 Represented that they have offered to give SCCL will pay the compensation for their lands for RG OC-II extension project land as per the orders of Land provided that compensation @ Rs. 10 Lakhs acquisition officer under land per acre, Employment for one person per acquisition act. family, provision of all infrastructure facilities including construction of Tank (Cheruvu) at SCCL has provided training

56 rehabilitated land. programmes for the local unemployment youth of surrounding villages in self employment trades like beautician, cell phone repairing, tailoring, computer hard ware, DTP, spoken English army & police recruitment for creating their own livelihood. It is proposed give training at Bangalore on driving Volvo vehicles to unemployment youth who are having driving license. The above training facilities will be extended in future.
