Democracy's Duty: the History of Political Debates Anthoula Malkopoulou DEMOCRACY’S DUTY: THE HISTORY OF POLITICAL DEBATES ON COMPULSORY VOTING PhD Dissertation Department of Social Sciences & Philosophy Political Science University of Jyväskylä 2011 1 Abstract One of the most controversial solutions proposed to counter voter apathy is compulsory voting. Early variations of the idea and practice have existed since ancient times, but a more systematic consideration began in the second half of the nineteenth century. A long series of legislative proposals in the French Third Republic (1870-1940) and a constitutional reform in Belgium (1893) opened the path for thought-provoking parliamentary debates. In the 1920s, other countries followed suit and, in particular, Greece, where the different historical context gave the discussions a new perspective. In general, the discourse on the legal obligation to vote has been transformed with new rationales and adapted to pragmatic concerns up to the present day. This thesis focuses on the multiple rhetorical justifications used for or against compulsory voting since the advent of modern representative democracy. Attention is given to the content of arguments, the intentions of speakers (including their political objectives and moral assumptions), the interaction with other institutions and the overall effects of the discourse on political life. Thus, my methodology brings a particular style of comparative history of political concepts to the study of electoral institutions. As a result, the normative question of electoral obligation becomes intertwined with a parliamentary conflict over the nature of voting, which has direct political consequences. Compulsory voting has most often been supported by conservative and republican political groups in order, it seems, to create electoral advantages for themselves. In this, they have emphasised ideas such as patriotism, political stability and representativeness, as well as the educative role of democracy and the importance of responsible citizenship. The contemporary debate takes up some of these ideas and adapts them to the new conflict between liberty and equality that lies at the core of the democratic paradox. 2 Personal addresses Author Anthoula Malkopoulou Researcher in Political Science Dept. This article investigates the Democracy in Europe Movement 2025 (DiEM25) and its leadership’s main speeches. Informed by both discourse theory and Michel Foucault’s work on parrhesia (veridiction), the analysis draws on readings of transnational Euroalternativism and populism, pointing out the conflicting logic of bringing them together at the transnational level. Our findings thus stress the increasing politicization of European integration as an opportunity to mobilize transnational activities, which are based on the populist ‘people vs. the elites’ dichotomy and against Brussels’ unaccountable elites (see FitzGibbon & Guerra, 2019), while indicating the limits of leadership in a populist transnational movement (de Cleen, Moffitt, Panayotu, & Stavrakakis, 2019; Marzolini & Souvlis, 2016). Johnson, I stand firmly Resolved: In a democracy, voting ought to be compulsory. According to the Merriam-Webster Dictionary, ought is defined as implying obligation or advisability. Compulsory voting is defined as a system in which electors are obliged to vote in elections or attend a polling place on voting day. If an eligible voter does not attend a polling place, he or she may be subJect to punitive measures.. The value that the affirmative defends is governmental legitimacy. Since a legitimate government must fulfill its obligations to it’s people, a legitimate democracy must strive to be consistent with its core ideals. Thus, the criteria is being consistent with the fundamental characteristics of democracy. As defined in his book Democracy and It’s Critics, Robert Dahl explains that in addition to the concept of “one-person-one-vote”, democracies have four distinguishing characteristics: 1. Effective participation 2. Enlightened understanding of issues 3. Control of the political agenda 4. PASOK’s narrow victory endorsed Simitis’s decision, but the opposition New Democracy’s (ND) strong showing also validated Costas Karamanlis’s leadership of that party. The election continued a trend toward bipolarism, as votes for smaller parties, except for the Communists, declined appreciably. Simitis reappointed most key members of his previous government, and brought in close allies and technocrats to carry out a revitalized domestic agenda. In foreign policy, the government will try to continue the Greek-Turkish rapprochement, to help stabilize the Balkans, and to move closer to Europe through the EMU and the European Security and Defense Policy. Greek-U.S. relations are warm, but intermittently troubled by differences over the future of the former Yugoslavia, terrorism and counterterrorism in Greece, and minor issues. Yaprak Gursoy 1 Democracy and Dictatorship in Greece Research Question: From its independence in 1821 until 1974 democracy in Greece witnessed several different types of military interventions. In 1909, the military initiated a short-coup and quickly returned to its barracks, allowing democracy to function until the 1920s. During the 1920s, the armed forces intervened in politics frequently, without establishing any form of dictatorship. This trend has changed in 1936, when the Greek military set up an authoritarian regime that lasted until the Second World War. In 1967, again, the Generals established a dictatorship, only to be replaced by democracy in 1974. Since then, the Armed Forces in Greece do not intervene in politics, permitting democracy to be consolidated. What explains the different behaviors of the military in Greece and the consequent regime types? This is the central puzzle this paper will try to solve. Studying Greece is important for several reasons. First, this case highlights an often understudied phenomenon, namely military behavior. Second, analyzing Greece longitudinally is critical: military behavior varied within the country in time. What explains the divergent actions of the same institution in the same polity? Looking at Greece’s wider history will allow showing how the same coalitional partners and how continuous economic growth led to different outcomes in different circumstances and what those different circumstances were. Finally, studying the divergent behavior of the Greek military helps to understand democratic consolidation in this country. Even though Greece has a record of military interventions and unstable democracies, since 1974, it is considered to have a consolidated democracy.

    Remarks by Professor Richard Perham following his installation as Master, 5 January 2004 President, fellow Johnians, On the 6th of November last year, the Fellows of this College paid me the highest compliment of my academic life by electing me to the Mastership. The declaration I have just made requires me to do all in my power to secure the good government of the College as a place of education, religion, learning and research, and to observe all the statutes. It has not escaped my notice that the declaration made by a Fellow on being admitted to his or her Fellowship requires him or her also to observe the statutes - but the important qualification ‘all’ is omitted. No doubt historians of the College will be able to enlighten me as to the reasons for this difference in the declarations - meanwhile I shall continue to work on the assumption that Fellows are not at liberty to pick and choose among the statutes they observe! What are we to make of this College of ours as we embark on a new calendar year in what is still almost a new century? St John’s is not a grand College, but it is a great one, unique I believe in Cambridge and Oxford. The difference, I put it to you, is an important one that has been with us for almost 500 years. It is not something of which we need be, or should be, embarrassed.
