35 THE OFF ROAD CHALLENGE

Organized by the Corps of Sri Lanka Engineers In collaboration with the Four Wheel Drive Club In collaboration with the Sri Lanka Motorcycle Riders Association The Corps of Sri Lanka Engineers steered Sappers 4 X 4 Gympo 2019 off-road challenge collaborated with the Four Wheel Drive Club (FWDC) and the Sri Lanka Motorcycle Riders’ Association (SLMRC) took part in the ninth consecutive year on 08 September 2019 at the Sapper off-Road Arena, Embilipitiya. Major General H J S Gunawardena RSP VSV USP ndc psc, the Colonel Commandant, Corps of Sri Lanka Engineers and the Commander, Security Forces Headquarters (Wanni) honoured the event as the chief guest.

The Sappers are no strangers when it comes to track construction, where as other speed tracks in the Sri Lanka are testimonies of the accomplishments. Further, the Military Engineers have been instrumental in renovating roads in the post - war Sri Lanka. With the expert knowledge and experience of over the years, the Sappers with the technical advice of the FWDC has incorporated the picturesque elements hills and valleys of Sri Lanka into a 4 X 4 track which is unique to Tunkama, Embilipitiya. The chosen Logo depicts the words Sappers 4 X 4 with the black and white checkered flag to indicate the off road motor rally. The Bison with wheels shows the rugged and tough going of the competitors with the word Gympo which the unique name was given to this Bison.

The Sapper Off Road Arena at Sri Lanka School of Military Engineering (SLSME), Embilipitiya, is constructed with obstacles in such a manner that natural obstacles are emulated and both the drivers and navigators are tested on their extreme adaptive skills. The uniqueness of the track lies in the variation of obstacles as teams have to drive through mud pits, water crossing, and crossing of log bridges, rock climbing, V grooved trails in different stages of the same track. The key feature is the over and under track where a two lane track in the shape of number eight cross at the center via a compact 200 extra wide bridge with tracks that only accommodate the width of the vehicles. Along the track there are various obstacles, mostly uneven articulation which test the teams coping with the forces of gravity.

Each team gets a run on both lanes back to back which is going through the obstacles. The event have five categories, the standard vehicles, standard modified, under 3000 cc, Over 3000 cc and Extreme Class which were battled out among top teams of Sri Lanka and the foreign teams which have shipped their vehicles to contest this title.

76 History

After the 4/21 attack, demands of field engineer troops were in large number for different com- mitments, they had to perform duties at all around the clock every day. Searching of vehicles, personal and places with available resources and demand of quick respond could not make in that situation. The clear mentality and precise judgment of EOD operators are the most important factor in searching op- erations for IED scenario, since, the 4/21 incident took a different shape in involvement of personal in suicide missions than the previous experiences with LTTE. Personal who involved in suicide missions were educated and were top rankers of the particular organization, with their beloved families including their children. The situation demands such an attentive and care full technique and equipment to search for vehicles modern nature too. It was difficult to use search mirrors to cover the complete important areas of vehicle and approach to certain places. The time taken to clearance of such place or vehicle had a proportionate with the stress of the public. Therefore, the requirement of searching for new technique and equipment was arisen to mitigate following areas; reduce the time taken for clearance without com- promising security threat; the condition and alertness of the searching troops; particle and economical provision for the situation.

We could produce this camera and use effective in the field. This camera is consisted of three search heads to deal with different situation where it is demanded unattended areas of clearing might encourage bomb designers to plan such situations in future too, to keep balance psychology with appro- priate technology is a highly necessity, prevention is better than cure, could conduct awareness programs too at different places for stake holders in the area. The technique and the equipment demand innovative and easy to handle by ground troops in the nature of high technical capability of countering the existing modern equipment made to the use to search and clear operation by the terrorist groups. It took im- mense effort to get this up to the standard by the team at time of tense situation. It included many trial practical tests rounds and involving troops to get maximum comfortability during search procedure and giving accurate and conscience inspection over the job. Following are the invented types of our product are named to recall the incident:

² Vehicle Search Rode Camera (VSRC4/21). This search head was designed to inspect the vehicle outer perimeter and ceiling areas of a building. It gives comfortable approach and good posture of searcher to keep his head straight for correct judgment in full concentrated neuro system. Digital screen provides the visuals of the area better than searching mirror and easy to handle with the grip and elbow guard. Provide 12 v DC supply for 8 hours by the battery back and easy charging mechanism and hanging facility provides handlers comfortability.

² Vehicle Search Flexible Horse Camera ( VCFHC4/21). This search head was de- signed to inspect front and rear areas which difficult to approach by rode camera as well inspec- tion over suspects vehicles where owners are not available at the vicinity to get rough idea of the inside placement of any materials. This gives good approach to clear the house hold equipment

² Vehicle Search Extended Horse Camera (VSEHC4/21). This search head was de- signed to inspect the fuel tank , bowsers, ect.. with sealed , water proofed system to inspect liquid surfaces and both which could not reach by above mentioned both cameras.

These three types of cameras provide the capability of the operator to search every corner of the given vehicle or place and employing suitable heads and numbers will reduce the time taken for such operation. It decreases the tension of the audience in a big que fall in for clearance. As well keep both win- win situations to get the job done.

The camera was given first place in Security Force Headquarters East innovation competition and Bronze medal in National Inventors’ Competition “SAHSAK NIPAUM”
