BE it enac~ed by Parliament in the Seventh Year of the Republic of India as follows:- 1. This Act may be called the Scheduled Castes and Scheduled Short title. Tribes Orders (Amendment) Act, 1956. 2. In this Act,- 5 De8nidoDl. (a) "article" means an article of the Constitution; (b) "census authority" means the Deputy Registrar Gene- ral, India; (c) "last census" means the census held in 1951; (d') "prescribed" means prescribed by rules made under this Act. 10 3. (1) The Constitution . (Scheduled Castes) Order, 1950, is Amendment hereby amended in the manner and to the extent specified in of Scheduled Castes Schedule I. Orden. 2 (2) The Constitution (Scheduled Castes) (Part C States) Order, 1951, is hereby amended in the manner and to the extent speci- fied in Schedule II. Ameodmeat 4. (1) The Schedule to the Constitution (Scheduled Tribes) of Scheduled Tribe. S Order, 1950, is hereby amended in the manner and to the extent Orden. specified in Schedule III. (2) The Schedule to the Constitution (Scheduled Tribes) (Pari C States) Order, 1951, is hereby amended in the manner and to the extent specified in Schedule IV. lJetermi- 5. (1) Where the list of Scheduled Castes or Scheduled Tribes in nation or po- 10 putation or relation to any State is varied by this Act, the population as at Scheduled Cute. and the last census of the Scheduled Castes or, as the case may be. of Scheduled the Scheduled Tribes in that State (including in relation to Assam, Triba. the population of the Scheduled Tribes in that State excluding the tribal areas, and the population in each autonomous district there- IS of) shall be ascertained or estimated by the census authority in such manner as may be prescribed and shall be notified by that authority in the Gazette of India. (2) The population figures so notified shall be taken to be the 20 relevant population figures as ascertained at the last census and shall supersede any fiJ;tures previously published. Amendment 6. (1) The Election Commission shall, by order, re-determine, or orden of the Delimi- on the basis of the population figures notified under section 5,- tatiOD Com- million. (a) the number of seats, if any, to be reserved under article' 330 for the Scheduled Castes and the Scheduled Tribes 25 of each State in the House of the People, out of the total num- ber of seats in that House allotted to that State by the Deli- mitation Commission in its Final Order No.1, and (b) the number of seats, if any, to be reserved under article 332 for the Scheduled Castes and the Scheduled Tribes 30 of each Part A State and of each Part B State other than Jammu and Kashmir in the Legislative Assembly of that State, out of the total number of seats assigned to that Legislative Assembly by the Delimitation Commission in its Final Order No.1, 35 and make any amendments that may be found necessary in the said Final Order. (2) If by virtue of any order made under sub-section (1) the number of any class of reserved seats mentioned in that sub-sec- tion is altered, the Election Commission shall, by order. make 40 such amendments as it may find necessary for the purpose of givine proper representation '00 the Scheduled Castes or the 3 Scheduled Tribes, as the case may be, in any of the Final Orders made by the Delimitation Commission. (3) Every order made by the Election Commission under sub- section (1) or sub-section (2) amending a Final Order of the Deli- mitation Commission shall be published in the Gazette of India. S and on such publication, notwithstanding anything dontained in 81 cl I,S2. the Delimitation Commission Act, 1952, that Final Order as so amended shall have the full force of law, and shall not be called in question in any court. (4) As soon as may be after the publication in the Gazette of to India, every order made under sub-section (1) or sub-section (2) shall be laid before the House of the People. Power to 7. For the first time, basic information relating to this backward section of our society has been presented in a very comprehensive form. Short and compact notes on each individual caste and tribe, appropriately illustrated by maps and pictograms, supported by statistical information have added to the utility of the publication. One can have, at a glance. almost a complete picture of the present conditions of these backward communities. The publication has a special significance in the Gandhi Centenary Year. The publication will certainly be of immense value for all official and Don­ official agencies engaged in the important task of uplift of the depressed classes.

Its purpose is to undertake research designed to improve access to basic education in developing countries. It seeks to achieve this through generating new knowledge and encouraging its application through effective communication and dissemination to national and international development agencies, national governments, education and development professionals, non-government organisations and other interested stakeholders. Access to basic education lies at the heart of development. Lack of educational access, and securely acquired knowledge and skill, is both a part of the definition of poverty, and a means for its diminution. Sustained access to meaningful learning that has value is critical to long term improvements in productivity, the reduction of inter- generational cycles of poverty, demographic transition, preventive health care, the empowerment of women, and reductions in inequality. The CREATE partners CREATE is developing its research collaboratively with partners in Sub-Saharan Africa and South Asia.
