District Election Management Plan

District Profile Araria district is one of the thirty-eight districts of state, , and Araria town is the administrative headquarters of this district. Araria district is a part of division. The district occupies an area of 2830 km². It has a view of Mount Kangchenjunga (One of the great peaks of the Himalayan range).

Origin of name : During the British period, the area where Mr. Forbes's bungalow was located was called "Residential Area", which people abbreviated to R. Area. Over time, R. Area acquired the pronunciation Arariya. Araria district comprises the following Sub-Divisions: Araria and Araria sub-division comprises 6 blocks: Araria, Kursakanta, , Sikti, Jokihat and Raniganj. Forbesganj sub-division comprises 3 blocks: Forbesganj, Bhargama and . There are six Assembly constituencies in this district: Narpatganj, Raniganj, Forbesganj, Araria, Jokihat and Sikti. All of these are part of Araria Parliamentary constituency.

Vulnerability Mapping

As per direction of Election Commission of India areas and voters segments vulnerable to threat and intimidation are identified. Other criteria include distance, voter turnout, previous election incidents etc. Accordingly force deployment and other preventive actions will be done in these villages. LOGISTICS PLANNING

Database, of all eligible personnel has been done in electronic format, which can facilitate computerized randomization. All relevant particulars like name, sex, place (constituency) of residence, work place, home constituency, designation, office and department have been entered. The database contains all the State Govt. and Central Govt. employees including teachers. The State Govt. employees can be employed as polling personnel. The Central Govt. employees including PSUs and Banks, etc. has been fed to be utilized as Micro Observers etc. Presiding Officers and Polling Officers have been classified on the basis of pay scale and their post and rank. TRAINING FOR POLLING PERSONNEL TRAINING Training shall be imparted to all personnel. For imparting training, the Personnel Cell shall also train up Master Trainers and Zonal Officers who would also act as Master Trainers. The training of the polling personnel is proposed to be carried out in two rounds. The details of the same are given below-

Page No :- 35 of 47 POLLING MATERIALS All required material would be procured locally except the items directly provided by the Election Commission. Among the polling materials, special attention would be given to EVMs, ballot papers (for tendered ballot) and the marked copies of the electoral roll. Indelible ink, strip seal, paper seal, arrow cross mark, metal seal etc. would be supplied by office of the CEO, while the remaining items shall be procured locally by tender committee observing all the required formalities and handed over to Material Cell for distribution to polling parties. BALLOT PAPERS The number of ballot papers required for all the 06 ACs would be around 12858. One Assistant Returning Officer will be entrusted at the appropriate time to collect the ballot papers from the Saraswati Press . Sorting and scrutiny of ballot papers will take place on receipt under his supervision after which the same shall be stored appropriately. On the day of EVM sealing, the ballot papers would be handed over to the I/C, EVM Cell for preparation of EVMs and also to I/C Material Cell for packing the same P.S. wise (for tendered ballots). Total number of Service Voter is 599, to whom postal ballots will dispatched online within 48 hours by registered post. A separate cell is formed to supervise the whole exercise.

EVMS The number of EVMs available is 2529 CU, 5477 BU & 2923 VVPAT out of these, 2143 nos units of EVMs and VVPAT will be required to be distributed to the PCC party one day before the date of poll. The remaining shall be used carrying by the Zonal / Sector Magistrates on the day of the poll and for training and EVM awareness generation purposes. Upon receipt of ballot papers, the EVMs would be set by the EVM Cell in the presence of the representatives of political parties etc as prescribed. Special training will be imparted to those involved in EVM sealing. Concerned ARO shall also be involved in the process. The EVMs shall be kept in the strong rooms after preparation at RO level. This is expected to be done in the 1st week of March-2018. These EVMs would be issued for polling and after receipt shall be kept again in the Strong Rooms.

MARKED COPY OF ELECTORAL ROLL Electoral roll with 10/01/2018 as the qualifying date will be used for the ensuing election. The Material Cell will ensure preparation 4 (four) sets of marked copies of electoral rolls per polling station. Three copies shall be handed over to the polling parties, while one copy shall be kept reserved.

DESPATCH AND RECEIPT OF POLLING MATERIALS All the polling parties shall be dispatched on 9th March 2018. At first, all polling personnel would report at their respective Assembly Constituency/ related Block Headquarter(AC-46 Narpatganj Block, 47-Raniganj(SC) Raniganj Block, AC-48 Forbesganj Block, AC-49 Araria Block, AC-50 Jokihat Block and AC-51 Sikti Block) and shall dispatch from there to different polling stations accordingly by respective BDOs. The receipt of polling materials parties shall be done at the same venue from which they were dispatched. Payment of remuneration at the prescribed rates will be made to the polling personnel through Bank RTGS. Material Cell at Block Levels would do the distribution and receipt of polling materials. Consequent upon receipt of EVMs and specified materials from the receipt counters, the sealed EVMs along with Form No 17C, paper seal a/c covers will be safely stored in serially numbered earmarked spaces in the strong room. Strong Room Cell shall ensure floor marking etc in advance to streamline the proper storage of sealed EVMs AC wise. Immediately after all the EVMs are received and stored, the strong room will be locked and sealed as per procedure. The Officer in Charge, Strong Room Cell will ensure this. The Special attention shall have to be given for checking of Presiding officer’s Diary, Part I of Account of Votes Recorded in Form 17C, voter turn-out figures in PS 05 and any other document required to be checked as per ECI instructions. Only after satisfactory verification of the above, would the Presiding Officer be relieved. It should be endeavoured to ensure quick receipt of materials, checking etc so that the tired polling parties are relieved as early as possible. For this purpose, adequate number of receipt counters and adequate number of well trained personnel for checking of documents shall be deployed.

Page No :- 37 of 47 Movement plan – Before commencement of polls Polling parties and the security persons will be dispatched from concerned distribution centers and sufficient vehicles have been arranged for their dispatch. Security cover for dispatching and receiving polled election materials are being arranged. Movement of the polling parties from respective distribution centers to the concerned polling stations will take place on the before day of polling. In cases where the buses are not having road access it will be connected by SUV so as to reach them at the door step of the polling location. The transportation vehicles will halt at the last destination by dropping all the polling personnel. The return journey of the vehicle will be from the last halt point and scheduled in such a way that the last dropped will be alighted at first. CPMF / Police Force Deployment

District Deployment plan will be prepared & finalized a week before the day of Poll taking into account the CPMFs and other Forces being made available from state pool the district and the available forces with the district, So that all the polling stations are covered with adequate static forces consulting with Observer. Particular attention should be paid to deploy CPMFs in Constituencies and polling station identified as vulnerable and hyper sensitive. Among other the following will be consider as guiding factors for deployment of forces:- (1) Past history of polling Station. (2) Incidents of Booth Capturing, Violence Large Scale impersonation etc. (3) Information about abnormal Law & Order situation in particular area. (4) Specific complaints maid by political parties and candidates (5) Nature of contest (6) Political rivalries (7) No of history sheeter & absconders (8) No of SC & ST Voters etc.

Residential locations have already been identified and other basic facilities have been provided as per guide line of ECI. A special cell for their vehicle management has been established at Krishi Utpadan Bazar Samiti, Araria which will function round o’clock.

Counting Plan

Krishi Utpadan Bazar Samiti, Araria is selected for vote counting purpose for all the 6 assembly constituencies of district. A separate vote counting hall and strong room is identified for each assembly constituency. 14 counting tables and one table for returning officer will be established in every vote counting room. Adequate barricades, lighting, sound system will be arranged for vote counting rooms and surrounding area. Counting of votes is scheduled to take place at respective counting centers from 14th March 2018 at 8.00 am onwards. There will be 14 tables for every LA segment and each table containing two persons (1 counting supervisor & 1 assistant) in addition to the Static Observers. Counting will be taken place in the presence of Observers. During the previous Assembly election number of officers drafted for counting duty was about now the expected number of official is about . Officers from the Central & State government will be deployed for the purpose. This may be subjected to change as per the decision of the Observers. Infrastructure and logistics arrangements (refreshment, stationary, Counting Hall arrangements and communication facilities) will be made in due course. Arrangements will be made for issuing passes for accredited media persons. Sufficient security will be arranged for counting stations. Arrangements are made for online updating of data from the counting centers to the Election Commission website. Polled voting machines will be stored in the strong rooms constructed in Krishi Utpadan Bazar Samiti, Araria for this purpose. The strong room will house only the polled EVMs and the election papers connected with the current election. There will be a separate Counting Hall for each of the six Assembly Constituencies, namely 46-Narpatganj,47- Raniganj(SC),48-Forbesganj, 49-Araria, 50-Jokihat & 51-Sikti. Appointment of Counting Personnel Sufficient officers have been earmarked for appointment as Counting Supervisors and Counting Assistants. One Counting Supervisor and one Counting Assistant per table and sufficient Group D staff to carry the voting machines to and from the counting tables will be deployed. Intensive training of counting personnel will be given in time.

Security Arrangements A three-tier cordoning system will be set up in counting center to prevent the entry of unauthorized persons inside the counting centre. No counting agent without proper identity card having the photograph, duly displayed on its person, will be allowed to cross the first cordon of the counting centre. The identity of all candidates, their election agents and of all the counting staff will also be thoroughly verified with reference to their identity cards at the first cordon. The first cordon will be set up at the main entrance to the office building. A metal detector will be installed at this location. CPMF personnel from the day of poll till the sealing of the voting machines and election papers are completed after counting of votes.

Deployment of CPMF at Counting Hall/ Strong Room One Company of CPMF will guard the Strong Room/Counting Hall round the clock w.e.f. 11 March 2018 till the completion of counting and final announcement of the election result. The Force will remain in position till withdrawal order is given.

Barricading of counting tables A Barricading about five feet high made of strong yet transparent material, such as wire mash will be put up around the counting table and the counting personnel. One entrance will made for taking in and bringing out the voting machines. The door of the entrance is proposed to be lockable only from the inside by the counting supervisors.

Communication facilities within the Counting Hall Telephone line with STD facility will be placed at the ROs table. One telephone line with STD facility and fax machine will be placed in the Observer's room. One telephone line with STD facility and fax machine will be placed at the data manager table adjacent to the RO's table. Page No :- 44 of 47

Room for the Observer inside the Counting Center

A separate room with tables and chairs, a telephone with STD and a fax, Computer Set with operator will be provided inside the counting center for the use of the Observers. The communication facilities will be reserved for the exclusive use of the Observers for their communication with the Commission.

Data Management

The Data Management Cell will be located adjacent to the Returning Officer's table. Five Computers, Printer, UPS, Telephone attached with a Fax Machine, Internet with High Speed Data card and sufficient stationary will be provided. Seating arrangements for counting agents

Counting agents will be seated in the following order- 1) Candidates of National Recognized Political Parties 2) Candidates of Recognized State Parties 3) Candidates of Recognized State Parties of other state who have been permitted to use their reserved symbols in the Constituency. 4) Candidates of recognized- unregistered Political Parties. 5) Independent Candidates. Counting agents will be seated out side the barricades which enclose the counting personnel and the counting tables, in such a way that they have a clear view of the counting process but are not in a position to reach out and handle the control unit.

Number of counting agents

Each candidate will be allowed to appoint as many counting agents there are counting tables and one more to watch the count at the Returning Officer's Table.

Sequence of counting

Firstly, all persons who are allowed to enter in the counting hall will be given adequate warning about maintaining secrecy of votes as provided under Section 128 of the representation of the people act 1951. The postal ballots received in time will be counted first at the RO's table and the particulars will be entered in the working sheets Constituency wise and Candidate wise. Male and female voters will be indicated as these particulars will be required for entry in the Index Card later. While the postal ballot paper of constituency are being counted, the control unit of the electronic voting machine of the constituency will be distributed to the 14 (fourteen) counting table in serial order of the polling station.

Media Centre

The media centre is proposed to be set up at the counting center. A television, Telephones intercom and internet facilities will be provided at the media centre. The result of each round of counting will be announced by the officer in charge in media center.

Entry into counting hall & maintenance of discipline

No person other than those mentioned under Rule 53 (1) of the conduct of Elections Rules, 1961 will be allowed inside the counting hall. Only the following persons can be allowed inside the counting hall- (1) Counting supervisors and counting assistants, (2) Persons authorized by the Election Commission. (3) Public servants on duty in connection with the election; and (4) Candidates, their election agents and counting agents. However, entry of persons other than officials engaged in the counting of votes will be regulated by the Returning Officer in such a manner as may be required for maintaining discipline in the counting hall. Smoking, carrying of cellular phones, cordless phones and wireless sets will not be allowed inside the counting hall. There will be arrangement for videography as per the direction of election commission.

Refreshments

Adequate refreshments will be provided for all counting personnel, security personal, media persons, officers and staff on duty on the day of counting. Sufficient number of staff will be in-charge of provision of refreshment.

Fire Tender

The services of the Bihar Fire Service will be requisition to keep watch over any event of fire in and around the counting centre.

Medical Duty

The services of the health department will be requisition to be on medical duty at the counting center on the day of counting.
