DRAFT RESOLUTION #4B-19-0304 Supporting Increased Metrorail Service to Takoma and Fort Totten Stations Adopted March 25, 2019

Advisory Neighborhood Commission 4B (ANC 4B or the Commission) takes note of the following:

● Whereas Metrorail is an essential method of transportation for many ANC 4B residents and visitors;

● Whereas is located within ANC 4B and is served by the Metrorail Red Line;

● Whereas is located adjacent to ANC 4B and is served by the Metrorail Red, Yellow, and Green Lines;

● Whereas the Washington Metropolitan Area Transit Authority (WMATA) fiscal year 2020 proposed operating budget is under consideration by the WMATA Board of Directors;

● Whereas the proposed budget would extend all Yellow Line service to Greenbelt station, as compared to current service where Yellow Line trains turn back at Mt. Vernon Square during rush hours and at Fort Totten all other times;

● Whereas WMATA estimates these changes would benefit 12.4 million Yellow Line and 3.4 million Red Line trips next fiscal year;

● Whereas this extended service would provide increased rush hour service and more direct transit connections for ANC 4B riders from Takoma and Fort Totten stations;

● Whereas more frequent rail service benefits ANC 4B businesses by enabling easier access to their goods and services from outside the area;

RESOLVED:

➢ Advisory Neighborhood Commission 4B urges the WMATA Board of Directors to approve the proposals to extend Red Line service to Glenmont and extend Yellow Line service to Greenbelt in fiscal year 2020 and future years. It urges the District of Columbia’s representatives to the WMATA Board of Directors: Jack Evans, Corbett A. Price, Tom Bulger (alternate), and Jeff Marootian (alternate) to support and encourage this service expansion.

FURTHER RESOLVED:

That the Commission designates Commissioner Evan Yeats, ANC 4B01, to represent the Commission in all matters relating to this resolution.

FURTHER RESOLVED:

That, in the event the designated representative Commissioner cannot carry out his representative duties for any reason, the Commission authorizes the Chair to designate another Commissioner to represent the Commission in all matter relating to this resolution.

FURTHER RESOLVED:

Consistent with DC Code § 1-309, only actions of the full Commission voting in a properly noticed public meeting have standing and carry great weight. The actions, positions and opinions of individual commissioners, insofar as they may be contradictory to or otherwise inconsistent with the expressed position of the full Commission in a properly adopted resolution or letter, have no standing and cannot be considered as in any way associated with the Commission.

ADOPTED by show of hands vote at a regular public meeting (notice of which was properly​ given, and at which a quorum of 9 of 9 members was present) on March 25, 2019 by a vote of 9 yes, 0 no, 0 abstain.
