    Capitolo 2 Stato di fatto dei servizi Idrici 2.1 Introduzione Secondo quanto previsto dall'art. 149, comma 1, lettera a) del D.Lgs. 152/2006, fra i documenti fondamentali del Piano d’Ambito viene compresa la “ricognizione delle infrastrutture”, che (comma 2) “anche sulla base di informazioni asseverate dagli enti locali ricadenti nell'ambito territoriale ottimale, individua lo stato di consistenza delle infrastrutture da affidare al gestore del servizio idrico integrato, precisandone lo stato di funzionamento”. Tale norma riprende quanto già previsto dall'art. 11, comma. 3 della Legge 36/1994 in base al quale "i Comuni e le Province operano la ricognizione delle opere di adduzione, di distribuzione, di fognatura e di depurazione esistenti e definiscono le procedure e le modalità, anche su base pluriennale, per assicurare il conseguimento degli obiettivi previsti dalla presente legge ". La ricognizione delle opere e degli impianti esistenti risulta pertanto, nella normativa, l’attività preordinata e la base conoscitiva per la redazione dei successivi capitoli del Piano d'Ambito, in quanto consente di delineare il quadro delle conoscenze relative ai livelli attuali del servizio, di identificare le carenze e le criticità esistenti, di acquisire informazioni sullo stato delle strutture e sulla loro affidabilità nel tempo. Conseguentemente, la Regione Lombardia, al fine di indirizzare in modo uniforme tali operazioni sul territorio di competenza, aveva approvato apposite schede per la ricognizione delle infrastrutture idriche, quale parte della metodologia per l'elaborazione del programma degli interventi, con Decreto della Direzione Generale Risorse ldriche e Servizi di Pubblica Utilità n° 24079 del 11 ottobre 2001.     The profitability of transnational energy infrastructure: A comparative analysis of the Greenstream and Galsi gas pipelines Roberto Cardinale The Bartlett Faculty of the Built Environment, University College London 1-19 Torrington Place, Fitzrovia, London WC1E 7HB [email protected] Abstract This paper explores how the profitability of European transnational gas infrastructure is affected by (i) alternative ways to organize the gas supply chain; and (ii) different forms of energy diplomacy. In particular, through a case study, the paper analyses how these factors determined the realisation and success of the Greenstream pipeline and the stalemate of the Galsi pipeline, despite the potential for both projects to be profitable. The issue is important in view of the full transition to the EU Single Market, of which unbundling and privatisation are policy pillars. In fact, before the transition, vertical integration in the foreign upstream and energy diplomacy were key elements for infrastructure profitability. The paper argues that these elements are still important, as constraints to gas procurement and binding contractual relations with producers have not changed substantially. Nevertheless, securing those advantages within the EU Single Market framework requires significant innovations. In particular, the paper suggests forms of EU energy diplomacy, based on bilateral trade deals, which could achieve forms of vertical integration for energy firms as well as help EU and non- EU counterparts align their interests. This paper may prove particularly relevant for the recent debate on how to shape EU energy diplomacy. Pubblichiamo la mail allarmata, del 28 marzo 2012, di Ezio Corradi, vicepresidente del Coordinamento Comitati ambientalisti della Lombardia, che da anni si batte contro questa pratica dissennata, voluta solo da esigenze di business Cari Amici, certo, paese che vai "S" che trovi: "S" può essere tante cose. Limitiamoci alla "S" di "Stoccaggi metano". Questa mia vi giunge dopo la serata di presentazione da parte dei proponenti del "progetto Edison stoccaggio di Bagnolo Mella-Capriano del Colle" dove la popolazione presente ha contestato il progetto. Quelli di Edison scrivono che metteranno 80milioni di metri cubi di metano all'anno in primavera - estate per poi prelevarli in inverno; ma solo lunedì hanno dichiarato che sotto ci sono ancora 5- 600milioni di metri cubi di metano dato che in 40 anni ne sono stati prelevati solo la metà. Allora sotto c'era oltre 1 miliardo di metri cubi di metano, dunque un'altra Bordolano che stoccherebbe 1miliardo 200milioni di m cubi di metano...! Non vi viene in mente che potrebbero stoccare identica quantità come a Bordolano? Già così la Pianura Padana si presenta come un unico grande stoccaggio di metano da Olmeneta a Misano di Gera D'Adda passando per i Comuni degli stoccaggi di Bordolano-Romanengo-Sergnano e da Capriano del Colle a Cornegliano Laudense (LO) passando per Manerbio-Bordolano- Offanengo-Ripalta Cremasca e Ripalta Guerina. Quanti cittadini sanno esattamente cosa sta loro capitando? Quanti conoscono i progetti? Quanto sono i Comuni coinvolti? Quanti gli abitanti coinvolti? Seguendo le indicazioni dei proponenti il "progetto Capriano del Colle-Bagnolo Mella", che citano anche i paesi ed i centri nel raggio di 10 km dallo stoccaggio (Capriano del Colle-Bagnolo Mella- Dello-Offlaga), nei 10 km degli stoccaggi citati ci stanno anche città come Brescia, Cremona, Crema e Lodi.
