The proprietor of more than one company or firm will be considered as single party and one legal entity. 5. Any party either a firm or an individual falling under the following categories is not eligible. (a)Debarred / black listed by CBI or AAI or Undertaking/Departments like; Railway,Defence, or any other Department of, Govt. of India, State Govt. Deppt. of Commercial at RHQ /Airports is to maintain records of such debarred / black-listed parties in consultation with Vigilance Deptt.,at CHQ. in this regard, Deptt.of Vigilance at Hqrs. may forward an updated list to the Regions / Airports. A declaration to this effect is also to be obtained from the party submitting the tender documents. (b)Parties facing action under PPE Act, with AAI. (c)Parties either an individual or a business establishment, who has been ordered by a Court of Law to pay the outstanding dues of AAI at any of the airports as a whole and has not paid such dues to AAI shall also not be eligible for the tender. The Technical Bids of the tenderers shall be opened on 29.03.2017 at 16.30 hours in the presence of the interested tenderers or their authorized representatives. In case office remains closed on due date of opening of tender documents due any reason, the same shall be opened on next working day. Award letter shall be issued only after receiving of above amount(s). 11 a) If the contract is terminated due to any illegal activity which is punishable under any of the laws of the land then the party will be debarred till the case is cleared by concerned legal authority of the land. In case any penalty or fine is imposed by the concerned Authority then the party will be debarred till he obtains a clearance from the concerned authority. b) If at any stage, AAI finds that the party had submitted any false/wrong/ concealment of information/document affecting eligibility criteria of the facility in such case, EMD shall be forfeited and party is liable to be debarred for three years for participation in AAI tenders. c) If the licence does not operate the licence up to 50% of the contract period then the party is liable to be debarred for next one year. GENERAL INFORMATION/GUIDELINES 1.Tender documents is not transferable. 2.Tenderer(s) must use tender documents purchased in his-their name from AAI for which a serial number has been allotted. 3.‘Technical Bid’ must be sealed in ENVELOPE ‘A’ and ‘Financial Bid’ in ENVELOPE ‘B’ and both the ENVELOPE are to be sealed in ‘Master ENVELOPE’. 4.ENVELOPE ‘A’, which shall be opened first, shall contain the basic documents specified as under: i) Details of experience in the trade for which tenderer(s) intend to participate along with supported thenticated documents. ii) Earnest Money Deposit of Rs.11400/- in the form of Bank Demand Draft / Pay Order in favour of Airport Director, Airports Authority of India, JPNI Airport, Patna. iii)Permanent Account Number (PAN) issued by Income Tax Deptt. to be quoted /copy attached in the tender & other relevant documents (if applicable). iv)No dues Certificate in respect of any of the International / Domestic Airports/ Civil Enclaves controlled by Airports Authority of India as a whole except where the dues pertain to current month’s/year’s licence fee. v)Affidavit declaring Assets & Liabilities. vi)Partnership Deed in case of Partnership Firm. Duly registered with Registrar of firms. vii)Unconditional acceptance letter. 5.It may be clearly noted that in case tender(s) submitted by tender(s) not accompanied by all or any documents stated at (I) to (vii) of para 4, such tender(s) will be rejected by the authority out-rightly. 6.ENVELOPE ‘B’ which shall be opened after security of the basic documents of ENVELOPE ‘A’ shall contain ‘form of Tender’ indicating financial bid to be quoted by the tender and no other documents. The amount of licence fee should be conspicuously written both in figures as well as in words. Any over writing correction or insertion should be duly signed by the authorized signatories of the tenderer(s). 7. Tenderer(s) should clearly indicate the name & address of their Firm/Company/Individual, as the case may be, on both the ENVELOPE and should clearly indicate the name of the facility for which tender(s) have been invited. Name, Designation and Signature of the tender issuing authority: SK Singh, MGR (Comml) JPNI Airport, Patna, Bihar. 8.It may be noted that the Earnest Money Deposit of the successful bidder may be forfeited and the bidder may be debarred for further participation in AAI’s tender(s) for a period of three years, on account of non-completion of the following: - (a) Payment of Security Deposit equal to 04 (four) months of last 3rd year’s licence fee in the form of Bank Guarantee (Where applicable)/cash/DD of a Nationalised / Scheduled Bank in favour of Airport Director, JPNI Airport, Patna within 15 days for the licence and; (b) Execution of the Agreement within 15 days; and (c) Commencement of the facility within 30 days from the receipt of the award letter. 9. Tender(s) will remain valid for a period of 180 days from the date of opening the Financial Bid in ENVELOPE ‘B’. If any tenderer withdraw during the validity period, his Earnest Money Deposit will be forfeited. However, the tenderer(s) can withdraw their Earnest Money Deposit after the validity is over or may extend the validity of their tender(s) with the consent of AAI. 10. The tenderer(s) shall give the list of his near relatives employed in AAI.

It was on a hot and dusty midsummer day of 2020 that he laid his hands on the decomposing paperback, Maila Anchal, tucked in a forgotten corner of his uncle’s bookshelf dug into the thick walls of the first floor. Ruchir turned the pages holding the book in his left hand. Broken into two halves at its spine, the novel had soiled pages with occasional holes and dog-ears. He looked at the book for a whole minute and thought of stitching and pasting the spine back into the book. A gust of wind laden with a green scent of the leaves washed in last night’s rain came through the grove of Mango trees from his grandparent’s garden. A few of the pages from the middle scattered around the low-floor bed. “Was Phanishwar Nath Renu born in Darbhanga, Maa?” “I don’t know. Come eat. Keep questions for your Grandpa.” Toshi, their meek dog, ran about the garden after a squirrel. Toshi was lazy, and liked to keep a low profile. Tired by his small pursuits, Toshi lay stretched on the overgrown lawn grass. It looked up expectantly when Ruchir called for Grandpa, “Babujee…” Grandpa’s villa and the garden had kept Ruchir busy for half the summer.     DISTRICT PROFILE PURNEA INTRODUCTION Purnea district is one of the thirty-eight administrative districts of Bihar state. Purnea district is a part of Purnea division. Purnea is bounded by the districts of Araria, Katihar, Bhagalpur, Kishanganj, Madhepura and Saharsa and district of West Dinajpur of West Bengal. The major rivers flowing through Purnea are Kosi, Mahananda, Suwara Kali, Koli and Panar. Purnea district extends northwards from river Ganges. Purnia has seen three districts partitioned off from its territory: Katihar in 1976, and Araria and Kishanganj in 1990. Purnea with its highest rainfall in Bihar and its moderate climate has earned the soubriquet of 'Poor's man's Darjeeling’. HISTORICAL BACKGROUND Purnea has a rich history and a glorious past. It is believed that the name Purnea originates either from the Goddess Puran Devi (Kali) or from Purain meaning Lotus. The earliest inhabitants of Purnea were Anas and Pundras. In the epics, the Anas are grouped with the Bengal tribes and were the eastern most tribes known to the Aryans during the period of Atharva Samhita while the Pundras, although they had Aryan blood were regarded as degraded class of people in the Aitarya Brahmana, Mahabharata and Manu Samhita, because they neglected the performance of sacred rites. According to the legend of Mahabharata, Biratnagar which gave shelter to the five Pandava brothers during their one year incognito exile, is said to be located in Purnea. During the Mughal rule, Purnea was a military frontier province under the command of a Faujdar. The revenue from this outlying province was spent on the maintenance of troops for protecting the borders against tribes from the north and east.

Administrative cracks and fissures had come to the fore after the decline of the Mughal power in the eighteenth century where large tracts of north India lay outside state control evoking the famous epithet ‘limited Raj.’2 Various exigencies both internal and external were weighing down on the metropole. Among others, it included the daunting socio-economic climate of the mother country and the pressure of accelerating ‘moral and material progress’ in her colonies through a new set of social and political policies. Moreover, social Darwinism and other pseudo- scientific theories had found favour among the masses creating an imagery of the ‘civilised’ and the ‘savage’. Lombroso’s concept of ‘hereditary criminality’, which was rooted in ethnology, intertwined race and genetics with crime, and affected a paradigm shift in the popular understanding of crime and criminals. These theoretical concoctions were responsible for birthing the notions of ‘born prostitutes’ and ‘hereditary criminals’ in India in the nineteenth century. In the meanwhile, European society was radically changing its socio-economic contours under the intellectual and scientific fervour of the Renaissance and Enlightenment, enmeshed with the new work ethics of the Industrial Revolution.
