This contract allows for a contract price increase for each annual renewal period. The Contractor must request price adjustments, in writing, 30 days prior to the renewal date. For specific information, please see the Contract Technical Specifications, page 17, item G entitled “Consumer Price Index (CPI)”. 2.) The new airport is connected to Akutan by a hovercraft. Boats and amphibious aircraft, hovercraft, or helicopter are the only means of transportation into and out of Akutan. A 200-foot (61 m) dock and a small boat mooring basin are available. Meanwhile the Hovercraft has been sold due to high costs, an Helicopter-Service has been established by Maritime Helicopters. Given Alaska’s size, its sparse population, and the vast territory inaccessible by road, it is no surprise that aviation has been a big part of life in the 49th state almost since the invention of the airplane. Noel Wien fl ew an open cockpit biplane from Anchorage’s Park Strip to Fairbanks in July of 1924. He later became the founder of Wien Alaska Airways, which was among the fi rst commercial airliners in the United States. The Alaska Department of Transportation and Public Facilities (DOT&PF), other airport sponsors, and the FAA have made great strides in developing and improving the airport system since statehood. During that time and to date, Alaska’s population continues to grow, passenger enplanements increase, and advancing aviation technology contributes to safer and more reliable access by air. Today, the aviation industry generates $3.5 billion and more that 47,000 Alaskan jobs annually, accounting for 10% of all the jobs in Alaska.

The Commissioner reviewed DOT&PF’s strategic planning meeting held in June for 3 days with a leadership team from all three regions and modes of transportation. Commissioner noted it’s a BHAG (Big Hairy Audacious Goal) and is rolling out the new plan across the department in the next couple of weeks.

Pilots are required to acquire and evaluate weather reports prior to take-off, and continue to monitor them in flight, to determine if it is possible to continue to their planned destination. Air traffic controllers, airline dispatchers and other aviation personnel use weather observations to plan and execute flight operations. Weather forecasters use weather observations as the foundation of predictions on atmospheric conditions and these weather predictions are also important to the aviation community. Weather observations used by the aviation community typically include temperature, ceiling (cloud height), visibility, wind speed and direction, atmospheric pressure (altimeter setting), type and amount of precipitation and other variables. These weather observations are important to pilots who fly during times of good visibility, clear of clouds, under visual flight rules (VFR), as well as pilots that operate during periods of low visibility, under instrument flight rules (IFR). Observations and forecasts are also important to pilots wanting to know conditions along their route of flight and if they will be able to see the runway to land at their destination. Weather observations must meet a rigid set of standards and be certified by the FAA when they are used by pilots attempting to land under IFR conditions using FAA instrument approach procedures.
