We regret that it has not been possible to reach an acceptable working arrangement with Train Operating Company West Coast Railways in spite of many attempts over the past three years. Tornado will continue to be operated on the Network Rail main line by DB Schenker, which has worked successfully with the Trust since the locomotive’s completion in 2008. This change is unrelated to the recently completed repairs to Tornado’s boiler which took place at DB Meiningen. Unfortunately, this late change will result in a significant re-working of Tornado’s tours diary for the early part of the summer. As a consequence of not being able to work with West Coast Railways, Tornado will not now be hauling ‘The Cathedrals Express’ on Thursday 26th May (London to Bath & Bristol and return), Saturday 4th June (London King's Cross to York and return) and Saturday 11th June (London to Shrewsbury and return) promoted by Steam Dreams. The promoter will be in contact separately with those of you who originally booked on ‘The White Rose’ and transferred to ‘The Cathedrals Express on 4th June. Although Tornado will be ready for traffic for 26th May, her first main line train in her new Brunswick Green livery will now be ‘The Canterbury Tornado’ on Saturday 18th June from Poole (Tornado from Willesden) to Canterbury and return promoted by Pathfinder.

Executive Summary This Report should be read in conjunction with Chris Garnett’s Report “The Future of Island Line – Options Report”. I have set out to discuss the issues raised in the Garnett Report mainly from an engineering and technical point of view. My reports contains a detailed analysis of the various technical claims made the supporters of conversion of Island Line to a tramway and casts significant doubts as to the cost benefits claimed for the conversion of the existing railway into a tramway and the use of tram vehicles. I have also questioned the safety and legal aspects of the proposed method of operation of this tramway. I have also sought to address a number of myths and rumours surrounding some of the technical issues relating to Island Line. Unfortunately some of these have found their way into Christopher Garnett’s report and could be considered to be affecting its conclusions. The last part of my report describes a possible alternative to a tramway which should cost less to implement and reduce day-to-day operational costs whilst securing the operation of Island Line within the National Rail Network. 2. Introduction This document has been produced as a considered technical response to the statements and proposals put forward in the report “The Future of Island Line – Options Report” prepared by Christopher Garnett for the Isle of Wight Council in January 2016 [the Garnett Report]. It also depends on the transparency and durability of the regulatory framework established to protect both the public interest and the interests of concession holders, and on the incentives created by franchise agreements. This report examines experience to date from around the world in competitively tendering rail services.     Council of Tramway Museums of Australasia Inc. www.cotma.org.au News Update July 2017 From the Chairman Welcome to our third COTMA News Update for 2017. In this issue we report on the recent FEDECRAIL conference held in Antwerp, Belgium and attended by Warren Doubleday, and the NZ FRONZ conference in Dunedin which I attended. As I write this I am preparing to travel to Melbourne for the COTMA AGM on Tuesday (25 July) and an Executive meeting which will follow. At the Executive meeting we have a number of important issues to discuss, including spare parts - note the references further below to Wellington (trolley bus closure), and PC5 equipment, as well as getting an update on Melbourne W’s and equipment. All member museums will have received an invitation to the AGM and should by now have indicated whether they will be attending. The annual conference of the Federation of Rail Organisations of NZ (FRONZ) was well attended by both railway and tramway groups from around N.Z. and included rail trips on the Taieri Gorge line and on the main line to Oamaru as well as visits to the local Gasworks Museum, the Ocean Beach Railway and Toitu Otago Settlers Museum which includes in its collection former Maryhill Cable car No. 106, Roslyn Electric tram No. 1 (restored at Ferrymead) and Dunedin Trolley bus No 10. The Settlers Museum was the venue for an informative talk about the Dunedin Cable car systems and proposals to set up an operating cable car museum using restored cable cars from Ferrymead.
