The 2040 Strategic Intermodal System (SIS) Multi-Modal Unfunded Needs Plan is an update from the first ever SIS Multi-Modal Needs Plan, which was approved in May 2006. The purpose of the Needs Plan is to identify transportation capacity improvements on SIS facilities, that are currently unfunded in the 2010 SIS 1st Five Year Work Program, and not planned in either the 2011 SIS 2nd Five Year Plan or the 2035 SIS Cost Feasible Plan, which combined make up the SIS Funding Strategy.

Florida Department of Transportation, Systems Planning Office The Needs Plan includes unfunded transportation projects within the context of the statewide and metropolitan planning process, while utilizing the 605 Suwannee Street, MS 19 policy guidance from the Florida Transportation Plan and the SIS Strategic Plan. All unfunded transportation projects included in the Needs Plan Tallahassee, Florida 32399-0450 are unconstrained by cost and funding source or availability. The projects included in the Needs plan may move forward into either local 850.414.4900 Metropolitan Planning Organization (MPO) Long Range Transportation Plans (LRTP) or the Florida Department of Transportation’s (FDOT) SIS Funding Strategy, while other projects may never advance due to high costs, environmental issues, policy direction, etc.

The projects incorporated into the Needs Plan include opportunities for improvements identified earlier in FDOT corridor plans, transportation partner master plans, traffic modeling and capacity analysis, statewide modal plans, visioning plans, and other regional plans and studies. Many of the identified projects, particularly the modal projects, were included from facility master plans. The FDOT 2010 Statewide Rail Plan provides many of the projects for rail, while the 2010 Spaceport Master Plan provides the projects for the spaceports. The Joint Automated Capital Improvement Plan (JACIP) and Seaports Capital Improvement Program (SEACIP) provide projects for Aviation and Seaport, respectively.

The criteria for SIS eligibility is utilized to determine if projects are eligible for future SIS funds. For each mode of transportation on the SIS, the eligibility criteria vary. Please see table on eligibility and designation.
