INTRODUCTION In the late nineteenth and early twentieth centuries, municipal govern- ments in various US cities assumed responsibility for utilities and other ser- vices that previously had been privately operated. In the late twentieth century, prompted by fiscal crisis and encouraged by neo-liberal ideology, governments embraced the concept of “privatization,” shifting management and control over public services2 to private entities. Despite disagreements over the merits of privatization, both proponents and opponents accept the premise of a fundamental distinction between the “public” and “private” sectors, and between “state” and “market” institutions. A more skeptical view questions the analytical soundness and practical signifi- cance of these dichotomies. In this view, “privatization” is best understood as a rhetorical strategy, part of a broader neo-liberal ideology that relies on putative antinomies of “public” v. “private” and “state” v. “market” to obscure and rein- force social and economic power relations. In 1868, Bakunin joined the International Working Men's Association, a federation of trade unions and workers' organizations, which had sections in many European countries, as well as in Latin America. His quarrel with Karl Marx split the anarchist and Marxist wings of the revolutionary socialist movement. Socialism Is Justice. When we speak of justice, we understand thereby not the justice contained in the Codes and in Roman jurisprudence which were based to a great extent upon facts of violence achieved by force, violence consecrated by time and by the benedictions of some church or other (Christian or pagan), and as such accepted as absolute principles, from which all law is to be deduced by a process of logical reasoning no, we speak of that justice which is based solely upon human conscience, the justice to be found in the consciousness of every man even in that of children and which can be expressed in a single word: equity. This universal justice which, owing to conquests by force and religious influences, has never yet prevailed in the political or juridical or economic worlds, should become the basis of the new world. Without it there can be neither liberty, nor republic, nor prosperity, nor peace. It then must govern our resolutions in order that we work effectively toward the establishment of peace. And this justice urges us to take upon ourselves the defense of the interests of the terribly maltreated people and demand their economic and social emancipation along with political freedom. -

Anarchism and Religion Nicolas Walter 1991 For the present purpose, anarchism is defined as the political and social ideology which argues that human groups can and should exist without instituted authority, and especially as the historical anarchist movement of the past two hundred years; and religion is defined as the belief in the existence and significance of supernatural being(s), and especially as the prevailing Judaeo-Christian systemof the past two thousand years. My subject is the question: Is there a necessary connection between the two and, if so, what is it? The possible answers are as follows: there may be no connection, if beliefs about human society and the nature of the universe are quite independent; there may be a connection, if such beliefs are interdependent; and, if there is a connection, it may be either positive, if anarchism and religion reinforce each other, or negative, if anarchism and religion contradict each other. The general assumption is that there is a negative connection logical, because divine andhuman authority reflect each other; and psychological, because the rejection of human and divine authority, of political and religious orthodoxy, reflect each other. Thus the French Encyclopdie Anarchiste (1932) included an article on Atheism by Gustave Brocher: ‘An anarchist, who wants no all-powerful master on earth, no authoritarian government, must necessarily reject the idea of an omnipotent power to whom everything must be subjected; if he is consistent, he must declare himself an atheist.’ And the centenary issue of the British anarchist paper Freedom (October 1986) contained an article by Barbara Smoker (president of the National Secular Society) entitled ‘Anarchism implies Atheism’. -

However, courts have differed on how that guarantee applies when private speech occurs on government property. Depending on the forum in which the speech occurs -- a traditional public forum, a designated forum, or a limited (or nonpublic) forum -- private speech is afforded different levels of protection. One particular area that has frustrated the courts is how to distinguish between designated and limited public forums. -

Rancour's emphasis on the obviously dark corners of Stalin's mind pre- cludes introduction of some other points to consider: that the vozlzd' was a skilled negotiator during the war, better informed than the keenly intelli- gent Churchill or Roosevelt; that he did sometimes tolerate contradiction and even direct criticism, as shown by Milovan Djilas and David Joravsky, for instance; and that he frequently took a moderate position in debates about key issues in the thirties. Rancour's account stops, save for a few ref- erences to the doctors' plot of 1953, at the end of the war, so that the enticing explanations offered by William McCagg and Werner Hahn of Stalin's conduct in the years remaining to him are not discussed. A more subtle problem is that the great stress on Stalin's personality adopted by so many authors, and taken so far here, can lead to a treatment of a huge country with a vast population merely as a conglomeration of objects to be acted upon. In reality, the influences and pressures on people were often diverse and contradictory, so that choices had to be made. These were simply not under Stalin's control at all times. One intriguing aspect of the book is the suggestion, never made explicit, that Stalin firmly believed in the existence of enemies around him. This is an essential part of the paranoid diagnosis, repeated and refined by Rancour. If Stalin believed in the guilt, in some sense, of Marshal Tukhachevskii et al. (though sometimes Rancour suggests the opposite), then a picture emerges not of a ruthless dictator coldly plotting the exter- mination of actual and potential opposition, but of a fear-ridden, tormented man lashing out in panic against a threat he believed to real and immediate. -

Libertarian Socialism Politics in Black and Red Editors: Alex Prichard, Ruth Kinna, Saku Pinta, and David Berry The history of anarchist-Marxist relations is usually told as a history of faction- alism and division. These essays, based on original research and written espe- cially for this collection, reveal some of the enduring sores in the revolutionary socialist movement in order to explore the important, too often neglected left- libertarian currents that have thrived in revolutionary socialist movements. By turns, the collection interrogates the theoretical boundaries between Marxism and anarchism and the process of their formation, the overlaps and creative ten- sions that shaped left-libertarian theory and practice, and the stumbling blocks to movement cooperation.
