Setting Speed Limits: Public Input Summary, December 2019 I. Background Between May 2018 and June 2019, staff and the community actively developed the Vision Zero Action Plan. A part of the plan identified two speed-related strategies utilizing the safe systems approach that focuses on all types of road users including bicyclists, pedestrians and motorists. The safe systems approach acknowledges that people will make mistakes and seeks to design a system that allows for these mistakes, rather than expecting perfect driving behavior, to minimize death and injury. The city hosted public meetings and opened an online forum to gather public input on lowering speed limits in the city. II. Outreach Four public meetings were held on Saturday, November 16 (16 attendees), Thursday, November 21 (14 attendees), Thursday, December 11, 2019 (34 attendees) and Saturday, December 14 (41 attendees). The topic was posted online from November 16 – December 28, 2019 on Tempe Forum and received a total of 233 unduplicated survey responses. Article Aesthetic Play and Bad Intent Andrew J. Kerr† Threatening words or images are assumed by American courts to be non-art. But this threshold question of art status is complicated by the evolution of rap and performance art. There is no articulable way to discern art from non-art for these non- textual media, a problem compounded in the unique context of the Internet. In civil litigation we can resort to institutionalist tests like audience reception. But mens rea matters in criminal prosecution. I favor judicial pragmatism in what I argue here is a very non-legal area of law. I. INTRODUCTION In March 2016, Compton rapper YG released the single, “FDT”, shorthand for “fuck Donald Trump,” as a critical response to the then Republican primary challenger. The track was rec- orded in about an hour,1 and eventually became a summer an- them because of its political appeal.2 VICE Media’s Noisey pub- lication celebrated it as the best track of 2016. Some of the lyrics are rote and predictable. To do so, I provide both a neo-Aristotelian and biographical criticism of three songs from ye (2018) by Kanye West. Chapters 1 & 2 consider Roland Barthes’ The Death of the Author and other landmark papers in rhetorical and literary theory to develop an intrinsic and extrinsic approach to criticizing ye (2018), evident in Tables 1 & 2. Chapter 3 provides the biographical antecedents of West’s life prior to the release of ye (2018). Chapters 4, 5, & 6 supply intrinsic (neo-Aristotelian) and extrinsic (biographical) critiques of the selected artifacts. Each of these chapters aims to address the concerns of one of three guiding questions: which critical approaches prove most useful to the hip-hop consumer listening to this song? How can and should the listener construct meaning? Are there any improper ways to critique and interpret this song? Chapter 7 discusses the variance in each mode of critical analysis from Chapters 4, 5, & 6. -

STUDENT: Margaret Parson DEGREE: Master of Arts COLLEGE: College of Communication Information and Media DATE: May 2017 PAGES: 108 This work utilizes an Illusion of Life method, developed by Sellnow and Sellnow (2001) to analyze the 2013 album Yeezus by Kanye West. Through analyzing the lyrics of the album, several major arguments are made. First, Kanye West’s album Yeezus creates a new ethos to describe what it means to be a Black man in the United States. Additionally, West discusses race when looking at Black history as the foundation for this new ethos, through examples such as Dr. Martin Luther King Jr. and Nina Simone’s rhetoric, references to racist cartoons and movies, and discussion of historical events such as apartheid. West also depicts race through lyrics about the imagined Black male experience in terms of education and capitalism. Second, the score of the album is ultimately categorized and charted according to the structures proposed by Sellnow and Sellnow (2001). Ultimately, I argue that Yeezus presents several unique sounds and emotions, as well as perceptions on Black life in America. 3 Table of Contents Chapter One
